In addition, the neighbor to the west recently connected to City water and decommissioned his well increasing the area available on Lot 5. Usable soils were found on the lot and the owner now intends to construct a new four-bedroom septic system and replace the holding tank currently in use on the lot. We are therefore requesting a permit be issued for the construction of a new septic system to accommodate the home. The attached Site Plan and backup documentation identify the location and configuration of the proposed septic system along with the existing holding tank. No existing wells are closer than 100' from the proposed septic system. Drainage arrows are shown on the site plan showing the grade and direction of flow on the lot. The drainage pattern will not be changed as a result of this project. A flow diverter valve will be placed and the existing holding tank will remain in place for possible future use. The test hole placed on the lot in the area of the absorption trenches indicated gravel with sand and silt (GM). The percolation rate of the soil was determined to be 30 minutes per inch. No groundwater was found during the placement of the test hole and none was noted during the monitoring period. An application rate of .6 gallons per day per square foot was used in the design of the absorption system. We are proposing to place a new 1,500 -gallon STEP tank and a total of 100' long by 5' wide by 4' effective depth absorption trenches to treat and dispose of the effluent generated in the house. The elevation of the distribution line in the absorption trenches will be 2' below the surface and the total depth will be 6'. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the absorption trenches and 4' over the STEP tank. Lot 5, Block 10, Lake Ridge Terrace Subdivision September 28, 2010 Page Two The ground surface on the lot in the area of the absorption trenches slopes to the south and west at a grade approximating 2%. The new trenches will be constructed parallel with the slope as much as possible in conformance with Municipal requirements. The new septic system will be constructed a minimum of 100' from all wells and any surface water and 10' from the proposed and existing water services in the area. If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. The existing house is currently on a holding tank. The owner has decommissioned one of the wells on the lot and the neighbor to the west has connected to City water allowing for placement of an absorption system on the lot. A test hole recently placed along the west property line indicated silty gravel soil which will support a new absorption system. This area, however, encroaches into the 10' setback from the property line on the west side. Placement of the absorption trench within 4' of the western lot line will not adversely affect neighboring lots. The lots to the south are currently vacant and will be connected to City water if they are developed. Work also includes the construction of 2 new 50' long by 5' wide by 4' effective depth absorption trenches also shown on the Site Plan. A 1.25" PVC line must be placed between the lift station and the new absorption trenches. The distribution pipe for the trench will be placed at 2.0' below the ground surface. The total depth of the trench will be 6'. A minimum of 3' of cover must be placed atop the trench. A minimum of 4' of cover is required over the Septic Tank and Lift Station. All disturbed areas must be revegetated after construction is complete. A flow diverter valve must be installed to tie the holding tank into the system for possible future use. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. Contractor is also responsible to verify the separation distance from the well on this and adjacent lots and from surface water and streams in the area. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Development Services Department Building Safety Division On - Site Water and Wastewater Program for system installations. Owners installing their own systems must receive prior approval from the On - Site Water and Wastewater Program before beginning system installation. SEPTIC TANK/LIFT STATION INSTALLATION The 1,500 -gallon STEP Tank must be obtained from a Municipally approved septic tank manufacturer. Lot 5, Block 10, Lake Ridge Terrace Subdivision September 28, 2010 Page 2 of 4 2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 5. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drain field. 6. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAIN FIELD CONSTRUCTION: 1. The drain field shall be constructed to the dimensions shown on the design. The bottom of the bed shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drain field rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drain field rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below the distribution line must be perforated. 5. Contractor shall verify the septic tank and drain field are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. 