Response to Comments
Ladies and Gentlemen:
I am writing in response to your comments dated December 20, 2010. I will respond in the same
order in which they were presented.
Comment: The first compartment of tank shall not be less than two-thirds of the required
capacity. Because of 1,000 gallon tank you need two-thirds total capacity.
Response: The US Public Health Service (USPHS) Manual of Septic Tank Practices for flows
between 500 gpd and 1500 gpd requires tank size to be based on a minimum of 1 I/2 times the
daily flow of the facility. Assuming the daily flow from the 4 bedroom house is 600 gpd (which
is a conservative figure. Studies show that the average wastewater usage for Anchorage residents
on AWWU water is 48 gpd/person. Assuming two people per bedroom, would result in a
realistic flow of around 400 gpd.) Based on the 600 gpd flow, this calculation would result in a
septic tank size of 900 gallons. The EPA Onsite Wastewater Treatment and Disposal Systems
Manual recommends a tank size of between 900 gallons and 1500 gallons for a four bedroom
house (FHA, and USPHS recommends a 1,000 gallon tank, while the UPC recommends a 1,200
gallon tank). Using a 1,000 gallon tank is sufficient for the expected flows from this house, thus
the first compartment size is adequate for the expected flows.
Comment: Septic tank not structurally designed for earth cover.
Response: The manufacturer supplied the attached calculations for underground fuel tanks in
accordance with UL requirements indicating that a 12 ga setic tank buried nine feet deep is
structurally sound at that depth. The calculations were based on no stiffeners (i.e. baffles) in the
tank, which there. Additionally, the calculations assumed that there was nine feet of earth fill

over the tank. Three feet of earth cover was removed and replaced with 60 psf foam blocks to
reduce the earth pressure. Therefore the tank is structurally sound for the depth it is installed at.
Comment: Must submit a change order-1500 gallon S.T.E.P. tank not installed.
Response: I request approval of the use of a 1,000 gallon septic tank and 500 gallon lift station
for the use on this property. The proposed configuration is necessary due to maintain the required
separation between the septic tank and drain fields.
The septic tank and lift station system as installed is an adequate and effective system for this
property. I recommend that the installation be approved as shown. Approving this installation
will not affect the public health of this property or surrounding property. If you have any

EMERGANCY STEP Tank Replacement Permit Request
Ladies and Gentlemen:
I am writing to request that a permit to install a new 1500 gallon S.T.E.P. tank be issued for this
lot. The proposed systems will serve an existing four-bedroom house. Currently the lot is
developed. The existing septic system was designed and installed for a four-bedroom house and
is operating adequately for four bedrooms. The existing tank is has collapsed. The existing lift
station will be removed. The collapsed tank will be abandoned per code.The surrounding lots are
served by public water systems and there are no wells within 100 feet of the proposed S.T.E.P.
tank. This lot is served by public as well. PES will verify all required separation distances at time
of installation.

2. Surface Water: There is no surface water within 100 feet of the proposed system. The
proposed systems will maintain at least 100 feet from all surface water and drainage ditches.
3. Topography: Lot 4 slopes to the southwest at approximately 15 percent on the northern
lot boundary which decreases to 5 percent in the area of the septic system and house. The
proposed installation will be located in the central portion of the lot next to the existing septic
tank and absorption system.

Dear Mr. Morris:
On behalf of my client, Mrs. Frances Jacobs, I am submitting the
information necessary for your determination of a waiver of separation
distance, private non-conforming well to septic tank to 80', and well
to leachfield distance of 90' for the above referenced lot.
The existing septic system absorption rate has been tested and
found to be inadequate for 3 bedroom use. The leachfield was
installed in 1977 by the owner with a permit issued but with no
inspection by the Municipality at that time as per our Municipal file
search. Our field measurements confirm the septic tank to be at 80'
from the well with our proposed plot plan placing the upgrade trench
at 90' from the well location. The enclosed well log shows that the
well draws from a coal confined aquifer at a depth of 242-246'. Our
actual testing of the well shows that it is perforated at a depth of
17' below the ground surface. The surface topography is shown on an
attached separate profile.
The subsurface soil is a SW type with a perc rating of 132
average. A water sample for coliform bacteria was satisfactory. The
well is located 30' from the lake and it can be assumed that the water
supply is from the lake thru the surrounding soil layer. The well
water is treated by chlorine disinfection before it is delivered to
the residence. Attached is an asbuilt diagram of the disinfection
system. We understand that approval may be granted for this type of
unconventional water system, if a wavier of liability agreement is
provided and recorded prior to Health Approval issuance. Attached is
our draft of the waiver of liability agreement.

AGREEMENT
This is an Agreement between the Municipality of Anchorage
and the owner of Lake Ridge Terrace: Lot 2, Block 8 (T15N,
R2W, Section 36). The agreement pertains to the use of a
gallery collection system (less than 40' depth) to supply
domestic water to the above referenced property. It is to
run with this property as long as the water system is in
use.
.Recognizing both the historical claim to use and the
protected source of this water supply, The Municipality of
Anchorage will issue a Health Authority certificate for this
system, subject to all the appropriate requirements for such
a certificate, with the following additional requirements:
The system be equipped with both minimum
filtration of 6 microns and an approved
disinfection system and that this equipment be
used and' maintained in good working order.
* That water samples be taken after treatment by the
disinfection equipment and that these samples meet
or exceed Municipal water quality standards for
drinking water.
That the owners of the. property accept any and all
potential health risks associated with the use of
this surface water source and hold the Civil
Engineer and the Municipality of Anchorage
harmless and free of any liability as a result of
having issued a Health Authority Certificate.
