Ref: Proposed Septic Tank Upgrade for Bruin Park; Block 5, Lot 13
To whom it may concern:
The existing home is currently under renovation and per the homeowner the final
bedroom count will be 4. The house is served by onsite wastewater and a private well.
Due to the renovation and the change in bedroom count, the owner wants/needs to
upgrade the septic system to serve 4 bedrooms. The existing drainfield is oversized and
is currently already sized to serve 4 bedrooms (soil rating 0.7gpd/ft2, required feet2 858
(600/0.7), and actual feet2 is 894). Instead of showing an alternate site due to the
increase in bedrooms, we are propoing to re-build the drainfield if /when the drainfield
fails. There is already an existing 1,000-gallon concrete septic tank in place, we are
proposing to install a new IM 1,060 two-compartment Infiltrator septic tank after the
existing tank to provide adequate tankage. Double cleanouts will be installed after each
of the two tanks.
We are unaware of any adverse impacts this installation will have on adjacent wells or

Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for a
permit to upgrade the wastewater disposal facilities on Lot 13, Block 5, Bruin Park S/D, located at 11321
Polar Drive. The present soil absorption bed was installed in 1991, however a recent adequacy test
showed that it is already operating in a surcharged condition, apparently due to the formation of a clogging
mat at the interface between the sewer gravel and the native receiving soils. As I discussed with John
Smith, it appears that the best option for upgrade on this lot (with its severe space constraints due to the
proximity of nearby wells) is to remove the existing contaminated material and reconstruct the bed in the
same location with the addition of a 2.5 foot thick layer of coarse gravelly sand beneath the sewer gravel.
This should provide the best opportunity for the septic tank effluent to be thoroughly filtered before it
encounters the finer grained receiving soils. The original soils logs and perc test results, as well as a new
site plan, design ch'awings and specifications are enclosed for your review.
The original bed was sized using 0.7 gpd/sq, ft., based on the measured perc rate of slightly less than
1 minute per inch for the 2.5 foot thick sand stratum encountered below 6.5 feet in each of the test holes.
The proposed method of upgrading the bed is to re-excavate the cover material and sewer gravel, as well
as remove all contaminated soil underneath the bed and around the edges to expose the undisturbed native
slightly silty sand. Once this is done, 2.5 feet of"Lake Otis Gravel", a coarse gravelly sand, will be
placed in the excavation to replace any excess native receiving soil which was removed and to create a
good filter for the septic tank effluent prior to its encountering the native soil. Because of this extra
excavation, the final dimensions of the bed will be approximately 16' by 46', which gives an effective
absorption area of 736 square feet, which will be larger than the 643 square feet required by the
wastewater ordinance for soils with a measured perc rate between 1 and 5 minutes per inch.
A lot line waiver was issued on July 18, 1994 allowing the original bed to be located within 5 feet of
the common lot line between lots 13 and 14. Since the proposed upgrade will be in the same location, we
are requesting yom' concurrence in the continued validity of that waiver for the proposed upgrade.
The topography in the immediate area of the upgrade slopes towards the southwest at approximately
3%. The house and septic tank are on a higher knoll, which still enables gravity flow of effluent into the
proposed upgrade.
The proposed project will have no impact on present or future water supply and wastewater disposal
systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface,

