Subject: Birch Grove, Lot 1A‐1
Septic System Permit Request
This is a design narrative for a permit to install a septic system on the subject property. The proposed system will serve a
proposed five‐bedroom (5) house. This lot and surrounding lots are served by private wells. The lot has an existing house with a
well and septic on the lot that will remain. The new house will be served by the existing well and a new septic system. Wells
and septics on the surrounding lots are located well over 200 feet from the proposed system on this lot.
1. Soils:
A test hole was performed on this lot by Pannone Engineering Services, LLC on 12/14/2023. Groundwater was not observed
during the excavation of the test hole, and bedrock was not encountered. No groundwater was observed in the test hole
monitor tube after 7‐days. Based on the results of the percolation test and overall soils appearance an application rate of 1.2
gpd/SF was used for the design of a conventional wastewater treatment system in the area of the test hole.
2. Soil Absorption System Design.
a. See Sheet 1 of the design package.
3. Surface Water:
There is no surface water within 100 feet of the proposed septic tank and drain field.
4. Topography:
See attached site plan for area topography. The proposed septic system will be located in a flat area above a slope of 25%‐30%.
Provisions of the steep slope portion of the code will be met.
5. Drawing Markings: The Drawings are marked “For MOA Review Only”. When written notification that the review is
complete and no further comments are received from MoA On‐Site Department, the note will be removed and “For
Construction” drawings will be issued.
The proposed installation will not affect the future development of this or the surrounding lots.

RE: SEPTIC SYSTEM UPGRADE PERMIT
LEGAL: BIRCH GROVE LOT 1A-1 (9416 SPRING STREET, E.R.)
The property owner has requested we obtain a permit to upgrade the failed septic system of the
above referenced lot. We propose to install two shallow trenches and epoxy coated steel 1500-
gallon STEP septic tank to serve the existing 2-bedroom residence. The design is based on the
recent test hole conducted in October 2022. No groundwater was observed at test hole at
excavation, but the soils were moist at lower depths and groundwater was observed at 10
subsequent monitoring.
The slopes are moderate at 5-10% at the proposed septic upgrade location. The very large lot
and area are served by private water. The existing septic system appears to encroach
groundwater and will be completely decommissioned. The proposed design will not impact any
of the neighboring properties. Please contact us if you have any questions.

Dear Mr. Cross:
The proposed well and septic system will have very limited impact on adjacent properties for the
following reasons:
1. The surrounding lots are very large, allowing sufficient room for septic sites.
2. Immediate neighboring septic systems are all +30' distance.
3. Reserve space is adequate, due to absorption capacity and lot size.
4. Drainage will not be affected and is not a major consideration in our design.

A. GENERAL
1. The well and septic plan are for a single family residence only.
2. The drawing and or site plan shall be a part of this specification.
3. All materials and workmanship shall meet the Anchorage
Department of Environmental Conservation requirements.
SPECIFICATIONS FOR ON-SITE SEPTIC SYSTEM

4. All soil tests are advisory to the design and are to be verified or modified in the field by the engineer.
5. All excavations and depths are advisory and are to be verified in the field by the contractor to meet
Municipality of Anchorage, Department of Environmental Conservation requirements.
6. The excavation is to be exactly in the area shown on the site plan, any deviation requires engineer
approval.
7. It is always recommended that a surveyor locate the nearest lot line position and the location of any
easements.
8. Any remaining open test hole excavations shall be filled.
B. SEPTIC TANK
1. Septic tank shall have a minimum capacity of 1000 gallons and be of MOA approved design.
C. TRENCH
1. The trench is to follow the natural land contour to maintain uniform total depth of the trench bottom.
2. The bottom of the trench shall be level, plus or minus 1.5".
3. The total depth of the trench excavation is not to exceed 2.5' at any point.
4. .The effluent line within the trench shall be laid level within 0.03'.
5. The trench gravel is to be covered with typar fabric material.
6. Soil or combination of soil and extruded board insulation to a depth of 3' or equivalent is to be placed
over the leachfield.
7. The area over the trench is to be finish graded to prevent ponding of surface water runoff on the
trench.
8. The septic tank and leachfield must not be closer than 100' to any existing private well, 150' to any
Class "C" well, or 200 feet to any community well.
RECOMMENDED LEACHFIELD DIMENSIONS:
TOTAL DEPTH = 2.5' GRAVEL DEPTH = 1' under pipe, 2" over pipe
TRENCH LENGTH = 88' TRENCH WIDTH = 5'
