We are therefore requesting a permit be issued for the upgrade of the septic system to accommodate the four-bedroom home on the lot. The attached Site Plan and backup documentation identify the location and configuration of the existing and proposed septic system. The existing 1,250 Gallon Septic Tank will be decommissioned in accordance with Municipal Code and replaced with a new 1,250 Gallon, 10 Gauge Septic Tank. The existing absorption trench will be abandoned in place. Also identified on the plans are the locations of the existing water service on this lot. No conflicts exist between the proposed septic system and the systems on this or adjacent lots. The subdivision is served by the AWWU water system. Drainage arrows are shown indicating the current drainage patterns. The drainage patterns will be maintained after construction. The test hole placed on the lot in the past indicated Poorly Graded Sand and Gravel (SP/GP) underlain by silty gravel (GW). The percolation rate was determined to be less than 5 minutes per inch. We have designed the new trench with an application rate of 1.2 gallons per day per square foot. We are proposing to place a 50' long trench by 5' wide with a 4' effective depth. The total depth of the system will be 16' with the distribution line at 12' below the existing surface. The existing septic system on the lot is 15' to 20' deep and impractical to replace at that depth. A new test hole will be placed and a percolation test completed to verify the absorption characteristics of the underlying soil. If conditions are found to be different than anticipated a change order will be submitted with a new design for the trench. Lot 5, Block 1, Southpark No. 2 April 25, 2012 Page Two The ground surface on the lot slopes slightly to the southwest in the area of the absorption trench. The trench will be placed parallel to the contours of the ground as much as possible and in conformance with design criteria. A minimum of 100' will be maintained between all components of the septic system and any surface water in the area. If the system is constructed in accordance with our design the following statements apply: The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. Anchorage Tank has stated the tank will function without structural stress at this depth. I am also confident no stress will occur based on the following comparison. We performed this work for Bounty Development. The test hole was drilled to a depth of 16 feet, and a 3/4 -inch, perforated PVC pipe was inserted to maintain an open hole for running the percolation test and monitoring water levels. No groundwater was encountered while drilling or when checked on later dates. The percolation test was performed by filling the hole with water and allowing it to soak for 24 hours, then placing 12 inches of water in the hole, and recording the drop in water level at 10 minute intervals over a one hour period. The soils encountered at this location are -quit free draining, and a percolation rate of less th.�n 1 minute_.pesnch was measured. Health & Human Services Per the request of Wayne Drumm, on May 6, 1993 we conducted an adequacy test of the wastewater disposal system serving his residence on Lot 5, Block 1, Southpark S/D, Addn #2. In addition to this letter describing our test procedure and results, I am enclosing a copy of our field data sheet and an application for a HAA certificate. The HAA processing fee was paid by James Sizemore on 11/23/92. According to the as -built inspection report on file in your office, the wastewater disposal system was installed in June of 1985 and consists of a 1250 gallon septic tank followed by 28 lineal feet of soil absorption trench containing 8 feet of sewer grayfl. The soil in the absorption stratum was rated at 85 square feet per bedroom, and the as -built inspection report indicates the system was sized for 4 bedrooms. All standpipes are essentially flush with ground level. At the start of our test we measured a fluid depth of 48 inches in the second compartment of the septic tank, with the fluid surface being 150 inches below ground level. Our measuring stick would not go into the first compartment of the septic tank, however we questioned the septic tank pumper and he stated that he did pump the first compartment of the septic tank last October. We measured a total depth of 196 inches in the combination cleanout/monitor tube at the distal end of the soil absorption trench. Adding this depth to the 11 inch ground elevation differential you measured last December 7, we calculate that the bottom of the monitor tube is 57 inches lower than the fluid elevation in the septic tank. This depth is a little greater than that reported by S & S Engineering on 10/27/92, but basically supports their conclusion that the monitor tube extends only a little more than half way down into the reported 96 inches of sewer gravel. At the start of our test we measured a fluid depth of only 22.5 inches in the monitor tube, which translates into a fluid elevation in the trench approximately 34" below the fluid elevation in the septic