I August 2, 1999 State of Alaska Department of Environmental Conservation Division of Environmental Health Drinking Water & Wastewater Program 555 Cordova Street Anchorage, Alaska 99501 Ref: Septic Upgrade Design and Lot Line Waiver Request for Lot 1, Block 4A, Lakeridge Terrace Subdivision (14741 Terrace Lane) To whom it may concern: The existing 5 bedroom duplex is served by a septic system and a class "C" well. The existing septic system consists of a 1250 gallon septic tank and a crib type drainfield. The existing drainfield is surcharged and at times has surfaced (per homeowner). A test hole was excavated on the property for the purpose of upgrading. We propose that a new septic tank and drainfield be installed. Comments regarding the proposed design are summarized as follows: 1. SOILS: Attached is a log which shows the soil profile, and the percolation test results. The soils below the organic layers are a GM/SM material to a depth of 4 to 5 feet and than transitions to a GM material to a depth of 15.5 feet (bottom of test hole). No groundwater was encountered during the excavation of the test hole. A percolation test was performed between the depth of 6.0 feet to 6.5 feet which had a percolation rate of 37 minute/inch. 2. TRENCH DESIGN: a. Percolation Rate: 37 minutes/inch b. Allowable Application Rate: 0.45 gallons/day/ft 2 c. Number of Bedrooms: 5 d. Design Flow: 750 gallons per day e. Minimum Absorption Area: 1667 ft 2 f. Total Depth: 9 feet (max.- on uphill side) g. Effective Depth: 7 feet h. Width: 2.5 feet i. Reduction Factor: N/A j. Minimum Length: 120 feet total length (one @ 30', one @ 40', & one @ 50') k. Effective absorption area = 1680 ft 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed upgrade. 4. TOPOGRAPHY: The lot generally slopes from west to east at approximately a 15 to 20 percent slope. Towards the east property line the slope gradually decreases; in short there are no slope concems. 5. LOT LINE WAIVER: We request that your department issue a 1 foot lot line waiver from the south property line to the proposed septic upgrade. We are unaware of any adverse effects this will have on the neighboring property. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. During our site visit we measured the cover over the drainfield. Based upon our measurements, the cover ranged from 1.6 to 2.8 feet over the top of the distribution lines. C08 had 1.6 feet of cover and CO3 had 1.9 feet of cover. All the other CO's had 2+ feet of cover. Based upon our visual assessment, a majority of the drainfields have 2+ feet of cover and only the very ends of two of the drainfields have less than 2 feet of cover. We performed the inspections on this installation in 1999 when the company was known as Alaska Water & Wastewater Consultants and submitted documentation to ADEC. Based upon the ADEC Documentation of Construction (DOC) form, the absorption area shows there was 2+ feet of cover at the time of installation. We did not mention insulation being installed on the drainfield on the DOC form or record drawings but based upon the 2+ feet of cover shown on the form, it is reasonable to believe that the understanding at the time was that all the drainfields were insulated with 2" of insulation. The owner is deceased, but Audrey Mason with Remax has been managing the rental apartment of the house for many years. Attached is a letter from her company stating that there have been no freezing issues with the septic system. (Chugach) has completed a review of your application for an Encroachment Permit for a portion of the house, well, and greenhouse within the 52 ft. wide Eklutna Transmission Line Easement (Easement), on the above referenced property located at 14741 Terrace Lane in Eagle River, Alaska. The 115kV transmission lines within the Easement are jointly owned by Chugach and Matanuska Electric Association (MEA). There are plans to upgrade the transmission lines to 230kV, however, there is not yet a specific timeline for the project. Chugach's Survey Department performed a site visit on March 28, 2024, followed by an Engineering and Planning review. Additionally, MEA's Survey and Right of Way Departments completed their review on April 24, 2024f, and they will be preparing a Letter of Non -Objection for their facilities. There are no violations of NESC clearance based on the vertical separation measured by Chugach's surveyor. At this time, with concurrence from MEA, your request for the Encroachment Permit is denied until the following items are removed and verified with the Chugach Transmission Engineering Department. 1. Greenhouse: As shown on the attached Easement Exhibit and Figure 1, the greenhouse must be removed from the Easement. Maintenance and tree clearing operations will require a clear path in the easement as Chugach personnel will need access to patrol the line in limited visibility conditions and transport materials through the easement. 2. Light pole: As also shown on the attached Easement Exhibit and Figure 1, the light pole must be removed from the Easement. An Encroachment Permit may be granted for the following: 1. 2 -Story Residence: An encroachment permit may be granted for the corner of the residence encroaching within the Easement. Currently, the building is not causing issues or violating NESC clearance requirements, however the structure shall not be permitted to expand further into the Easement. Well: An encroachment permit may be granted for the well in its current location as depicted in Figure 2 and shown on the Easement Exhibit. Due to the nature of the well head and its location within the Easement, Chugach engineers require that it be marked with a Carsonite utility post or equivalent fiberglass, dual -sided utility marker, a minimum height of 6 inches, and reflective decals. A blue color is recommended as it is the standard color for underground water lines. Should the well ever be redrilled or relocated, Chugach will require that it be moved outside of the Easement.
