As we discussed last week, Mr. Chuck Davis owns this property and has been vv_der action from the Municipality of Anchorage Department of Health .and Human Services (MOA DHHS). I was hired by Mr. Davis to find a solution to these issues. On Site Waste Disposal This lot s currently se:wed by a smgle-famdy septic system Iocated in the front part of the lot. A single bedroom apartment is located in the middle of this lot. 1'he cesspool serv~n~, this apartment was taken out of service by the MOA DHHS during theqast week of AugusL Mr. Davis had co~2structed a soil absorption system on this lot in accordance with 'I 8AAC 72.035. The system was installed by a certified excavator and met the requirements of 72.035. I plan to verify that the system was installed accordiag to the requirement of T2.035 when construction commences. The new system wa~s installed approximately 25 feet fi'om the existing well and was not connected to either of thc two structures. The MOA DHHS removed the septic tank from the ground under their action. A new 2000-gallon septic tank will be installed. Water Supply q'his lot is currently set/ed by an unpermited Class C well. The records show that the well meets the separation requirements for a private well. Mr. Davis would like to construct a ne;v Class C well in the northern portit*n of his lot. See the attached site plan. There are no septic systems within 150 feet of thc proposed location. 'D~ere is a septic system located approximately 220 feet west of the proposed location. To accomplish this, he will need to abandoa the existing wastewater disposal system located in thc northern portion of the lot. We found that the permit issued from our office on October 20, 1989 for a new septic system was installed. However, the wastewater disposal system serving the apartment to the south of the house was not abandoned as per the permit requirements. The wastewater disposal system serving the apartment is undocumented and its location is unknown. The apartment's system must be abandoned and the 1989 system properly documented to be eligible for Health Authority Approval from this office to obtain conventional financing for purposes of selling or refinancing the property. The 1989 permit was obtained by Federal Alaska FCU and presumably installed while they were the property owners. Unfortunately you as the current property owners are responsible for the proper abandonment of the apartment system and documentation of the 1989 system unless Federal Alaska FCU will take responsibility. Since the well on Lot 3, Block 1 S. Lakewood Hills serves both the primary residence and the apartment it does not meet the definition of a single family private well and is therefore regulated by the Alaska Department of Environmental Conservation.
