Dear Mr. Cross:
The proposed septic upgrade will have very limited impact on adjacent properties for the
following reasons:
The surrounding lots are large, allowing adequate space for wells,septic systems,
and reserve spa, es.
Immediate neighboring septic systems are all +30' distance, and no private wells
within 100'.
This permit is for replacement of the septic tank and leachfield system.
Drainage will not be affected and is not a major consideration in our design.
The existing wide drainfield has failed. The old system was constructed almost entirely within
the utility easement on the south side of the lot. Due to well radius considerations and the
existence ora documented curtain drain, a portion of the new proposed bed system will be on top
of the old drainfield. The existing septic tank shall be pumped, filled with sand, and abandoned
in place. The old sewer rock shall be excavated from the old trench and shall be buried on the
lot, more than 10' from the new bed. Sand shall be used to fill in where the old trench was
removed. From the old as-built and current test hole water monitoring, we can see that there is
more than 2' of unsaturated native soil between the bottom of the sand used to fill in the old
drainfield, and the measured water table. The edge of the proposed leachfield bed will extend
into the 10' utility easement on the south edge of the property by approximately 3'. We are
providing letters of non-objection from the utility companies that may potentially use the
easemeflt. Additionally, we are asking for a reduction of separation distance to the south lot line,
from 10' to 7'. The septic system on the lot to the south is more than 20' from the proposed
system. The original system was within the utility easement, and about 5' offthe lot line.

We are including test hole information from 1990. We believe that the house's foundation drain
and the curtain drain, have lowered water tables in the vicinity during the past 14 years. At the
time of the adequacy test, no seeps, wet areas, or visible outfall could be seen, as noted in the
original design documents, and subsequent inspection reports.
This work will not affect the reserve area on adjacent lots. If you have any questions please call

A. GENERAL
1, The replacement septic plan is for a 3 bedroom single family residence only.
2. The drawing and or site plan shall be a part of this specification.
3. All materials and workmanship shall meet the Anchorage Department of Health and State Department
of Environmental Conservation requirements.
4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer.
5. All excavations and depths are advisory and are to be verified in the field by the contractor to meet
Municipality of Anchorage, Department of Environmental Conservation requirements.
6. It is the responsibility of the owner to obtain all necessary permits or easements and to locate any
adjacent multi-family wells. A licensed surveyor should locate the utility casement and exact 100'
radius from the existing and neighboring on-site wells.
7. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer
approval.
8. Any remaining open test bole excavations shall be filled and monitor tube removed.
B. SEPTIC TANK WITH LIFT STATION
1. The septic tank shall be an Anchorage Tank 1,250 gallon septic tank with integral OSI lift station
pump model OSI-05-20-HHF.
2. A receipt from a licensed electrician shall be provided to the engineer verifying lift station wiring to all
applicable codes.
C. BED
1. The bed is to follow the natural land contour to maintain uniform total depth of the bed bottom.
2. The bottom oftbe bed shall be level, plus or minus 1.5". _ ,, /
3. The depth below grade ofthe gravel layer.is not to exceed,~/~at t~
west end of the bed.
4. Coarse Sand shall be utilized where the old leaehfield rock has been excavate~j and whe[e necessary to
build up the bed to grade ifdeep topsoil is encountered and excavated.
5. The effluent lines (3) are to be 1" PVC lines with 1/8" holes drilled 36" OC within the leaehfield,
placed face down, or up with orifice shields placed over holes. Line from tank to field is to be 1-1/4"
HDPE.
6. The bed gravel is to be covered with typar fabric material.
7. Soil or combination of soil and extruded board insulation to a depth of 3' or equivalent is to be placed
over the bed. Mounded side slopes not to exceed 3:1.
8. The septic tank and leachfield must not be closer than 100' to any existing private well, 150' to any
Class "C" well, or 200 feet to any community well.

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the responsibility to inform this department during the
installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a publi6 well depending upon the type
of public well· Minimum distance from a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet· Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

absorption field to property line has been approved. The approved separation distance is
1.0 feet.
This waiver approval applies to the existing absorption field to property line separation
only. Any future upgrade to the on-site wastewater disposal system will require all
separation distances be met or another approval from this department.