Wastewater disposal system upgrade
Specifications
1.0 General:
1.1 The scope of the project consists of excavating the cover material, sewer gravel and underlying
contaminated soil from a 15' wide by 43' long soil absorption bed and reconstructing the bed in the same
location with an additional 2.5 feet of coarse filter sand placed beneath the sewer gravel. The contractor
should also verify the presence of a functional baffle at the outlet of the septic tank and repair if necessary.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform with Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensm'e that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after
the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction.
2.0 Septic Tank:
2.1 The existing concrete septic tank may be retained in service provided the contractor verifies that
the tank is equipped with a functional baffle at the outlet. The outlet baffle verification is to be done by
disconnecting the waste line downstream of the tank and then running a probe back up the line to
determine if there is an intact ban'ier at the outlet of the tank. Special care shall be taken to ensure that the
probe itself does not damage an existing baffle in the com'se of verifying its presence.
2.2 If the original baffle is determined to be not functional, then a new baffle shall be created by
removing the present discharge pipe and installing a new ASTM D-3034 discharge pipe with a sweep ell
on the end which points down inside the tank. A one inch diameter hole shall be drilled in the top of the
discharge line just inside the tank to prevent siphoning of septic tank effluent into the soil absorption bed.
The new discharge line with internal baffle shall be secm'ely grouted into place. Some dismantling and
repair of a wooden walkway which crosses over the septic tank may be necessary in order to repair the
outlet baffle.
2.3 A double cleanout shall be installed in the waste line between the septic tank and the soil
absorption bed.
3.0 Soil absorption system:
3.1 The existing 15' wide by 43' long soil absorption bed shall be completely excavated as follows:
First a pump truck shall pump all possible liquid out of the bed from the existing monitor tubes located at
either end. Second the contractor shall excavate a small pit down through the cover material and sewer
gravel to a depth below the bottom of the existing bed. Any additional liquid which flows out of the bed
into this hole shall also be removed by a septic pumper. Next, the contractor shall excavate all the
uncontaminated cover material to expose the existing sewer gravel. Finally the contractor shall remove all
the existing sewer gravel and that portion of the underlying silty sand which has been contaminated by
septic tank effluent, to expose clean, undisturbed native soil on the bottom and sides of the bed.
Contaminated soil shall be segregated from uncontaminated soil to the extent possible. The contractor or
homeowner shall be responsible for obtaining permission from the homeowner of the lot to the south
before stockpiling any excavated material on his side of the lot line. The final dimensions of the
excavation should be at least 46 feet long by approximately 16 feet wide.
3.2 The bottom of the excavation should be approximately level. Any compacted or smeared surfaces
shall be raked to allow proper infiltration. A total of 2.5 feet of coarse gravelly sand ("Lake Otis Gravel",
or equal) shall be placed in the bottom of the excavation to create a filter.
3.3 A total of 1.0 feet of approved sewer gravel shall be placed on top of the filter sand, with the 4"
diameter perforated distribution pipes laid level such that the pipe inverts are no less than 0.5 feet above the
bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" washed gravel, as supplied by Anchorage
Sand and Gravel, with less than 3% passing the #200 sieve. Pm'ticular cm'e shall be taken to ensure that
the sewer gravel is kept clean.
3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel before
backfilling with cover material. Contaminated soil from the excavation may be used in any but the top 12
inches of the backfill.
3.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the
site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed
to promote rapidrevegetation of all areas disturbed by the construCtion.
4.0 Inspections:
4.1 A total of 5 engineering inspections are anticipated during the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans, specifications
and construction procedures, (2) after the existing bed has been excavated to expose the uncontaminated
infiltrative surface to ensure that it is level and at the fight elevation, (3) after the sand filter material has
been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected
up to the septic tank, but prior to placement of filter fabric, and (5) after rough backfill and grading is
complete. The septic tank baffle verification is to be approved by the inspecting engineer.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer. It is anticipated that construction inspections and as-
built inspection report will be performed by Gilfillian Engineering (ph. 277-20210.

Dear Sirs:
The purpose of this letter is to provide the required design narrative in support of our application for a
permit to upgrade the water supply and wastewater disposal facilities serving the residence on Lot 13,
Block 5, Bruin Park S/D. These upgrades are necessary because a recent adequacy test showed that the
existing wastewater disposal system is not performing adequately for a three bedroom residence, and the
required separation criteria were not being met. Copies of the soils logs and proposed site plan,,design
drawings, and specifications are enclosed for your review.
As can be seen from the soils logs, the prefered soil absorption stratum consists of fine, slightly silty,
poorly graded sand between the depths of 6.5 and 9 feet. Although the measured perc rate was slightly
faster than 1 minute per inch, it is our opinion that this material is entirely comparable to filter sand, and
thus we do not propose to incorporate additional filter sand in the design, except as may be necessary to
provide a leveling course for the bottom of the bed. A small sample of this sand material collected from
test hole #1 is attached for your evaluation. In light of the measured perc rate, the bed design is
conservatively based on the applicable rate for filter sand, which is 0.7 gpd/sq, ft. The required basal area
for a three bedroom system is (3 x 150)/0.7 = 643 square feet, which is accomplished by a 15' wide by 43
foot long soil absorption bed. Once the well is relocated, this seepage bed area can just be accommodated
outside the 100 foot radii from all wells.
A waiver is hereby requested to allow the soil absorption bed to be within 5 feet of the lot line, as
opposed to the normally required 10 feet. The topography of the lot will necessitate a comer of the
seepage bed being within approximately 5 feet of the lot line separating the subject lot from Lot 14.
Granting the waiver will have no impact on the ability to develop soil absorption systems on Lot 14, both
because the area across the lot line is within the 100 foot radius from the well and because the proposed
bed type construction would be entirely compatible with a similar bed a like distance away on the other
side of the lot line.
The topography in the proposed construction area is generally level. The land between the proposed
construction site and the residence is generally higher, with slopes of up to 20% leading downwards to the
southwest and southeast.
The site plan shows the locations of all known wells and septic systems within 200 feet of the
proposed construction site. Aside from eliminating some presently non-conforming separation distances
and replacement of an inadequate septic system, the proposed project will have no impact on existing or
future water supply and wastewater disposal facilities on adjoining lots, or on reserved space/surface and
subsurface. Please give me a call if you have any questions on this permit request.

