Dear Mr. Hawthorne:
This office has reviewed your request for a wastewater system
upgrade~permit for the subject property. It is our
understanding that the property owner anticipates selling the
property and that he will also be applying for a Health
Authority Approval subsequent to upgrading the wastewater
system. The existing wastewater system is an enclosed sand
filter that is considered nonconventional.
Based on our review of available file information and several
site inspections, we will require that the following items be
addressed or completed:
This office has observed the sand filter operating in an
overflow condition~ thereby discharging unfiltered wastewater
to the ground surface. The overflow pipes must be removed
or sealed closed.
A soil test~with groundwater monitoring

Issuance of a Health Authority Approval will require that an
operations and maintenance manual be developed and that a
maintenance contract be established to ensure that the sand
filter is maintained.

Consideration should be given to replacing the splash plate
with distribution piping to ensure more uniform application
of wastewater to the filter surface.

Narrative for Upgrade juulper
This lot is quite steep averaging a 15 to 20 % slope towards
Rabbit Creek. Soils investigations in 1983 discovered a very tight
subsoil with an estimated percolation rate of slower than 120
minutes per inch. That soil does not appear saturated but when a
~ deep test hole penetrated more permeable soils below, water rose to

The Alaska Dept. of Environmental Conservation and the
Anchorage Dept. of Health and Environmental Protection decided to
approve a sand filter treatment system with surface discharge. A
trench was installed along the slope to distribute the discharge
over a wider area and to take advantage of any possible percolation
through the subsoils and organic mat. The system has been
operating satisfactorily since 1984 with an average of 4 people
living in the house. ~
A wet spot on the surface has been noticed near one end of the
trench. While this does not constitute a violation of permit
conditions, the owner wishes to construct an identical parallel
trench that will be connected to the existing trench with a step
down pipe connection. This design will make use of both trenches.
The permits allow a pumped discharge to the ground surface.
Therefore, this trench is not treated exactly the same as a
conventional disposal field. It is being constructed at the desire
of the owner as opposed to a permit or health authority
requirement.

Dear Mr. Hawthorne:
This office has reviewed your request for a wastewater system
upgrade permit for the subject property. It is our
understanding that the property owner anticipates selling the
property and that he will also be applying for a Health
Authority Approval subsequent to upgrading the wastewater
system. The existing wastewater system is an enciosed sand
filter that is considered nonconventional.
Based on our review of available file information and several
site inspections, we will require that the following items be
addressed or completed:
This office has observed the sand filter operating in an
overflow condition~ thereby discharging unfiltered wastewater
to the ground surface. The overflow pipes must be removed
or sealed closed.
A soil test~with groundwater monitoring tube installed, must
be performed in an area adjacent to the proposed new
secondary trench.

Effluent quality from the sand filter must be tested for
bacteria, 5 day BOD and SS. Tests should be for pre and
post chlorination.
4. Based on previous laboratory results, open surface discharge
will no longer be allowed.

Issuance of a Health Authority Approval will require that an
operations and maintenance manual be developed and that a
maintenance contract be established to ensure that the sand
filter is maintained.
Consideration should be given to replacing the splash plate
with distribution piping to ensure more uniform application

Operation & Maintenance- Sand Filter Treatment ~ystem

The sand filter on the above lot was installed in 1984 and has
served an average o~ 4 people continuously since that time. With
proper operation, the system can continue to provide excellent
domestic wastewater treatment.
The insulated filter was designed with two equal compartments that
can easily be accessed through top hatches. The chlorinator and
dosing tank are also accessed through top hatches.
Once every two weeks:
Rake the top of the sand in the dry filter compartment. Use
a garden rake. First, peel the organic mat off with the back of
the rake - then scratch and level the sand surface. Leaving the
top of the sand beds for 6 weeks or so will cause the sludge to
work its way into the sand requiring excessive sand removal.
Switch flow to the dry filter bed by operating both valves.
Add chlorine tablets as required. About 4 tablets each 2
weeks. Use Sanuril 115 or equal,
Once every month:
Check dosing pump operation.
Remove about 1 inch of sand.

Once each year:
Have septic tank and dosing tank pumped. It has been shown
that regular pumping greatly extends the filter's useful life.
The entire sand bed may have to be replaced if it is allowed to
plug up. This sand was replaced for the first time in June, 1993,
9 years after the original installation. That probably would not
have been necessary had the tanks been regularly pumped.
Masonry sand was originally specified and was used for the
replacement. In tho recent opinion of some, a gradation similar to
concrete sand may provide equivalent treatment with less clogging
at the surface. Before switching to another sand specification,
however, the owner should seek the advice of a competent engineer.
The uniformity and gradation of the filter sand is extremely
important and should not be taken lightly.
It is recommended that the owner experiment with various dosing
volumes. Recent thinking by some is that small frequent doses will
extend filter bed life.
It is possible that routine maintenance of the filter beds might be
reduced to once per month or longer if the pump floats are adjusted
and a designed surface layer of sand (6" to 12") is installed over
18" or so of existing filter sand.

Since 15 C.~. of sand are required, it would be very expensive to screen
out the finer material. The AS&G concrete sand or the Ak. Brick mason sand
should work satisfactorily, although clogging may occcur more rapidly than
with a coarser media. If a sand can be found with a larger eff. size, it
can be used~ provided the U.C. is less than 4.5 or so.
Another possibility is to blend 3/8" minus material with one of the
sands. Hore investlqahon w~ll, be done with that 'idea before a final spec.
is recommended. Reference 4 indicates nearly 95% BOD removal with a media,
effective size of 0.30 m__.$~m and our dosing rates. Filter ponding should then
occur about every 6 months.