As requested in your letter, dated Oct 29, we have been
monitoring L4, Bll, Lake Ridge Terrace Sub. to determine if
the spring has been effectively intercepted. The last check
was on 12-3-82. At that time there was no sign of surface
water where the spring or the curtain drain under the house
previously surfaced. A small trickle was located
approximately 150 ft. to the NNW of the septic system. CMB
corporation has tied the foundation drain into another
subsurface drain which exits at this point.
At present there is no surface water within 100 feet of the
septic system, the drain appears to have been effectively
intercepted.

MUNICIPALITY OF ANCHORAGE
On 8-19-82 Alaska Environmental Control Services Inc (AECS),
represented by myself, performed a soils log and percolation
test on Lot 4, Blk 11, Lake Ridge Terrace Subdivision. The
results of these tests are included. Later the same day a
permit (number 820827) was issued for an on-site septic system
on the same lot.
On 8-20-82 a letter of concern was written by Lynn Lindquist,
who lives to the west of Lot 4. A copy of this letter is
enclosed. Her concern was for the potential contamination of
her and her neighbors wells from effluent released by the
drainfield on Lot 4.
In response to this letter of concern A.E.C.S., again
represented by myself, initiated an investigation of the
potential for contamination of the nearby wells. Using the
State of Alaska and Municipality of Anchorage wastewater
disposal regulations as our guidelines, we noted 3 regulations
which, if satisfied, should guarantee safe operation of the
proposed drainfield. Those State regulations are: AAC
72.020(d) (100 feet horizontal distance to surface water); AAC
72.020(I) (4 feet vertical separation from groundwater); and
AAC 72.020(k) (75 feet separation from a cut or fill bank of 6
feet or more vertical height). The City regulations similarly
apply except for the last requirement. The rule of thumb for
Anchorage is for a distance of 3 times the gravel depth.
Regarding AAC 72.020(d):
Please refer to the attached drawings during this discussion.
The "spring" mentioned in Mrs. Lindqist's letter no longer
surfaces in the area where Mrs.Lindquist and Larry Call (Vice
President CMB Corp. the excavators) agree it was located (see
Figure 1). This area, by my measurement, is over 50 feet from
the drainfield, not less than 30 feet as stated in Mrs.
Linquists letter. If this "spring" is still seeping around
the well it is not forming any surface water. Also, this well
is over 115 feet from the drainfield site. Our conclusion is
that if the water did surface from this "spring" is not

located within 100 feet of the proposed drainfield.
Approximately 25 feet further up the driveway (to the NE)
water does surface and flow to the west. Larry Call stated
that this water comes from a curtain drain CMB installed under
the foundation. Although pit run rock was uncovered between
the surface water and the foundation, our investigation did
not determine if this was definitely the source. Hence
whether the water is man-made or natural is still
underermined. The AAC regulations on wastewater disposal do
not include stream diversion. This was verified by a call to
the Dept. of Environmental Conservation. We consider this
drainage to be equivalent to a road ditch with running water.
If it were considered to be running water in the strict sence
of the code,then to meet the requirements of AAC 72.020(d)
A.E.C.S proposes that the water be channeled underground using
PVC ASTM 3034 pipe until it is over 100 feet drainfield. This
can be accomplished by a subsurface tie-in between the west
end of the foundation curtain drain and an existing curtain
drain to the north (see Figure 1). Another alternative would
be to run the subsurface piping directly to the bank where the
existing curtain drain surfaces. If this is done all surface
water will be in excess of 100 feet from the drainfield.
Regarding A_AC 72.020 (K):
Butt swell on trees approximately 50 feet Northwest of the
Southwest end of the trench indicates no fill has been placed
around the tree. At the other end of the trench,
approximately 20 feet from the drainfield, organic strata
indicates less than 2 feet of fill. Larry Call stated that
the corner of the foundation closest to the drainfield had no
fill, while the the other front corner had 40" of fill. Our
investigation did not determine this.
If this fill bank on the North side of the house should exceed
6 feet, the design of the drainfield will assure proper
functioning. The drainfield has been redesigned to the
following dimensions: Length 78 feet; width 5 feet, total
Depth 3.5 feet, Gravel Depth 2 feet (18" below pipe). This
gives the system a total effective absorption area of 500 sq.
feet, Using the formula 3 X gravel depth for the distance
between the drainfield and the fill, all distance
requirementss are easily exceeded. There is no fill where the
drainfield is proposed to go.
Regarding AAC 72.010(I):
Our soil test encountered water at a depth of 10.5 feet.
attached soils log. This is after the curtain drain was
installed undet the foundation. A frost pocket was

