Septic Upgrade Permit MUNICIPALITY OF ANCHORAGE ENVIRONMENTAL,SERVICES DIVISION APR 2 8 1997 RECEIVED Gentlemen: My firm was contacted to conduct an investigation of a collapsed crib on this lot. The existing crib serving this lot is collapsed and completely blocked. The owner is currently using the existing 1,000 gallon septic tank as a holding tank. I was asked to perform a test hole for a replacement design. A single test hole was excavated on April 26, 1997. The soils report and percolation test result is attached. Ground water is currently being monitored. Lot six has water monitoring data from 1993. There was no water encountered to a depth of seventeen feet nor at~er seven days of monitoring. Lot 8 soils information indicates there is no water at a depth of seventeen feet also (it was monitored in 1983). Lot 9, Block 4 encountered water at a depth of seventeen feet, but was dry ten days later. No bedrock was encountered in the test hole. I request the water monitoring requirement be waived due to the eminent health concern affecting this property and the close proximity of existing water data indicating adequate separation to ground water. The water monitor tube will remain to verify that no water exists. The lot is approximately 0.5 acres in size. Lot 7 slopes to the northwest at a rate of approximately 1 to 5 percent. The proposed installation will be located on the southeastern portion of the lot. The existing field and tank will be abandoned in place. A new tank will installed out-side the 100 foot well radiuses on this and surrounding lots. Double dean-outs will be installed down stream from the tank. The proposed location is greater than 100 feet away from the existing well serving this property and 25 feet from the water service lines. The surrounding wells are located greater than 100 feet from the proposed installation. The proposed installation shall not impact the future development of the surrounding lots. This inspection revealed an arsenic concentration of 18.5 micrograms per liter (ug/L) for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Information on arsenic is available from the On-Site Water and Wastewater Program website (www.muni.org/onsite) or at 343-7904.
