Per MOA records, the septic system serving the subject property was installed in 1975 and consists of a 1,000 gallon plastic septic tank and a trench type drainfield (60 feet long x 2 feet wide with 7 feet of effective). On 4/9/2018, an attempt was made to perform a septic adequacy test; however, the cleanout for the septic tank and the two "sumps" at both ends of the trench could not be located. An excavator was hired to locate the missing standpipes for the tank and drainfield, however only the septic tank was located on 4/11/2018. Furthermore, the sewer line from the septic tank to drainfield was pinched/blocked, therefore, the drainfield could not be located via cameraing. On 4/27/2018, the excavator returned to the property and exposed a section of the drainfield to the top of the distribution line and GEG (GEG Technician Jody Maus) inspected the drainfield. Upon inspection, it was noted that there was little to no drainrock, no filter fabric, and with the non-spec drainrock having debris in it. In addition, the sewer distribution line was non-functional due to multiple layers of scaling inside the pipe and deteriorated to an extent that it could not be jetted or cleaned. In short, the drainfield was deemed non-functional and in need of an upgrade. A test hole was excavated on the property for the purpose of upgrading the septic system. Due to the limited area for the new drainfield, because of well radii, and the setback to slopes greater than 46%, we are proposing that a Cat. II Advanced Wastewater Treatment System (AWWTS) be utilized for this property. We are proposing that a Cat II Quanics Aerocell system and a 5-wide type drainfield be installed within the 30 foot radius of the test hole. Comments regarding the septic design are summarized as follows: 1. SOILS: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. TOPOGRAPHY and SLOPE WAIVER REQUEST 4 f D� We are proposing the new drainfield be installed'a 1-5% slope running approximately Southeast to Northwest. As can be seen on the attached design and detail drawings, the 100 foot well radius for this property encompass most of the viable area for a septic system upgrade. There are steep slopes (100%) to the Northwest of the house. A slope waiver will need to be granted for the new drainfield. We are proposing that the 5-wide drainfield be installed 25 feet from the top of slope that is 50 to 80 percent (shot with clinometer on 6/1/2018). In short, we are requesting a 25 foot waiver to a slope greater than 46%. The following are mitigating factors for the justification of this waiver: • As can be seen on the design and detail drawings, the existing drainfield is currently only 5 to 10 feet away from the top of the 50-80% slope (80% slope shown on cross-sectional drawing). We have inspected the downhill side of the slope and there appears to be no indication of surfacing effluent; however the house is currently vacant. • As can be seen on the cross-sectional detail drawing (A-A), an imaginary 46% slope starting 2 feet above the top of the drainrock does not appear to daylight within 50 feet downhill from the proposed drainfield. • As can be seen on the soil log, the percolation rate was found to be 2.8 minutes/inch. Given the good porosity of the soils, it reasonable to believe that the migration of effluent will predominantly be vertical instead of lateral. • The 50-80% slope (shot with clinometer) and all downhill slopes are heavily vegetated. The slopes are adjacent to the Old Glenn Highway which the D.O.T. has done extensive vegetation to stabilize slopes for this and adjacent properties. • We are proposing utilizing a Cat II advanced wastewater system that has a remote monitoring system which will notify a certified service provider in the event of a high water alarm condition. The system, which includes the drainfield, will be serviced at least annually. In short, the certified service provider will be checking the system periodically which will include any issues in regard to surfacing effluent out the side slopes. Based upon these mitigating factors, it appears there is minimal risk with the granting of this waiver. 5. WELL WAIVER REQUEST During the design process, it came to our attention that the well serving this property may be encroaching on the neighboring drainfield on Lake Ridge Terrace S/D; Block 10, Lot 4. During our inspection, we measured 113.2 feet from the edge of the well to the cleanout for the neighboring crib on Lot 4. Based upon the dimensions for the drainrock around the crib provided on the inspection report for Lot 4, it appears the septic system encroaches upon the well serving this property. To be conservative, we are requesting 85 foot wavier from this well to any portion of this drainfield on Lot 4. The following are mitigating factors for the justification of this waiver: • The well was drilled 1975 and the drainfield on Lot 4 was installed in 1972. We recently performed a well flow test and pulled water samples. The water samples results are attached. As can be seen on the report, the water sample were found to be 1.53 mg/L for Total Nitrate/Nitrite-N; and E. Coli and Total Coliform were both found to be negative. Harold Loop has a ditchline directly below the drainfield. In short, in the unlikely event that effluent from the drainfield for Lot 4 was to surface, It does not appear that it would flow towards the well head on this property. Based upon these mitigating factors, it appears there is minimal risk with the granting of this waiver. OVERHEAD POWER LINES During our site visits, we observed overhead power lines running along the North side of the property and also the adjacent properties. We searched records online on the States Recorder Office and did not find a recorded utility easement for these overhead powerlines. However; based upon our past experience, the utility companies have instructed us that we should assume there is at least a 20 utility easement centered over the centerline of the powerlines. Based upon this information, we requested letters of Non-Objection from MEA and MTA to allow this septic system to be under the powerlines. See the attached letters of non-objection. The powerlines are installed at a high elevation which allows for heavy equipment to operate under them. We would also like to note that the septic systems for the adjacent properties appear to be are under these powerlines as well. ( _-Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. o^ Owner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Term. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of title,and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions,nor in any way affect the validity of the Agreement or any part hereof,or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement.
