Request you issue a Health Authority Approval on the referenced property for a three (3) bedroom house. The well serving this property was hydro-fractured from April 4, 1991 through April 6, 1991 by Anchorage Well and Pump. Approximately 940 gc,2._~ons of water were pumped into the well through a m~ter at a maximum pressure of 400 lbs. The w~ll was tested by Anchorage Well ~ Pump after developing. The flow was reportedly turned on at a flow rate of 1.5 gallons per minute (GPM) and 2,487 gallons were pumped through a m~ter without adverse reactions before the water was turned off. A flow test was completed by S & S ENGINEERING on April 9, 1991. The static water level was measured at 48 ft. below the top of the well casing. A meter was connected to the water line near the pressure tank and the flow turned on full. After two hours and fifty minutes the water level was drawn down to the pump at 471 ft. The power was turned off and the water level allowed to recover. The period of recovery varied with each recovery test. Each recovery test involved the pump being turned back on after an interval of t~m¢ and the water level drawn down to the pump again while quantites of water were m~tered. This test was performed 3 tim~s with consistent res~ts. From this test it was determine the well currently produc~s approximately 111 gallons per hour (GPH). On April 11, 1991 a flow test was again performed on the we~l serving the referenced property by a m~mb~r of my staff. The static water level was measured at 48 ft. below the top of the well casing. The water was turned on at a flow rate of 1.5 GPM. After approximately 45 minutes the water level dropped down to 68 ft. below the top of the casing (the w~ll is cased to 69 ft.). Upon arriving at the property we were informed the property owners (the Dunbar's) had drawn most of the water storage ou~ of the well casing. We measured the w~ter level within the well at 459 ft. below the top of the well casing. We then connected a faucet, hose and meter into the water system prior to the holding tank within the garage. The pump was t~rned on and the water level within the well drawn down to the pump at 471 ft. below the top of the well casing. It should be noted that our water level measurement6 were taken u~ing a SA Electronics, Inc. Accoustical Well Pro~e Model 10A. We measured the pump intake at 471 ft. whereas, the well log suppled to us by M-W Drilling performed in August 1981 showed the well depth to be 465 ft. This deviation is nether major nor relevant. With the w~ter level at the pump, the pump was turned off wh/le the water level was allowed to recover for I hour. After I ho~r the p~p was turned on aga/n and the water drawn back down to the pump while the quantity of water recovered was m~tered. This procedure was repeated 4 times with consistent results. From this test we have determined the well to currently produce approxlmately 13.4 gallons per hour (GPH). This flow rate is not guaranteed to r~main constant, subsequent variations can occur. With one exception, it appears that all components of the on-site water and wastewater disposal system are functioning properly and in accordance with municipal code and state statute. The one noted exception is the insufficient production capacity of the well. The minimum production capacity for a single family domestic well is 150 gallons per bedroom per day. The minimum capacity for a three bedroom house is 450 gallons per day. Between September 13, 1990 and December 3, 1990, the subject well was flow tested by a licensed civil engineer on three different occasions. The test results have indicated that the well has a production capacity ranging between approximately 180 and 320 gallons per day. This is less than the required minimum of 450 gallons per day for a three bedroom house. This deficiency is mitigate~ to some extent, by the fact that a 500 gallon storage tank has been installed in the garage. This additional storage may provide a cushion during peak water demand periods. Although the production capacity of the well does not meet minimum standards, it is possible that the water demands for a three bedroom house could be satisfied by this well providing that water conservation methods are conscientiously utilized. Because the production capacity of the existing well does not meet minimum standards for a three bedroom house, this office cannot issue an unconditional Health Authority Approval. An important factor in the HAA review and approval process is the quality and productivity of the on-site water supply well. The minimum acceptable sustained producing rate required for the issuance of a HAA is 150 gallons per day (6.25 gallons per hour) per bedroom. This requirement is based on a per capita water usage rate of 75 gallons per day and an average occupancy of two persons per bedroom. Since it is neither practical or enforceable to place a limit in perpetuity on the number of occupants (including guests) of a residence, the size of a potential buyer's family is not relevant. Productivity tests were recently conducted on the well which serves the subject lot by two licensed civil engineers. Totten Spurkland's test (November 1990) showed the productivity