encountered at 6 feet, produceding a minor seep. This was not
considered the groundwater table as aerated soil existed
below.
To assure 4 feet between the trench and the water table the
system design has been changed. With a total depth of only
3.5 feet below the pipe, the groundwater level can rise 3 feet
and still be 4 feet from the bottom of the system. A trench
has been dug already. It will have to be backfilled to a
depth of 3.5 feet.
Conclusions:
Our findings are that the proposed drainfield, if installed
properly, and according to this new design, will meet or
exceed all wastewater disposal regulations. Therefore this
system should not represent a potential hazard to the
neighboring wells.

On Friday, August 20, 1982; Dan Mc Farlane called me and said
he had performed a first inspection on the leachfield and
everything looked o.k. He felt that since the spring was covered
it wouldn't adversely affect the wells or the trench. After
some discussion we dedided to meet on Saturday with the builder
on the lot.
On Saturday, at 10:30 a.m., we met and the builder showed Dan
the curtain drain which cuts the lot in half. A stream had
surfaced by the driveway and had a steady stream of water, which
ran half way through the lot and over the curtain drain and dumped
into a marshy area. This stream is directly in line with the
leach area approximately forty(40) feet away. Dan wanted to divert
it with pipe and visqueen. I suggested calling DEC for the
legalities and proper method of diversion. Also, to get a legal
definition of "stream".
He had performed a first inspection on the leach line Friday and
approved it; the builder and Dan said everything was o.k., however,
when we looked at it Saturday it had the following:
(1) Water in the bottom throughout trench except at the end.
(2) Water seeping in sidewalls at 3 - 3½ feet.
(3)
Trench was 7 foot deep where test hole was, even the permit
issued indicated no deeper than 6 feet and recommendation of
5 foot depth.
There has been no rain for a week. The sidewall water was flowing
and, in my opinion, is not frost.
Dan was going to perform another soils test on Saturday.

As owner of Lot 9 Block 11 Lake Ridge Terrace and as an on-site
sewer inspector for the Municipality of Anchorage, I have some
grave concerns regarding the proposed sewer installation on the
above subject property.
A spring, which has continuously run all year, has been covered
by fill and pit run. This spring glaciates across the lot, over
the well on Lot 4 and across the street towards my well. Even
though the spring is covered, it is still seeping around the
well at this time.
Many soils test were performed on this lot. Water was noted in
three(3) of the test holes by me .at depths ranging from 2½ - 4 feet.
These soils logs were not submitted to this office but were
performed by S & s Engineering. One(l) test hole was submitted
indicating water at five(5) feet.
A curtain drain was installed by CMB, which cuts the lot in half,
and points towards the Class C well on Lot 10. Shortly after the
drain was installed the water flowing through the drainpipe was
noted as having a large volume. This curtain drain has been
covered up.
A large amount of fill has been brought onto the lot and covers
the curtain drain and spring. Large amounts of pit run and fill
were brought onto the lot to make a driveway up to the foundation
because the lot was so wet the equipment couldn't work on the lot.
The soils test performed by Mac Farlane on August 19 shows water
at 10'5" which is approximately fifty(50) feet from the test hole
by S & S Engineer~ at approximately the same level.
The test hole is next to the fill area of the driveway Within
thirty(30) feet of the covered spring and fifty(50) of the curtain
drain.
Mac Farlane told me CMB didn't mention the curtain drain, the spring
or the fill to him.
My concerns are obvious - if the trench is installed behind the house
the effluent may be carried by the drain and spring and contaminate
three (3) wells: Lot 4 Block 11, Lot 10 Block 11, Lot 9 Block 11 which
are all downslope from the proposed trench and spring. Please see
the attached pl~t plan.
