Arctic Engineers, Inc. 1506 W. 36th Avenue Anchorage, AK 99503 Subject: Septic Systems Inspections, Lots 1-4, Block 2, South Birchwood Subdivision Dear Mr. Yanoshek: I have finished review of the submitted as-builts and additional submitted information and the results are as follows: Lot 1: The concrete septic tank does not meet Uniform Plumbing Code (and this department's) specifications for a septic tank. The first compartment is not large enough and there appears to be problems with the inlet and outlet baffles. The specifications are listed in the appendix of the U.P.O., pages 179 to 181 (a copy is attached). Lot 2: The tank is not approved. A possible solution will be to add an additional 500 gallon (approved type) septic tank after the concrete tank; however, a permit will need to be obtained prior to installing it. ~~ ~o- ~o~ I~ Lot 3: The trench absorption area is adequate for 2 bedrooms. If additional bedrooms are desired then an upgrade will need to be completed and a permit ob]~ained. Lot 4: As-builts are acceptable. Lot 1 ' Enclosed is a blueline of the septic tank installed on this lot and lot 2. One foot (1') of sewer rock was drain tile. installed below the The leach bed was installed at 9' rather than 7' since a basement was installed. The soil is basically the same below 8' as it is from 5' to 8' except that the soil at 8' is called moist to wet rather than "wet" as described for the 5' to 8' layer. Visual observation affirmed that there was little difference between the soils and therefore a 155 soil rating is appropriate. The total bed is approzimately 20.5' x 29' for a total area of 594.5 square feet which is a conservative design. Area required is 465 square feet. ARCT"C ENGINEERS, iNC. Re: Lots 1, 2, and 3,~South~'~Birchwood Subdivision Dear Mr. Willis: Reference is made to your letter of January 4, 1984. The concrete septic tanks at lots i and 2 have been replaced with standard steel 2 cell tanks manufactured by Greer Tank (1250 gal., lot 1, and 1000 gal. lot 2). It is my understanding that your department would only give conditional approval to the concrete tanks which would require yearly pumping. We realize ,that the tanks were not constructed meeting "The letter of the .law" but the tanks were oversized and the first cell of each had a usable volume of approximately 700 gallons, which exceeds the required volume. The second cell of each was also 700 gallons which allows additional settlement volume. The "Manual of Septic-Tank Practice" states that a single compartment tank will give acceptable performance and that a 2 compartment tank can have the first cell with a volume of 1/2 to 2/3 of the total volume. The baffle depths were an oversight that should have been caught during construction. They could also have been corrected after installation by simply adding an extra length of pipe on each baffle. We feel that the baffle lengths should have been addressed by D.H.E.P. at the time permits were issued and that a more timely review of the as-builts should have occurred. As-builts were submitted in May 1983 and your request for additional information was not received until December 1983. During this time, our inspector moved to Idaho which made it more difficult to find the required information. After talking to all parties involved with the inspection and installation of the leach fields, I was informed that a very good gravel strata was encountered at the drain tile location. Sidney Clark, P.E. observed the excavation and verifies that GW (85 S.F. per B.R.) soil was encountered on lot 3 at the drain tile depth. The perc test referenced in my 12/9/83 letter was taken approximately 50' from the drain tile and is apparently not ~'~?~ ~ representative of the subject site. ~,.? ~,. We request that unconditional approval be given to lots 1, 2, and 3 for 3 bedrooms. Lot 4 has already been approved. If a private engineer inspected the installation of the on, site sewer system, the original as-built inspection report and the yellow copy must be sent to this office for review and approval, and for documentation.
