SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: The current septic tank has failed- the seepage trench still
fiunctions. This lot is close to a half -acre and on a private water well, as are neighboring
properties. No adverse impacts are expected from tank replacement. Easements are
depicted on the lot. The slope is indicated in the area of the septic system. No conflicts to
neighbor properties. If groundwater encountered, ballast tank for anti -floatation.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• New 2- compartment, 1000 gallon septic tank. Watertight couplings on inlet & outlet.
• 5' minimum between the tank and trench. 5' to property lines & 10' to house.
• 4' of cover or insulation is required for tank; an equivalent of 1 " insulation for l' foot
soil cover. Tank & solid pipe must be set on well compacted, stable soil.
• No large rocks for tank bedding. Plastic/fiberglass tanks require special bedding per
MOA- sand or pea gravel.
• 4 diameter cleanouts with airtight caps are required 1' to 4' from foundation wall,
prior to any 90 degree bend in 4 inch line, in 2nd tank compartment, and two adjacent
opposing cleanouts between the tank and the absorption field, not more than 10' from
the tank positioned to provide cleanout access towards the tank and towards the
absorption field. Manhole Riser required in 1St tank compartment.
• All cleanouts must extend to at least ground level.
• In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
• Insulation must be placed over any pipe installed under driveways or parking areas.
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
• Sewer Service Line is minimum 2% slope.
• Septic Tank to be pumped every two years or when required.
• Insulation board to be extruded direct burial polystyrene (Dow Styrofoam HI/equal)

the public interest according to the District Engineer.
It is our understanding that the fill is needed to meet Municipality of
Anchorage (WA) setback requireaaents, in light of the above, we we no
reasons why a waiver cannot be granted by the MM. However, the applicants
for these projects have informed urs verbally that waivers cannot be

On-site septic design and setback requirements are regulated
under a section of the Anchorage Municipal Code which is not
under my authority. I have taken this opportunity to forward your
request to the On -Site Systems Section of the Department of
Health and Human Services who oversees such activities. I have
asked that that section respond directly to your office. I will,

additional questions on this or other wetlands issues.

WORK: The applicant proposes to discharge approximately 200 cubic yards of
sand and gravel impacting approximately .024 acre of wetlands and waters of

PURPOSE: The purpose of the fill is to meet the on-site sewage disposal
design for the lot.
ADDITIONAL INFORMATION: The applicant has stated the waterline must be
extended to provide the required distance between the lake and the alternate
septic site as required by the Municipality of Anchorage, Department of
Health and Human Services. The new fill will be seeded and maintained as a

WATER QUALITY CERTIFICATION: A permit for the described work will not be
issued until a certification or waiver of certification as required under

COASTAL ZONE MANAGEMENT ACT CERTIFICATION: Section 307(c)(3) of the Coastal

Your application for a water quality Certification of Reasonable
Assurance has been reviewed and lacks the following information:
1. Have you asked the Municipality of Anchorage, Department
of Health and Human Service, On -Lot Services Section for
a lot line to sewage system and a primary to alternative
system distance waiver? The granting of these waivers
would be an alternative to fill placement as this would
allow the alternate septic trench to be located between
the primary system and the lot line. This office will
not consider certifying your Corps permit unless said
waivers have been denied.
2. Before this office can determine if on-site sewage
alternatives exist or what type of sewage systems can be
place on the lot, we need to know the type of soils at
the proposed system location, and if a subsurface water
table or bedrock exists within 6' of the proposed system
trench bottom. Thus, please provide us with a soils test
results that provide this information. This information
is also required by the Municipality before they will
grant an on-site approval, thus our request will not
cause you to incur an added expense. Said information
may show that you will have to put in a larger system
than proposed, thus requiring more fill, or that a waiver
maybe granted, thus saving you the expense of fill
placement.

3. Is the edge of easement shown on sheet 3 of 3 equivalent
to the lot line, or does the lot line go to edge of road?
What is this easement for [road, utility]?
4. How many bedrooms will the proposed dwelling have?
S. Sheet 1 or 3 shows a fill area at the lake shore on the
lot adjacent to your south lot line. At the present
time, permitting action on this fill has been suspended.
Has fill been placed in that area? If a permit is not
granted for said fill, your proposed alternate septic
trench would still be within 1001 of the lake even if
your permit was granted. How do you propose alleviate
this problem.
We cannot process this application without the above information.
We will ask that Division of Coordination [DGC] coastal zone
consistency determination comment period deadline be extended if
we have not received the information within 10 days of receipt of
this letter. Please send DGC, 3601 "C" Street, Suite 370,
Anchorage, Alaska 99503, a copy of your response.
