The attached Site Plan shows the location of the new absorption trench to be constructed on the subject lot. Due to the problems with high groundwater and limited surface area on the lot the new trenches must be placed within 10' of the lot lines. We are therefore requesting lot line waivers be issued allowing this encroachment. Lots in this subdivision are served by a community water system eliminating any conflicts with adjacent wells. Underlying soils have an absorption rate of 1.2 gallons per square foot per day and consist of fairly clean well graded gravel with sand. The effective depth of the designed trench on this lot is 1.0'. The total length of the trench will be 110' with 2 - 55' laterals. Surface area available for the trenches is limited by the location of the driveway and the placement of the house. The area behind the house is utilized by a french drain system. No room remains on the lot to reconfigure the trenches to allow greater lot line clearance. Soils on the lot am very good for an onsite system and the subdivision is served by a community water system. Placing the absorption trench within 5' of the line to the south and within 3' of the lot line to the west will have no adverse impact on systems currently in place or to be placed in the future. We therefore recommend a waiver be issued to allow construction of the absorption trench to wittfin 5' of the southern lot line and 3' of the western lot line. July 21, 1998 Municipality of Anchorage Department of Heath & Human Services 825 "L" Street Anchorage, AK 99502-0650 Subject: Lot 9, Block 1, Southpark Subdivision No. 3 Septic System Design Impacts to Adjacent Properties Dear Onsite Services Engineer: The absorption bed on the subject lot has failed and septic effluent is currently surfacing near the house. It is imperative the system be upgraded as soon as possible to prevent a potential threat to public health and damage to property. The attached site plan and backup documentation identify the size and location of the new septic tank and absorption trenches designed to upgrade the system. The subdivision is currently served by a community water system so no conflicts exist with wells in the area. Two testholes were placed on the lot at the locations shown. Clean well graded gravel and sand was encountered. More than 50% of the material passed the No. 4 Sieve. Percolation tests completed indicated rates faster than 1 minute per inch. Groundwater was encountered at 8' below the surface and remained at that elevation during the monitoring period. We are therefore proposing to construct a 5' wide shallow trench system with 2' effective depth. Total length will be 88' with the distribution piping at 1.5' below the existing ground surface. A new 2,000 gallon STEP tank will be placed and a 1.5" pressurized distribution line run to the new absorption trenches. The existing absorption bed will be abandoned in place. A french drain is in place at the back of the house which has been effective in lowering the groundwater elevation on the lot. This drain currently outfalls into the large curtain drain installed during the development of the subdivision. The outlet of the drain will not conflict Lbt 9, Block 1, Southpark No. 3 July 21, 1998 Page Two with the location of the absorption trenches. The surface of the lot in the area of the trenches is fairly flat. Lots to the north and east are currently vacant and the septic system to the south presents no conflict to the new facilities. If the system is constructed as designed the following statements apply: The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. The system, if constructed as designed, will have no adverse impact on reserved space, either surface or subsurface, on any lots located in the area. DATE: '~/Z~ i (g~ 6 72-00~ [Rev. 4/85) ON-SITE WASTEWATER DISPOSAL SYSTEM CONSTRUCTION AND MATERIAL SPECIFICATIONS SUBJECT: LOT 9, BLOCK 3, SOUTHPARK SUBDIVISION NO. 3 GENERAL: The scope of this project includes the removal and disposal of an existing septic tank/lift station and pressure distribution system and the procurement and placement of a new 2,000 gallon combination septic tank/lift station and pressure distribution system. Work also includes the construction of 2 - 44' long x 5' wide x 2' effective depth absorption trenches at the location shown on the Site Plan. The existing absorption bed is to be abandoned in place. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. o The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. The property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK/LIFT STATION INSTALLATION 1. The 2,000 gallon septic tank/lift station is to be constructed by a certified tank manufacturer. Construction shall include an 18" manhole for access to the lift station. Lot 9, Block 1, Southpark No. 3 July 21, 1998 Page Two The septic tank/lift station shall be sufficiently bedded to prevent settling or shifting of the tank. All standpipes shall extend a minimum of 12 inches above final grade. 4. Septic tank/lift stations installed without 4' of cover shall have a minimum of 2" of direct burial insulation. A foundation cleanout shall be installed one to four feet from the building foundation. No cleanouts are required between the lift station and the drainfieid in a pressure distribution system. Final grading over the septic tank/lift station shall be such that a positive slope exists away from the septic tank. ABSORPTION TRENCH CONSTRUCTION: The absorption trenches shall be constructed to the dimensions shown on the design. The bottom of the trenches shall be within 2" of level. