OF HiAIHt & ENVIRONM~N'i/".L P~,t(.)i LCI Mr. John Kennedy Dept. of Health & Environmental Protection 825 L Street Anchorage, Alaska 99501 RECEIVED Dear Mr. Kennedy: It is our understanding that you requested a letter explaining the reason for a change in the construction of the drain field on Lot 1, Block 500, Birchwood Airport, owned by Mr. Michael Osolnik. We hope the information contained herein will suffice. During construction, we worked closely with the contrac~or and observed all soil conditions. Based on initial excavation, it appeared that the gravel depth could be 7 feet versus 5 feet on the permit. This would serve a two fold purpose. First, the length of the trench could be shortened 10 feet, providing a~more economical situation ~or the Owner. Second, it a~lows for insurance of staying within a similar soil strata. Both ourselves and the contractor felt the revisions were warranted and necessary. We do not see any negative effects to either the property owner or the environment due to this change and request approval based on our findings. Ve~ truly yours, / uce Jt ,Co win, P.E. Box B Chugiak, Alaska 99567 Subject: Lot 1, Birchwood Airport Dear Mr. Osolnik: We have reviewed the plot plan of your proposed office facility which is to be constructed on the subject lot. The site is approved for a class C public water system providing the following conditions are met: The well must be located at least 150 feet from any nearby septic tank or soil absorption system. The well must be at least 75 feet from the sewer line exiting the office. Ail sewer lines between 75 and 150 feet from the well must be constructed out of cast or ductile iron pipe. These three restrictions will most likely require you to lo- cate the well near the westernmost corner of the lot (as indi- cated on the plan). The sewerage system could then be located near the opposite corner. The Municipal Department of Health and Environmental Protection should be contacted for a septic system permit. I would also like to point out that the well should be con- structed so that the casing extends at least one foot above ground level and is capped with a sanitary seal.