8. A minimum 2' of accepting soil is required below the drain field rock for a 5' wide trench. All pockets of unacceptable materials must be removed and replaced. Lot 5, Block 10, Lake Ridge Terrace Subdivision September 28, 2010 Page 3 of 4 MATERIAL SPECIFICATIONS: 1. The lift station must be constructed by a municipally approved septic tank manufacturer. An Orenco 20 OSI 05 HHF-5 pump is recommended. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. FILTER SAND SPECIFICATION: 1. Material for Filter Sand must be classified as a masonry sand and meet the following gradation: 50% or More Passing the No. 4 Sieve 2% or Less Passing the No. 100 Sieve 1 % or Less Passing the No. 200 Sieve INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. In order to correct this problem we are proposing to move the S.T.E.P tank outside the 100 foot well radius. Attached is a site plan which shows the current configuration. The location of the drainfield is approximate (based upon septic as -built records). As you can see, there is limited room in which to move the tank, without encroaching upon the drainfield. I anticipate that the separation between the tank and field will be only about 3 feet. After moving the tank, we will provide as -built documentation, and a well log. In addition, it was assumed that moving the tank requires a sewer permit. Attached with this letter is the $320.00 permit fee. The existing drainfield will not pass an adequacy test at this time, and must be upgraded prior to the sale of the house. Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: There are a number of site restrictions which limit the available spots to put the new drainfield. • There are numerous wells in the area, and the protective radius's encroach upon most of the lot. • Per the design package submitted in 1986 (Lou Butera, P.E.), the only suitable soils are in the location of the existing bed. It is assumed that the soils south of the bed were found to be unsuitable (1986) otherwise they would have increased the drainfield size so as to provide a 3 bedroom system. The existing bed is only sized for 2 bedrooms. Given these restrictions, it appears that the only suitable site for the septic upgrade is directly over the existing bed site. The intent is to excavate out the contaminated soils and replace them with imported sand. The contaminated soils will be disinfected with chlorine and buried onsite. The soil excavated from the disposal pit may need to be hauled away. Because of the space constraints, I am proposing to install a bottomless, Intermittent Sand Filter (ISF), which will meet the requirements for a 3 bedroom system. -7-0 - 6V 2-76`7 ('57 -2-1(e) 2. SOILS: A soils test was done at the proposed site in 1986 by Eagle River Engineering Services (Lou Butera, P.E.). According to the log (copy attached), the soil, to a depth of 10 feet, is classified as a silty gravel (GM) and silt (ML). A percolation test was run at a depth of 4.5' to 5.0' and indicated an absorption rate of 12 min/inch. Groundwater was encountered at a depth of 8 feet (after 7 days monitoring). 3. DRAINFIELD DESIGN: Bottomless Intermittent Sand Filter (ISF) a. Percolation Rate: 12 minutes/inch b. Allowable Application Rate for BSF: 2 gallons/day/ft2 c. Number of Bedrooms: 3 d. Design Flow: 450 gallons per day e. Minimum Absorption Area: 225 ft2 f. Effective Depth: 3 inches below pipe invert per Orenco design g. Width: 18 feet h. Length: 20 feet. i. Effective absorption area = 360 ft2 (>225 ft2 OK) j. Air Supply: Thomas Industries, Model 5070, "Anchorage Tank". k. Air Supply Line: "Wasteflow" emitterline, 1/2 inch I.D, "Anchorage Tank". 1. Sand Material: Central Paving Products "Winter Road Sand" m. Pea Gravel (washed): 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve and less than 1% passing the #8 sieve. We are proposing to excavate down to a maximum depth of 6 feet (ideally only 5 feet), place 6 inches of sand, install the air supply line, and cover it with 1.5 feet of sand. On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals midway in the layer. We will use the existing 1250 gallon lift station (Anchorage Tank), equipped with a programmable timer, so that flow can be intermittently dosed to the ISY 4. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 5. TOPOGRAPHY: The lot is generally flat except for a small cutbank starting at the west property line, and dropping down to the road (Harold Loop). The existing bed has been located on this cutbank for 11 years without any apparent problems. Even with the bed operating in a surcharged condition, there is no sign of daylighting. The new Bottomless ISF will be located further from the cutbank then the existing bed. In short, the upgrade will only be an improvement over the existing condition. 6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation & Maintenance Manual". The contractor should read this document prior to construction. Copies are available at the Municipal Onsite Services office (5th floor, 9th & L St.). 7. CLOSING: Given the site restriction, and the soil/groundwater conditions, I think the bottomless ISF is the most viable option for this lot. I am open to any suggestions from your department, which would be an improvement to the proposed design. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems.
