The addition o~ the drain along the back of lots 17 and 18 have dropped the water levels on lots 17. The soils on lots 9 and 13 indicate a shallow systems such as beds or drainfields. Lots 13 should have water coming from another subdivision diverted off it. This should drop the water table. I will respond in the same order as they are presented. Comment: City View says this property has 4 bedrooms, system is approved for 3. Response:This house has always been a three bedroom house. It has a fourth room that is a study with a storge closet.The house has been configured this way since it was built in 1983.The system was designed and constructed to meet the number of bedrooms. The definition of bedrooms has changed over the years. Be that as it may, I request the Certificate of Onsite System Approval be issued for this property.The system was installed for a three bedroom house, but now is being reported it has four bedrooms.This system was installed in 1983 and has operated in this configuration since 1983 (35 years).The system should be approved for the following reasons: • The system has a proven track record of operating as a "four" bedroom system for over 35 years. The field was tested in April of 2018 and found to be approximately dry and was able to absorb greater than 450 gallons in two hours. • The system is oversized for a three bedroom system, it is actually sized for about 3.1 bedrooms. • The system is installed in sandy soils with some gravel, a note on the record drawing says the"NW1/2 is beautiful nfs 85gpd/sf gravel", which would indicate the drainfield is adequately sized for four bedrooms.. • The house was constructed in 1983 using modern low-flow fixtures that reduce the water usage from the traditional 75 gpd/p to approximately 48 gpd/p (based on AWWU flow measurements) • The design criteria assumes that there will be two people per bedroom.That is an out of date statistic.The typical house five bedroom house has three to five people living in it. Bedrooms do not produce water, but people do. • When the system does eventually fail (extrapolating the life out from its current condition, the system has another ten to 12 years of life left in it) a new five bedroom system will be installed using the appropriate sized tank and drain field. Please address. Response: As previously stated, I believe this stream is an ephemeral stream and does not meet the definition of surface water as defined under AMC 15.65. I was on this property in June of 2013 and there was no surface water within 100 feet of the system.We conducted an investigation to determine the distance from readily identifiable features to the "stream".The distances are summarized below: • Tank outlet to Culvert outlet—58'uphill • Start of field (C1) to culvert outlet—20' uphill • Middle Cleanout (C2) to "stream"—49' uphill • Monitor Tube to "stream"—120' uphill The "stream" is located uphill from the field. It is highly unlikely that any effluent from the tank or drainfield will flow uphill and enter the stream.The current configuration does not pose a health threat to the "stream" or surrounding property owners or public. Based on the above, the system is capable to safely dispose of the wastewater generated from this house. And not cause a health concern for this or the other surrounding properties.
