Ref: Septic System Upgrade on Lot 2, Block 2; South Hills Subdivision
ADVANTEXT"TREATMENT SYSTEM
To whom it may concern:
1. GENERAL: The existing 4 bedroom house is served by a on-site well and septic system. The
septic system consists of a 1250 gallon concrete septic tank and a concrete ring seepage pit type
drainfield. The drainfield is in a state of failure and must be upgraded in order to sell the house.
Two test holes were excavated on the property. We are proposing to design the septic system
around the 30 foot radius of test hole 42. Due to the poor soil conditions and the small area
around the test hole, we are proposing to use an Advantex treatment system and a bed type
drainfield.
2. SOILS: See the attached logs, which shows the soil classifications, groundwater monitoring,
and the percolation test results.
3. DRAINFIELD APPLICATION RATE: A percolation test was performed in test hole #2
between the depths of 2.5 to 3.0 feet and 4.0 to 5.0 feet and found the rates ranged from 5 to 24
minutes/inch. The Advantex system has received class III approval and due to the visual
appearance of the soils, we are going to conservatively assume an application rate of 2.0
GPD/FT2 (see attached M.O.A. Engineer Bulletin 2000-1).
4. TRENCH DESIGN:

5.ORENCO PACKAGE SYSTEM: The STEP tank with the Advantex Treatment System will
be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by
Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their
standard STEP tank, it is equipped with a high water alarm per M.O.A requirements.
6. SURFACE WATER: There is no surface water within 100 feet of the proposed septic
system upgrade.
7. TOPOGRAPHY: As can be seen on the attached design, the proposed drainfield is to be
installed on a 5± percent slope. In short, there are no slope concerns.
8. WAIVER TO IMPEARMEABLE SOILS: A visually rated impermeable layer was found
at a depth of 5.5 feet in test hole 42. We are requesting that the vertical separation distance
between the bottom of the drainfield, and the impermeable soil layer, be waived to 4 feet.
Justification for this reduced separation distance is summarized as follows:
• The effluent being discharged to the drainfield is from an Advantex treatment system,
which has CBOD and TSS levels that are expected to be less than 10 mg/L. In addition,
the total nitrogen levels are expected to be less than the effluent from a lined Intermittent
Sand Filter (effluent from an ISF can be discharged into a drainfield that is only 4 feet
from bedrock and impermeable soils)
• There will still be a 4+ feet separation distance between the bottom of the drainfield and
groundwater
• There will be no discernable benefit (reduced BOD, TSS, or total nitrogen) achieved by
passing the effluent through 6 feet of soil vs. 4 feet of soil. It is generally agreed upon
that the pathogen reduction occurs within the first 4 feet of soil, hence the 4 feet required
separation distance to groundwater. It is reasonable to assume that by the time the
effluent passes through 4 feet of the insitu 5 & 24 minute per inch soil that the BOD and
TSS levels will be essentially zero (0). It is further assumed that there will be no more
reduction in total nitrogen achieved by building the mound several feet higher. The
highly treated effluent will probably not see further reduction in nitrogen levels without
introduction of a carbon source (as is the case with ISF effluent).
• As can be seen on the attached soil log for test hole #2, the soils between 1.5 to 3.5 feet is
a mostly silt (ML) and the soils between 3.5 to 5.5 feet is a mixture of gravel and silt
(GM/ML). Based upon these soil conditions, it is our opinion that there is an adequate silt
content to treat the effluent from the Advantex treatment system
• As can be seen on the attached site plan, the population density of the area is low. In
short, it is our opinion that there is minimal to no risk on the neighboring properties with
the granting of this waiver.
Based upon the facts presented, we are requesting that the vertical separation distance between
the bottom of the proposed drainfield and an impermeable soil layer be reduced to 4 feet.

9. LOT LINE WAIVER REQUEST: We request a 5 foot lot line waiver from the northwest
property line to the proposed drainfield. We are unaware of any adverse effect on the road right
of way with the granting of this waiver.
10. CLOSING: I am open to any suggestions from your department that would be an
improvement to the proposed system. I am unaware of any negative impacts that this installation
would impose on adjacent wells, or septic systems. If you have any questions, please call us at

Note: The above application rates are valid for systems using a discharge pump only. Systems
using gravity feed only shall be allowed 50% -of the above application rates.
For clarification, Category 11 Systems currently approved include the BioCycle System and the
Reactex (Upflow) Filter System. Category III systems currently approved include the Intermittent
Dosing Sand Filter.
II. Effective immediately all permit design submittals for wastewater disposal systems must state
the type of septic tank proposed for use (steel, concrete or HDPE). All permit design submittals
using HDPE septic tanks shall include seasonal high water table information for the proposed
location of the septic tank. Note also that the maximum burial depth for HDPE septic tanks is 4 feet
from top of tank to finish grade. If the tank type is changed to HDPE after the permit is issued, the
DHHS must be notified, and the necessary ground water and burial depth information must be
subm�ed prior to installation.

Your request for waiver of the required 10 feet horizontal separation from a property line to a
wastewater absorption field has been approved. The approved separation distance is 5 feet from
the Northwest Property Line to the proposed Drainfield.
This waiver approval applies to the existing on-site wastewater disposal system to property line
separation only. Any future upgrade to the on-site wastewater disposal system will required all
separation distances be met or another approval from this department.

The Municipality of Anchorage Development Services Department (DSD) Issues Certificates of Health Authority
Approval (HAA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or
water supply system. DSD also issues HAAs upon request to homeowners. Certificates of Health Authority
Approval are valid for 90 days from the date of issue for properties served by a private or Class C well and may
be reissued with new water samples. (Certificates may be reissued for a period of up to one year with valid
water samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water
system. The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's
work.
4. STATEMENT OF INSPECTION BY ENGINEER
As certified by my seal affixed hereto and as of the validation date shown below, I verify that my
investigation, based on procedures outlined in the Health Authority Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is(are) safe, functional and adequate
for the number of bedrooms and type of structure indicated herein. I further verify that based on the
information obtained from the Municipality of Anchorage files and from my investigation and inspection, the
on-site water supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal
and State codes, ordinances, and regulations in effect at the time of installation.

Engineer's Comments:
In conducting this evaluation, GEG, Ltd. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test, and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the local soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. GEG, Ltd. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any
other person or party is not authorized, nor will it confer any legal right whatsoever.
