Attached is a site plan and a design drawing showing the proposed septic system. We are proposing to install a Quanics Aerocell treatment system on this property which includes the installation ora 1500 gallon S.T.E.P. tank and dual 5-wide trench type dminfields. One test hole was excavated on the property. The drainfield will be designed around the 30 foot radius ofthe test hole. Comments regarding the design are summarized as follows: I. SOILS: See the attached logs which show the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: Sec attached design drawing for drainficld specifications. 3. SURFACE WATERS: There arc no surface water concerns. 4. TOPOGRAPIIY: As can be seen on the attached site plan, the average topography below the drainfield is a 25 percent slope running approximately south to north. Slopes will have to be filled in to eliminate any slopes that are greater than 25%. Attached is a slope drawing showing the area that needs to be filled. The existing drainfleld, consisting of 3 - 48 inch wide trenches with total length of 84 ft is surcharged, and septic fluids are surfacing. It is proposed that this drainfleld and the 1250 gallon steel septic tank installed in 1981 be abandoned in place, because they are not in compliance with regulations. Two test holes were dug on the property in an attempt to find a suitable site for a replacement drainfield, but the soils were inadequate. The existing drainfield is installed on a small bench cut into a steep slope. Immediately uphill from the field is a slope of 50%, and there is a 40% slope located 24 ft from the furthest north standpipe. Thus, the drainfleld is encroaching on the cutbank; regulations require a 50 ft setback from a slope over 25%. When the drainfleld was installed, there was some discussion that the field had been installed outside of the area of the test hole. A copy of a letter from MOA to the owner, Margaret Fisher, is attached. It states that, "vast soil work by a number of firms involved with this property indicated no other site was feasible regarding water table and percolation." For these reasons, it is proposed to abandon the existing drainfleld. Two test holes were dug on September 19, 2003, in an attempt to find a site for a replacement drainfleld. The soil log for TH#2, the better of the two holes, is attached. There was a layer of silty sand occurring from 2.5 ft to 5.75 ft below ground level, which could have been acceptable for a drainfleld. However, the steep slope (50%) downhill of the test holes precluded even a mound system. To achieve 6 ft above impermeable layers and maintain cutbank setback requirements, an unreasonable amount of fill material would be required. Rabbit Creek runs along the north edge of the property. A separation distance of 75 ft to any private well will also be maintained. I am not aware of any adverse effect that this holding tank installation would have on any adjacent properties' water and wastewater treatment needs. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC 15.65. The term begins on the date of approval by the Municipality of the installed system and shall continue while the AWWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On-Site approval is issued to the new owner or transferee of the property. 5. Alterations~ Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this'Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. April 27, 1982 Margaret Fischer 3001 West 43 Place ~3 Anchorage, Alaska 99503 Subject: Lot 12 Block 6 South Hills Subdivision The inspection report on the subject property has come to this department's attention as a result of legal action involving parties involved in the sewer systems/soils test, etc. Specific descrepancies are as follows: (i) The drawing by S & S Engineers, Thomas Smitl~, is not correct in its portrayal of lot configuration° The shape of the lot and lot lines are not correct as platted. (2) The sewer system was not installed where the soils test hole was placed. The lot had extensive soils test by soil firms at various locations and the only suitable site, which the permit was based upon, is not where S & S Engineers shows the installation. This matter needs resolving between you and S & S Engineers. The inspection report is not acceptable to this department in the light of recent information as to location and lot configuration. The sewer system must be in the location of the permit test hole. The vast soil work by a number of firms involved with this property indicated no other site was feasible regarding water table and percolation.
