All construction shall be in accordance with:

2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing

Subject: Birchwood South Block 1 Lot 2A
Upgrade Septic System Permit Request Narrative
OSP 201380 change order
In 1985, a 1250 gallon steel septic tank draining to a 55' x 6' wide x 3' effective depth trench was
constructed. This system was sized for a 3 bedroom house. Sometime later, a 1000 gallon steel septic
tank was also installed. This house is now considered a 6 bedroom house. The owners are experiencing
issues with the system and would like to upgrade. Due to the small footprint, a Category II Advanced
Wastewater Treatment System will be used. The two existing tanks will be removed and the existing
trench will be rebuilt in place.
The existing trench has an overall depth of 12'-6" from grade based on probing the monitor tube. During
June 2021, it was discovered that sometime after 1985, this 3' effective depth trench had been modified
and that 6" of effective depth sewer rock had been placed along either side of the trench to create a bed
system. The approximate dimensions of this new bed are 12' width. We propose to reconstruct this
system now as a 12'x 25' bed system having 6" effective depth. All old septic rock will be removed and
ERS will be imported to replace removed material. A 2' sand layer will be provided below the 6"
effective depth required for the bed system.
1. Soils. A 12' test hole was performed in the vicinity of this system in September 2020; and
groundwater was monitored for at least seven days. Ground water was observed at a depth of
10'-10" below the surface in the test hole monitor tube during the month of October.
Impermeable layers were not encountered in the test hole to 12'.
2. Soil Absorption System Design. See Sheet 1 of the design package.
3. Wells. This lot and the surrounding lots are served by a private water wells. There are no wells
within 50' of the proposed septic system. The property to the south used to be served by its
own well. This property has since been connected to ADEC water system AK2216198,
Maranatha Water Utilities. The water well serving this utility is located to the west, greater than
200' away from the subject property.
4. Neighboring Wastewater systems. Immediate neighboring septic systems are all + 10' distant
from property lines.
5. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain
field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and
drainage ditches.
6. Topography: There are no slopes greater than 25% within 35' of the proposed drainfield.
The proposed installation will not affect the future development of this or the surrounding lots.

Re: Letter of Non -Objection to Encroachment of septic lines in 15' MEA utility easement, (ROW Easement,
Document No. 1988-000582-0) located in Lot ZA, Block 1, Birchwood South Subdivision (Plat 83-420,
Anchorage Recording District) as shown in drawing dated September 9, 2020.
Condition of agreement: The original septic system for property was installed in 1985, and on August 27,
1987, MEA recorded an Electric Line ROW Easement on August 13, 1987, for electrical service to the
residence, and now, MEA has no objection to new septic lines being placed within the 15' easement,
provided that new lines are placed a minimum of (5ft) five feet from the existing electrical line; and subject
to the following conditions:
The improvement will in no way restrict or limit the current or future ability of MEA to fully enjoy the
benefits of the easement for any and all utility purposes that it presently enjoys under the easement.
2. MEA will be held harmless by the landowner from liability for any and all damages or injury to any
person or property that may result from the existing and future use of the easement by MEA, its
contractors, or assigns.
3. MEA will be held harmless by the landowner for any and all liability arising out of or relating to any use
of the easement by others under a Letter of Non -Objection.
4. The landowner will be liable for any damages caused to MEA facilities by the improvement in the
easement.
5. The landowner will be responsible for any special construction costs incurred by MEA due to the
improvement in the easement.
8. The landowner will assure compliance with all applicable safety codes relating to the improvement in
the easement and stay.
7. Use of this letter by the landowner, their successors or assigns will constitute acceptance of these
conditions.
8. Alteration of these conditions shall invalidate this letter.
9. This letter is not effective unless it is recorded in the Anchorage Recording District before ownership of
the referenced property is changed from the above-named landowner.

MAINTENANCE AND REPAIR AGREEMENT
THIS MAINTENANCE AND REPAIR AGREEMENT, herein the "AGREEMENT" made and

3. Term. The term of this Agreement shall begin on the date of approval by the
Municipality to operate the installed system, or upon transfer of title, and shall continue

4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this
Agreement shall in no way constitute a waiver of the provisions, nor in any way affect

thereafter to enforce every provision hereof.

6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be
brought in the Superior Court for the Third Judicial District of the State of Alaska at

parties under this Agreement.
7. Severability. Any provisions of this Agreement decreed invalid by a court of competent
