We are therefore requesting a permit be issued for the construction of a new absorption system to serve the proposed home. The attached Site Plan and backup documentation identify the location and configuration of the new septic system and the parameters used in the design. Also identified on the plans are the location of the water service on the lot, the existing system and the test hole location. Existing drainage patterns are shown and will not be altered by the construction of the new system. The original septic system was constructed in 1988 and consists of a 94' long by 24' wide absorption bed. Test holes used to design that system indicated silty gravel materials to depths of 16' with percolation rates between 30 and 50 minutes per inch. No groundwater was noted at any time. Our test hole indicated similar results with better percolation rates near the surface of the lot. We are proposing therefore to construct a deep trench system with a 6' effective depth. The distribution pipe will be placed at 2' below the surface and the total depth will be 8'. A 1,500 gallon combination septic tank and lift station will be required to treat the sewage generated in the house and transport the effluent to the absorption area. Ball valves will be placed and the existing absorption bed tied in to the system for possible future use. The new absorption system will be constructed a minimum of 10' from the existing water service line, existing absorption bed and house foundation. Surface drainage patterns will be maintained after construction is complete. The ground surface on the lot slopes as shown on the attached Site Plan with a shallow slope near the proposed absorption trenches. The new trenches will be constructed on Lot 10, Block 2, Southpark No. 2 May 9, 2003 Page Two a fairly flat surface in conformance with Municipal requirements and parallel to ground contours where possible. All components of the new septic system will be constructed a minimum of 10' from the existing water service on the lot. If the system is constructed in accordance with our design the following statements apply: The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. It also includes the procurement and placement of a new 1,500 -gallon STEP tank at the location shown on the site plan and the construction of 2 new 56' long by 3' wide by 6' effective depth absorption trenches also shown on the Site Plan. The total depth of the trenches will be 8' below existing ground and the distribution pipe will be placed at 2' below the surface. All components of the new absorption trenches and septic tank must be constructed a minimum of 10' from the water service on the lot and 100' from any surface water. Insulation will be required atop the trenches to prevent freezing. A minimum of 4' of cover is required over the STEP tank. In lieu of cover 2" of insulation and 2' of cover may be provided. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK/LIFT STATION INSTALLATION The 1,500 -gallon STEP tank must be constructed by a certified tank manufacturer. Construction shall include an 18" manhole to provide access to the lift station. 2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. Lot 10, Block 2, Southpark No. 2 May 9, 2003 Page 2 of 3 3. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 4. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 5. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drain field. 6. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAIN FIELD CONSTRUCTION: The drain field shall be constructed to the dimensions shown on the design. The bottom of the trenches shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drain field rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drain field rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. 5. Contractor shall verify the septic tank and drain field are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. 8. A minimum 2' of accepting soil is required below the drain field rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: The lift station must be constructed by a municipally approved septic tank manufacturer. An Orenco 20 OSI 05 HHF-5 pump is recommended. Lot 10, Block 2, Southpark No. 2 May 9, 2003 Page 3 of 3 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: Municipal Ordinance requires a minimum of two inspections. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. Contractor shall provide a copy of all field survey layout and construction notes for use in preparing the certified as -built of the completed system. An engineer at AECS should be consulted prior to construction, to determine the number of inspections that will be required and to explain what these inspections will involve. 2.0 SEPTIC TANK 2.1 If there is an existing septic tank it may be used if it meets the capacity requirement for the residence and the approval of the MOA. 2.2 The septic tank shall be a UPC -Approved two-compartment tank, constructed of 12 -gauge steel with bitumastic coating and set level on undisturbed soil. If the tank is buried at a depth of 4 feet or less, it may be insulated with an overlying layer of 2 inch burial type polystrene rigid board insulation. 2.3 The septic tank and bed shall be a minimum of 100 feet from any private well or body of water, 150 feet from Class C wells, and 200 feet from Class A or B wells, unless otherwise specified. Less than the required separation distance must have prior approval or waiver by ADEC or MOA. 2.d The septic tank shall be a minimum of 5 feet from the house foundation, and a minimum of 10 feet from the absorption area. 2.5 Piping shall be fitted with a mechanical watertight calder coupling on the outlet and inlet of the septic tank. Piping shall be 4 -inch solid PVC ASTM D3034 or cast: .iron, sloped a minimum of 1/4 inch per lineal foot. Alaska 99503 •(907) 561-5040 it must be insulated with an overlying layer of 2 inch burial type polystrene rigid board. 2.6 Cleanouts shall be installed as designated and capped with air -tight rain caps (Jim caps or equivalent), and extended a minimum of 1 foot above ground level. 2.7 If a lift station is required it shall be combination lift station septic tank per Anchorage Tank and Welding, Inc, design. Specifications are attached. 3.0 Absorption Area 3.1 The gravel for the trench shall be 0.5 to 2.5 inch, screened rock with less than 3% passing #200 sieve residual. All substitutes must have prior DHHS approval. 3.2 The bottom and sides of the excavation shall be raked with the backhoe blade to insure that it has not been compacted during excavation. The bottom elevation shall be level. 3.3 Monitor standpipe(s) shall be placed as shown in the drawings, and shall be rigid RVC ASTM D3034, or 4 inch cast iron. The section shown with holes may be 0.5 inch holes drilled on 6 -inch centers on opposite sides of the pipe, or a regular section of perforated sewer pipe, clamped to a solid section, with either a no hub coupling or a solvent joint. A rubber rain cap (Jim cap or equivalent) shall be installed over the top of the pipe. 3.4 The distribution pipe shall be 4 inch rigid PVC with a minimum crush strength of 1500 lbs. All distribution pipes shall be laid level. 3.5 Trenches may be paralleled, but must have a minimum separation distance between the trenches of 6 feet or 2 times the gravel depth (whichever is greater). 75 feet is the maximum allowed linear length of any trench. 3.6 If the final grade over the trench is less than 4 feet above gravel, insulation is required, using the burial type polystyrene rigid. There shall be 1 inch of insulation for every foot of soil less than the required 4 feet of cover, but there must be at least 24 inches of soil cover even though insulation is used. The solid pipe extending from the septic tank to the drainfield shall also have 4 feet of cover or an equivalent layer of insolation to prevent freezing of the line. 3.7 If insulation is not necessary, the gravel shall be covered with a layer of nonwoven Geotextile fabric (such as Mirafa.i, Fibretex 200 grade, Poly Filter Y or equivalent). 4.0 INSPECTIONS 4.1 A minimum of two inspections are required for the installation of the trench. The first inspection will be of the excavation to verify that installation will be in the proper soil. 4.2 The second inspection will be after placement of the gravel, monitor standpipe and distribution pipe to verify proper installation before backfill.
