All construction shall be in accordance with:
1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing

2. A test hole is required prior to construction of the absorption field, for the reserve site, to confirm minimum

Subject: Request for Design Change (#2) Revised 10/10/2023
Dear Mr. Townsend and Ms. Wockenfuss;
The owner of the above referenced property has requested a revision of the previously approved designed
septic system, prepared by C & M Engineering Services. The revised septic system will be designed for a 5 -
bedroom residence and address the groundwater issues encountered during construction in 2022.
This narrative discusses the proposed wastewater disposal plan revisions and requests approval to revise the
above subject lot's septic design. We have incorporated the suggestion and recommendations based on our
meeting August 29, 2023.
TOPOGRAPHY
The topography of the subject parcel has been modified by previous work done by others. The site plan drawing
has drainage arrows indicating the current runoff direction.
SOILS, PERCOLATION TEST AND GROUNDWATER
2022 Soils Investigation
Two test holes were logged by C & M Engineering Services and logged by Charles G Balzarini, PE.:
The first test hole was advanced to a depth of approximately 18 feet on August 11, 2023. The soil log indicated
the soils were Silty Sand, classified as SM. The results from the percolation test indicate the soils to have a
percolation of 25 -minutes per inch; which has a prescriptive application rate of 0.6 gallons per square foot.
A second test hole was logged on October 10, 2022. The soil log indicated the soils were Silty Sand, classified
as SM. In this test hole, groundwater was observed at 10 -feet (noted as seeps). No percolation test was
performed at this location.
Since 2022 the ground water has been monitored and has an average of 9 -feet below the ground surface with
a high of 8—feet, as measured on October 1, 2023 . For this design, we have set the ground water elevation at
8 -feet below the ground surface.
Test holes and percolation test locations are indicated in the site plan accompanying this change order request,
and are based on C & M Engineering Services, and confirmed with onsite measurements.

One test hole was logged by Construction Engineering, Inc.in 1989 and is on file with MOA Onsite. Based on
the location of the test hole and the excavation work recently performed the soil appears to be consistent with
C & M Engineering Services soil report.
In our meeting on August 29, 2023, it was clear that the existing trenches and French drain would need to
excavate to remove the unclassified excavation the was haphazardly backfilled into the trenches we are
proposing to backfill the existing trenches with Engineer Receiving Soil (ERS) as specified in 15.65.2 10 (D).

SEPTIC TANK
Proposed is to install a 2500 gallon STEP tank manufactured by Anchorage Tank & Welding meeting MOA
coating requirements. The tank will be installed and backfilled according to the manufacture's
recommendation and the current municipal code. We propose 2 -inches of rigid insulation to cover the tank.
We will provide documentation of the tank manufacture, material and that the appropriate cover is placed over
the tank with our record drawings.
SEPTIC TANK BALLAST
The septic tank buoyancy calculation is attached to the end of this document.
DRAIN FIELD DESIGN
The proposed design is for a 5 -bedroom dwelling with a design flow rate of 750 gallons per day. The prescribed
application rate is 0.6 gallons/ft2. Which would require an absorption area of 1250 ft'-.
As an alternative we are proposing to excavate the material that was disturbed in October of 2022. The
proposed over excavation would be the length of the field and five feet wide for a depth of eight to ten feet.
We propose to backfill with meeting the requirement of USCS Sand with an application rate of 1.2 gpd/square
foot. The side wall would still have an application rate of 0.6 gpd/square foot. Using both materials in a five
wide trench configuration, the hybrid application rate would be 0.83(see attached Hybrid Soils Comparison
Calculation Spread Sheet)
Using the hybrid application rate of .83gpd/square foot the required absorption area would be 903 W.
We are proposing two pressurized 5 -wide absorption fields that will be constructed as drawn on the attached
plans. We are proposing a 4 -foot effective depth, with a trench drainfield that will be 45 -feet in length for a
total of 900 W.
The two trenches will be connected to the STEP via a 2" transport pipe and a 2 -inch manifold pipe 13 -feet in
length. Each field will have a 2 -inch lateral with 1/8" holes facing down drilled at 3 -foot centers. Attached is
the Orenco Pump Selection for a Pressurized System Summary including the pump selection data.
The tank, pipes and field will be insulated with 2 -inch rigid insulation. The transport line will slope back to
the tank's weep hole to avoid potential winter freeze ups.
REPLACEMENT SYSTEM
The replacement system for this property would be an advance treatment. A replacement field has been
designated on the drawing. It is noted that these field are designed based on the application rate of 0.6gpd/sqft

SURROUNDING PROPERTIES
There are no water wells within 100 feet of the proposed system. The property is served by a private well. Well
radii for the wells have been identified on the site plan.
SURFACE WATERS
There is no surface water within 100 feet of the proposed system. Drainage arrows on the site plan indicate the
slope and direction of stormwater runoff. (See attached site plan)
WAIVERS
No waiver is required for this design.
We do not anticipate any adverse effects on the neighboring septic systems, reserve areas or drainage patterns
by the installation of the proposed wells and septic system.
Upon completion, we will provide record -drawings of the installation.

The following are calculations for buoyancy and tank restraints:
The current 1250 gallon tank is buried 5 ft. Assuming 2500 -gallon tank is buried with 5 ft
soil cover + insulation.
Tank Properties: Diameter 5.33 feet
Length 17 feet
Weight 2650 lbs
Tank footprint = 5.33' x 17" = 90 sf
Material Properties: Unit Weight of Soil 115 lbs/cult
Unit weight of Concrete 150lbs/cult
Groundwater at 60 in below grade.
Assumptions: Tank fully immersed in water.
Tank covered with dry soil.
Concrete is not submerged.
Dead load = wt tank + wt soil cover (unsaturated conditions)
— 2,650 lb + 115 lb/cf x 5 ft x 90 sf = +54,400 lb
Uplift force on tank = (2500 gal / 7.48 gal/cf) x 62.41b/cf = -20,860 lb

We are requesting renewal of a wastewater disposal permit for the subject property.

Dear Reviewer,
We are requesting a change order to the permit for the above referenced property.
During construction the groundwater monitor tube was removed from the test hole and water was
subsequently observed flowing into the trenches. Work was stopped during the construction of the
second trench which remains open.
The contractor installed a subsurface drain greater than 14' from the trenches. A new testhole was
excavated and a groundwater monitoring tube was installed. The seasonal high groundwater was
measured at a depth of 9'8" below ground surface.
We are requesting that a change order be approved for the attached design which is based on the above
referenced seasonal high groundwater table.
The open trench will need to be heated and covered prior to being filled.
This change will not adversely impact adjacent properties.

Dear Reviewer,
The above referenced property is currently served by an older failing septic system.
The owner wishes to install a new 4-bedroom septic system.
Our review of available documentation and field investigation show that this project will not adversely
impact any nearby Wells, Wastewater disposal systems, replacement disposal sites, or drainage flowing
onto and off of the subject property.
We are using the original testhole as a basis for the drainfield design. The existing trench will server as a
reserve site.
We are requesting a waiver between the existing drainfield and the lotline. The requested waiver distance
is 0-feet. Based on the monitor tube location, it appears that the drainfield goes right up to the lot line. The
adjacent lot is undeveloped. If it were to be developed, it is large and there is sufficient space for the
installation of onsite systems. The existing system has been installed for a long time with no apparent
impacts to the adjacent lot.
Included with this letter is a permit application and design package, including plans and calculations.
