Pannone, Principal Registered Professional Engineer E-mail: steve@panenpak.com Subject: South Hills B3 L8 Septic System Permit Request Design Narrative 3 December 2020 This is a design narrative for a permit to install an upgraded septic system for the subject property. The proposed systems will serve an existing three-bedroom (3) house. Currently the lot is developed. This lot and surrounding lots are served by private wells. Currently there are no wells within 100 feet of the proposed system. A septic tank upgrade permit was obtained by PES on 11/19/2020 (OSP201482) to replace a collapsed septic tank. During preliminary excavation of the failed tank it was discovered the existing drain field was in failure. 1. Soils. A test hole was performed on this lot by Pannone Engineering on 11/23/2020, and groundwater was monitored for at least seven days. Ground water was observed to a depth of 5.5' below the surface in the test hole monitor tube, groundwater was adjusted for seasonal high to 4.5' below the ground surface per 15.65. Bedrock was not encountered in the test hole. Based on the results of the percolation tests, overall soils appearance and the selection of the proposed drain field; an application rate of 0.8 gallons/day/square feet was used for a conventional wastewater system in the area of the test hole. 2. Soil Absorption System Design. a. See Sheet 1 of the design package. 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The existing topography generally slopes from the north to the south in the area surrounding the septic system at approximately 0-5%. There are no steep slopes within 50' of the proposed drain field. S. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that the review is complete and that there are no further comments from MoA On -Site Department, the note will be removed and "For Construction" drawings will be issued. From the surveyed As Built of the property it appears the septic tank may be 95 feet from the high water mark of Rabbit Creek. The creek bank is eroding, and the separation distance becomes less every year. The attached site plan shows the configuration of the creek as of May 6, 2000. This information was obtained from an aerial photograph. Elevation shots of the area between the septic system and the creek show that the general surface drainage path between the septic system and the creek is more than 100 feet. We request that a waiver be granted for the following reasons: 1. At the time of installation the separation distance between the septic tank and the creek was 100 feet ,or more. 2. Due to bank erosion the creek has wandered towards the septic tank and encroached on the 100 feet separation distance. 3. The topography of the area between the septic system and the creek forces any surface discharge from the septic system to flow overland , along a path that is more than 100 feet, before it reaches the creek. Health & Human Services Per your request we are applying for a waiver of the separation distance required between a residential well and a septic tank on Lot 8, Block 3, South Hill S/D. We request a five foot waiver. A field measurement shows a distance of 98.5 feet between the well and the standpipe to the septic tank. A as built of the septic system record the separation distance as 103 feet. The well and septic system are separated by the residence, making a direct measurement of the separation distance difficult. The well and septic system was installed in 1982. The well log for this well and the well located on lot 7 have been used in justifying the granting of a waiver. The justifications for granting this waiver are: 1. This is a minimal encroachment. The standpipe to the septic tank is 98.5 feet from the well. The tank is a 1000 gal tank with a diameter of 5 feet. The corner of the tank, which will be closest to the well maybe 96.5 feet from the well. 2. Water samples taken in 1991 show a concentration of 0.39 mg/ml of Nitrates. A similar sample taken in 1996 shows a concentration of 0. 272 mg/1. 3. The well log for this well and for the well on lot 7 show several impervious layers between the surface and the intake of the well(s). 4. The ground surface slopes away from the well. Overland flow of surface contaminants originating at the septic system location will flow away from the well. 5. Conclusion: 1. Water quality sampling of the well shows that contamination of the well is not taking place. 2. Inspection of the well log(s) bears out that surface contamination of the well is prevented by several impervious layers. 3. Surface topography prevents any possible sewage overflow to reach the well casing. The four foot encroachment of the septic tank does not compromise the water quality of this well. Yours T.