tank. To assess the adequacy of the system we added 741 gallons of water at an average rate of 5.7 gpm through the second compartment of the septic tank, while monitoring fluid levels there and in the trench monitor tube. This procedure caused the fluid level in the septic tank to rise 1 inch as it achieved a new equilibrium between inflow and outflow. As the water was being added to the system, the fluid level in the trench monitor tube gradually rose an additional 10.5 inches, where it remained constant as the last 400 gallons were being added. This behavior appears to indicate that the soil absorption trench was absorbing water as fast as it was being added, and once the flow of water was stopped the fluid level in the monitor tube receded 7.75 inches within 17 minutes. On May 10 I stopped by to recheck the fluid level in the standpipes, and found the fluid depth in the trench monitor tube to be 18.5 inches, which is 4 inches lower than it was at the start of our test. The residence was occupied prior to our test, and the adequacy test was conducted during a time of year when groundwater levels tend to be near their seasonal maximum. Based on our test results, I concluded that the system was performing more than adequately for a 4 bedroom residence. As you well know, a septic system adequacy test assesses the performance of the system under the conditions encountered on the date of the test, and satisfactory test results do not guarantee future performance of the system under different conditions. I do not know what to make of the vastly different adequacy test results reported several months ago by S & S Engineering and Jim Sizemore. Our results are more nearly similar to those reported by Mr. Sizemore for tests performed last November and December. Even though Mr. Sizemore's test procedure apparently resulted in a minor temporary surcharge of the system, he concluded that the system was able to absorb water at a more than adequate rate when in a non -surcharged condition. In conclusion, I see no reason why the requested HAA certificate should not be issued. Please feel free to give me a call if you have any further questions on our test procedure or results. The wastewater system was first tested on October 6 & 7 by S & S Engineering. The results of that test indicated that water began backing into the septic tank after the addition of 409 gallons to the drain field. This would seem to indicate that the system is operating in a surcharged condition. 2. Data from your most recent adequacy test indicates, that during the test, water from the trench backed into the septic tank which would also indicate that the system is operating in a surcharged condition. 3. When we inspected the system on December 7, the house was vacant and the system was not being used. Water levels were measured in the tank and in the trench and compared with relative ground elevations. Ground elevation at tank cleanout was 0.9 Ft. higher than ground elevation at the trench cleanout. Water level in the trench cleanout was measured at a depth of 12.4 Ft. below ground elevation. There are two options available to remedy the current problem: 1. Treat the system with hydrogen peroxide. Wastewater systems, such as this one, which are installed in a sandy gravel material, are typically good candidates for hydrogen peroxide remediation. If the treatment proves successful, this office would issue a HAA with the condition that the system be retested after 90 days of use. 2. Install a new absorption system. We had the septic tank pumped by A+ Home Services on October 5, 1992. I On October 6, 1992, we started adding water into the leachfield. With SITE PLANS the addition of 409 gallons we found water backing into the septic i i tank. j On October 7, 1992, we returned to the property and once again added ROAD SESIGN I water into the leachfield. With the addition of only 23 gallons we found water backing into the septic tank again. Unfortunately, from this data we have found the septic system to be SO&TEST inadequate to obtain a Health Authority Approval. Prior to obtaining approval, the existing system will need to be upgraded. The upgrade process begins with excavation of a test hole PERCOLATION and a percolation test. The design can then be developed, a permit TEST obtained, and the installation of the upgrade performed. Due to the depth of the existing septic tank (16k ft. total depth) a test hole for an upgrade must be at least 20 ft. deep. Dear Mr. Smith: After our phone conversation on 30 Nov. concerning the adequacy test that I performed on the subject property on Nov. 11, 1992, and learning that S & S engineering had failed the system, I decided to perform another test, which I did on Dec. 1, 1992. The test that I performed on Dec. 1 reconfirmed the results of the test, that I performed on Nov. 11, 1992. 1 added 450 gallons of water to the leach field in 1 hr. & 18 minutes. The attached notes indicate the rise in the water level in the field. I checked the floats on Dec. 2, less than 24 hours later and both were at the level they were when I beganm the test.