Specifications
1.0 General:
1.1 The scope of the project includes abandonment of the existing well and drilling a new well in the
northernmost comer of the lot in the location shown on the site plan. The structural integrity of the
existing septic tank is to be verified and the tank replaced if found to be not sound. The existing seepage
pit is to be pumped and abandoned by filling with clean soil. A new 15' wide by 43" long soil absorption
bed is to be constructed in the location shown on the site plan.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and matefifl specifications shall conform with Municipal and State
requirements.
1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically
waived. A lot line waiver is required from the Municipality, allowing construction of the soil absorption
bed.within 5 feet of the southwest property line. Special care will be necessary to ensure that impacts of
the construction activities do not infringe onto the adjoining lot.
1.4 The contractor shall be responsible to obtain any necessary utility locates, and to work around any
buried utilities.
1.5 The property owner shall arrange for a surveyor to locate both the northernmost property comer
and the property boundaries within 10 feet of this corner, and also stake the entire southwestern property
line at 50 foot intervals.
2.0 Septic Tank:
2.1 The existing septic tank may be retained in service only if it's structural integrity can be verified,
and if it has functional cleanout pipes wiyh airtight caps, allowing pumping access to each compartment.
To allow the engineer to make this determination, the contractor sha~l remove portions of the boardwalk as
necessary and expose the top of the tank and the sides down to a point below the working fluid level.
2.2 If the existing septic tank is determined to be not sound, the contractor shall install a new 1000
gallon, two compartment, Municipally approved tank. The new tank shall be set level on undisturbed soil
and the old tank properly abandoned by pumping, crushing and burying on site. Each compartment shall
be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried leSs than 4 feet, it
shall be insulated with 2 inches of approved burial type, rigid insulation.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste
line between the tank and the soil absorption system shall have a minimum slor>e of 1/8" per foot. A
¢leanout shall be installed within 5 feet of the building foundation, and a doubl[ cleanout shall be installed
within 5 feet downstream of the septic tank.
3.0 ~Soil absorption system:
3.1 The existing seepage pit is to be properly abandoned by pumping, removing the top and filling
with clean soil. The remains of a second, unused, log crib cess pool located just east of test hole #2 are to
be properly abandoned by removing the top of the crib and filling it with clean sand.
3.2 The 15' x 43' soil absorption bed shall be constructed in the approximate location shown, no
closer than 100 feet from any well and 5 feet from the southwest property line. If any soil is encountered
which shows signs of contamination from the old cess pool, the boundaries of the new soil absorption bed
shall be adjusted to provide an equivalent area in uncontaminated soil.
3.3 The bottom surface of the soil absorption bed shall be constructed by removing the peat and
overlying soils to a depth of approximately 6.75 feet below natural ground level at test hole #1 to expose
the top of a fine sand stratum. The bottom surface of the bed shall be level, however this may be
achieved, if necessary, by placement of a sand leveling course in the bottom of the excavation. Any
leveling sand shall comply with Municipal specifications for falter sand.
3.4 A total of 12 inches of sewer gravel shall be placed in the bottom of the bed. Sewer gravel shall
be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. Four inch diameter perforated
and non-perforated distribution pipes shall be configured as shown, with the bottom of the pipes laid level
no less than 6 inches above the bottom of the sewer gravel.
3.5 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.6 Approved filter fabric shall be placed over the entire top surface of the sewer gravel before backfill
with unclassified soil.
3.7 The top surface of the cover material shall be raised a minimum of 6 inches higher than the
surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.8 Any topsoil and reseeding of disturbed areas shall be accomplished by the owners under a
separate contract.
5.0 Inspections:
5.1 A total of 4 engineering inspections will be required during-the course of the project: (1) initial
stakeout with the contractor to establish the location of the system and to discuss the plans, specifications
and construction procedures, (2) after the native material has been excavated to expose the infiltrative
surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3)
after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic
tank, but prior to placement of filter fabric, and (4) after final backfill and grading is complete. The septic
tank requires one inspection to determine it's suitability, and if it needs to be replaced, another inspection
after it is set level and the piping connected, but prior to backfill. These inspections may be incorporated
with any of the above inspections.
5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in
advance to ensure the availability of the engineer.