to be 8.0 gallons per hour where S & S Engineering's test (December 1990) showed a rate of 13.4 gallons per hour which is well below the 18.75 gallons per hour minimum required for a three bedroom single family residence. In view of all of the relevant facts concerning the subject request for a Health Authority Approval on Lot 7 Block 1 Tract D Broadwater Heights, the DHHS will issue a HAA under one of the following options: Issue an unconditional Health Authority Approval for a two bedroom residence providing that the existing third bedroom is eliminated according to the requirements of the MOA Tax Assessors office. o Issue a conditional Health Authority Approval for a three bedroom residence provided tkat sufficient monies are escrowed to cover ~he cost"of ~illihg an a~di.~ional well within 60 days following issuance of the HAA. The combined yield of the new and existing wells must be at least 18.75 gallons per hour and upon verification of this by a licensed engineer, an unconditional HAA will be issued. Tobben Spurkland's test (November 1990) showed the productivity to be 8.0 gallons per hour where S & S Engineering's test (December 1990) showed a rate of 13.4 gallons per hour which is well below the 18.75 gallons per hour minimum required for a three bedroom single family residence. In view of all of the relevant facts concerning the subject request for a Health Authority Approval on Lot 7 Block 1 Tract D Broadwater Heights, the DHHS will issue a HAA under one of the following options: 1. Issue an unconditional Health Authority Approval for a two bedroom residence providing that the existing third bedroom is eliminated according to the requirements of the MOA Tax Assessors office. 2. Issue a conditional Health Authority Approval for a three bedroom residence provided that sufficient monies are escrowed to cover the cost of' dri.lling an additiohal well within 60 days following issuance of the HAA. The combined yield of the new and existing wells must be at least 18.75 gallons per hour and upon verification of this by a licensed engineer, an unconditional HAA will be issued. If the combined yield is less than 18.75 gallons per hour the following water conservation practices must be implemented and will be specified as a condition of the HAA: 1. Discontinue "in-house" laundry activity. 2. Discontinue the use of an automatic dishwasher. 3. Install restricted shower heads in all bathrooms. 4. Install water saving (Microflush or equivalent) toilets in each bathroom. · 5. Eliminate surplus water usages.such as washing cars or watering lawns, flowers or gardens. The well serving this property was drilled in May 1976 by A & L Drilling Co. At that time the drillers production estimate was 15 GPH. In August 1987 the well was deepened by M-W Drilling, Inc. in search of more water. Apparently no more water was encountered. In March 1990 M-W Drilling performed a recovery rate test on the well and found the well to produce 15 GPH. In September 1990, Tobben Spurkland, P.E. performed another recovery rate test and found the well to produce 8 GPH. On December 3, 1990 our firm performed a recovery rate test and found the well to produce approximately 13.4 GPH. (REFER TO REPORTS ATTACHED.) Although it is definitely possible for a well to have 3 different production rates at 3 different times, we hold a stronger confidence in o~r test results due to the testing procedure. During our flow test the water level was drawn down to the pump. This removes the entire column of water within the well which may otherwise restrict the flow of water coming into the well at lower levels. Our recovery time used was approximately I hour. We feel this time is short enough to minimize the water column and yet long enough to allow enough water to build-up to prevent wate~ meter measurement errors. We also used a meter to measure the quantity of water recovered as opposed to estimating the quantity of water storage per foot within the well. Due to fissures and other characteristics of a bedrock well which attribute to well diameter inconsistencies, a "volume of water per foot of well" estimation is not practical when measuring such low recovery rates. Using Spurkland's static water level of 52 ft. and a pump depth of 471 ft. there exists approximately 427 gallons of water storage within the well casing. (This assumes a minimum well diameter of 5" which would be the minimum drilling bit size after wear. Any cracks or fissures within the well would only serve to increase the storage capacity.) There also exists a 500 gallon storage tank within the garage. (This assumes a 6 person capacity as standard for a $ bedroom home. ) With a minimal amount of water conservation m~thods practiced, we fe~l this should be more than a sufficient quantity of water. These conservation methods include conscientious bathing; few large loads of laundry as opposed to several small loads; energy saving shower heads and flow r~striction washers on all faucets. Therefore, with the installation of energy saving shower heads and flow restriction washers on all the faucets throughout the house, we recommend granting of the referenced waiver and issuance of a Health Certificate. ~f / ~0~T A.