Disposal:
Sand filter effluent will be chlorinated using a Sanuril unit and tab-
lets. Summer disposal is then by gravity to a gravel trench constructed
along a surface contour. The effluent then follows a drainage channel for
250 feet to ultimate disposal in Rabbit Creek. When glaciering starts,
or the trench freezes, a pump is installed to dose the chlorinated effluent
to the drainage channel. The pump should not.left in the chlorine tank when
not in use due to corrosion caused by the chlorine.~
Operation:
It is recommended that the homeowner be allowed to perform routine
maintenance if he so desires. A completed tri-monthly check sheet could
be mailed to DHEP to insure compliance with a maintenance contract. Suggested
check sheet items appear later.
The septic tank will require the same maintenance as any other res-
idential septic tank. Check sludge level yearly and have the tank pumped
when required.
The dosing tank is sized to hold one or two day's flow if the pump
Z... fa~ls. Pump must immediately be replaced or repaired if the alarm bell
comes on. Yearly inspect sludge level in the bottom of the tank and remove
when it reaches a level of 6 to 8 inches. Manually operate float level control
every 3 months to check operation of control and pump.
Adjust valves in sand filter so that only one side is used at a time.
Inspect filter surface bi--monthly and, when the filter has ponded, valve
the flow to the other filter. Wait for the surface to dry and then remove
the clogged portion (about 2 inches) of the sand. Rake the sand to a 3"
depth and smooth out the surface. After a second 2 inches of sand has been
removed (each side of filter has ponded twice) add new sand to the original
level. Follow the media sand specifications on the drawings for replacement
sand.
Chlorine tablets should be checked weekly and new tablets added as
required. The frequency can be reduced to monthly or more if operational
experience warrants.
Allow chlorinated effluent to discharge by gravity to the gravel trench
until glaciering becomes a problem or the trench freezes. At that point,
· install the !~inter dosing pump. The chlorine is highly corrosive to iron
pump parts sO remove and clean the pump when not in use.
Each spring ?it may be necessary to touch up the surface grading to
keep runoff away from the entire system. Fill in any depressions resulting
from settling over pipes, etc.

Monitorinq:
Several parameters should be monitored to prove the effectiveness of
this installation. Economics, sand availability and treatment effectiveness
were all considered during design and a year or two of monitoring will show
what considerations, if any, should be changed.
Application rate to the filter is a prime criteria affecting clogging
rate. It is therefore recommended that a water meter be 'installed on the
well line and quantities recorded monthly.
Frequency of filter changes, sand removal or raking, Sanuril tablet
addition, etc, should be recorded. It is anticipated from reference number
4 that a filter will pond about every 3 months with one of the available
sands used as media.
Effluent quality can be monitored arid suggested locations and parameters
are listed below. Sand filter effluent sampling prior to chlorination should
be done by physically removing the chlorinatior for 1 or 2 days and then
sampling at the discharge pipe in the chlorine tank.

The Municipality of Anchorage DHEP should designate who does the sam-
pling, sampling points, parameters, and frequency. It is suggested here
that only sand filter effluent and final discharge be sampled with any fre-
quency; perhaps every 4 to 6 months for a year.

you and Mr. Neil Hawthorne, NHawthorne - Engineering, at
your property in the South Hills Subdivision to further
discuss the possibility of satisfying your on-site wastewater
problem by utilizing a dual type sand filter.
Mr. Erickson and I agreed that under certain conditions, our
respective offices would authorize a pilot test project of
this particular dual sand filter installation° We discussed
briefly with you and Mr. Hawthorne that the conditions of
our approva~ would include, but not necessarily be limited to
the following:
(t) Maintenance agreement/contract.
(2) Bed loading rate of 2 gallons/square foot.
(3) Monitoring stations and procedures.
'Phis office will, subject to your engineer's preparation of an
acceptable set of pilot test conditions, issue a conditional
permit for a pilot project or the dual sand filter for your lot.

Dear Erickson:
This package is intended to start the permit ~rocess for a
septic tank/sand filter treatment system with surface discharge
for a single family residence on Lot 10, Block 6, South Hills
Subdivision, Anchorage, Alaska. The final design, inspection,
and monitoring plan will be ~etermined after you and the Munici-
pality Department of Health and Environmental Protection have
completed initial review.
Our intentions at this time are to install a septic tank,
dosing tank and pump, and a sand filter as shown on the enclosed
sketch. The major problem, of course, is disposal of the effluent.
Disinfection by Sanuril tablets will be used if required by you
and the final discharge could be handled several ways:point dis-
charge on the surface, point discharge into Rabbit Creek, shallow
sand bed along a contour (450') or other. All present their own
problems and we will have to evaluate each PoSsibility.
We understand that the system will need to be monitored 'for
BOD,' suspended solids, and fecal coliforms. I assume a monitoring
program will be planned by you and made a condition of the discharge
permit.
As you requested, I talked with Mr. Charles Mortimer in Homer
about installations there. He has only designed one similar system
that has been installed and the sand filter follows a Jet Aeration
plant instead of a septic tank. I'm sure you are aware that the
literature is quite definite about secondary treatment having no
advantage over septic tanks for sand filter applications.

Mr. Mortimer has only sampled the system once and that was only
one month after installation. The sand filter was probably not up
to its peak operating efficiency by that time,

Discharge for this system is chlorinated and then discharged
directly into the stream.
Mr. Juul, the owner, is anxious to get a design and approval
as soon as possible. He is interested in trying a new type system
and in cooperating with future mointoring efforts. Since Anchorage
has many problem areas where sand filters may have application,
I sincerely hope we can cooperate to come up with a workable system.