Specifications
The existing well is to be properly abandoned by removing the pump and cutting the casing off 4 feet
below grade and filling the casing with concrete or bentonite grout.
A new well is to be drilled in the extreme northern comer of the property, approximately 2 feet from
the property lines which will be marked by a surveyor. The well shall have a 6" steel casing extending at
least 12 inches above ground level, and be constructed to Municipal standards including a proper well seal
and conduit to protect the pump wires. The well shall be fitted with a pitless adaptor and a new waterline
which is to be spliced into the original waterline serving the old well. The pump from the original well
may be reinstalled in the new well, so long as it is in good condition.
Once the new well is connected to the residence and is fully operational, the installer shall collect water
samples and have them tested for total coliform and nitrate-N at an approved testing laboratory. The
installer shall provide satisfactory water test results and the driller's log to the engineer at the above
address, along with a statement describing the procedure used to abandon the original well.

REFERENCE: Bruin Park: Block 5, Lot 13 — Leak Test on Concrete Septic Tank
To whom it may concern:
During the investigative process we noted that there was only 22 inches of liquid in the single -
compartment concrete septic tank (installed in 1970). It is our understanding that the home had
been vacant for an extended period of time, and we had no documentation as to when the tank had
last been pumped. It is possible that the tank was pumped in the time -frame when the house was
vacated and that there had been some water use after it was vacated, resulting in 22 inches of liquid
in the tank. The other possibility was that the tank had not been pumped and was leaking. We
decided to run a "leak test".
On (or about) 10/23/20 the concrete septic tank was pumped. On 10/28/20 we measured 2 inches
of liquid in the tank. Over a period of 162 minutes we introduced 929 gallons into the tank at
which point water was observed flowing in the post -tank double-cleanouts. The liquid depth in
the tank was measured to be 39 inches, which corresponds to a rise of 37 inches. Based upon this
data, the volume of the septic tank is approximately 980 gallons, which is consistent with the
documents prepared by Ted Moore, P.E stating the tank volume is 1000 gallons.
We returned to the property 1190 minutes later and the water level in the septic tank was still 39
inches. Based upon this limited investigation, the septic tank appears to be "watertight".

Test Procedure: System was inspected visually and measured. The tank was found to have 4 fbet of
cover. Liquid depth was measured to be 50 inches. The drain field was found to have 42 inches of cover
and a total depth of 48 inches. There was no liquid measured in the field's monitor tube. Water was added
from the well at a rate of six point one (6.1) gallons per minute (GPM) into the drain fields monitor clean-
out. Liquid depths were measured in the monitor tubes. The liquid levels did not rise in the monitor tube
with the induction of 600 gallons of water into the drain field. This system is able to absorb greater than 600
gallons per day.
The well was tested in conjunction with the septic system. The static water level in the well was measured
to be 80 feet below the top of the casing. The water level in the well was drawn down to 135 feet below the
top of casing while the pump produced 6.1 GPM. The water was tested Ibr bacteria and nitrates. The test
results were not available at the time of this writing, but will be forwarded when received.
TEST RESULTS: This system meets the code and operational requirements of Municipality of Anchorage,
Department of Health and Social Services for a three (3) bedroom house.
In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the
system in accordance with ADEC and MOA DHHS Guidelines & Regulations. The reported results describe
the performance of the system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and septic systems
depend on the local soil condition, ground water levels that may fluctuate during the year, and the water
usage of the family being served by the system. These conditions are outside the control of the evaluator of
this system. All systems eventually fail and satisfactory test results do not guarantee future performance of
the system, nor do they guarantee that there are no hidden defects or encroachments. PES can therefore not
provide any warranty for future performance nor give any estimate of how long the system will continue to
meet the operational requirements of the ADEC or MOA DHHS. The content of this report is for the sole
benefit of the owner listed above. Any reliance upon or use of this report by any other person or party is not
authorized nor will it confer any legal right whatsoever.