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion in the drainfield rock must be perforated. 5. Direct bury insulation must be placed over the distribution system when less than 3' of backfill depth is available. MATERIAL SPECIFICATIONS: The lift station must be constructed by a Municipally approved septic tank manufacturer. An Orenco 20 OSI 05 HHF - 5 is recommended. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast iron (perforated and solid), ASTM D3034 or PVC (Perforated and solid), ASTM F810 or HDPE (perforated, but not solid) and ASTM D2662 or ABS (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: A minimum of two inspections are required by Municipal Ordinance. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation Lot 9, Block 1, Southpark No. 3 July 21, 1998 Page Four of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of the second inspection. The contractor is responsible during the layout of the system to assure that all separation distances from adjacent wells in the area are met. ,: '. Per Anderson, the inlet invert elevation was 95.5 feet. Per Anchorage Tank and Welding Inc, the bottom of their standard 2,000 gallon STEP tank is 51 inches below the inlet invert;therefore, the bottom of the subject septic tank is approximately 91.25. The top of the STEP tank MH is 121 inches above the bottom of the STEP tank,which equates to an elevation of 101.33. Using the top of the MH as a benchmark, the bottom of the monitoring tubes were both determined to be at an elevation of 94.83,which is close to the 94.98 and 95.0 elevations noted on Anderson's 1998 record drawing/s. In short, the MTs appear to be set to correct depths. On 6/12/17,prior to the start of the test, it was noted that the liquid level in the north trench was approximately one (I) inch below the assumed invert (PVC pressure line), whereas the liquid level in the south trench (MT 1) was approximately 6.5 inches below the assumed invert.Ninety-nine(99)gallons of water were introduced into MT2 over the initial 10 minutes of the adequacy test,causing the liquid level in MT2 to rise approximately 3.5 inches(assumed to be above the invert)before switching the flow into the south trench.Over the next 20 minutes,an additional one- hundred seventy-one(171)gallons of water were introduced into the south trench(270 gallons total in both trenches), causing the liquid level to rise approximately 5 inches (assumed that water level was below the invert). Over the remaining 105 minutes of the test, an additional eight-hundred seventy-five (875) gallons of water were introduced into the south trench, causing no additional rise in liquid level, and during this same period,the liquid depth in the north trench dropped back down to the pre-test level. Two hours later,the liquid depths in both trenches had returned to pre-test levels. In short,it appeared that all of the water was absorbed. It should be noted that although the system was testable for GEG,it is uncertain whether all of the water was absorbed within the effective depth of the drainrock. No water was noted backing-up into the lift station throughout the duration of the test. Although the drainfield is currently functional for a 5-bedroom residence,given the age of the system and pre-test liquid depths, it is reasonable to believe that it will need to be replaced within the next 5 years. The HAA results for the septic system were satisfactory. The house is on the Southpark Community Well Water System. The lot has seen previous problems and efforts at a reduction in the amount of underground water. A recent change in the subdivision drainage piping and ditching pattern resulted in the ground water level on this lot rising above the basement area of the lot causing flooding of the crawl space. A curtain drain system was recently added to the east and south sides of this lot to provide a bypass around this lot for the higher ground water level. When the higher water level originally occurred, the septic tank was plugged to prevent any use of the absorption field area until the water problem was solved. The house was vacant at the time of flooding and the septic system was not in use. The recently installed curtain drain system consists of 6" ADS perforated pipe with filter fabric running from the SE corner of the house deck around the south and east sides of the lot to the new wet well. See the attached sketch. The 24" OD wet well is 14' in depth with the 6" pipe entering at the 10' depth level. The discharge from the pump in the wet well is piped via 1 1/2" PVC pipe to the CO on the line from the original curtain drain installed previous to this year. This discharge flows via pipe under Terracewood Circle to a natural drainage ditch. At the time of the latest HAA for this lot, we measured the depths of water in the old and new curtain drain CO's to determine if any problem with high water table existed. The results are shown on the attached chart. The curtain drain bottom is a minimum of 8' below ground surface. The absorption bed has a bottom depth of 3.5', 4.5' higher than the curtain drain bottom. O~May 15, 1990, Dan Bolles and I conducted a site visit on the subject lot and our findings are summarized as follows: 1. Ground water levels in the 4 monitoring tubes in the back portion of the lot ranged from 2.9 feet to 3.1 feet below ground level. 2. The monitoring tube located just northw~"~3~ of the existing bed showed ground water to be at a depth of 3.0 feet below ground level. Inasmuch as the total depth of this bed (from the as-built drawing dated 4-14-86) is 310 feet, this system is in violation of MOA and ADEC regulations, and must be immediately upgraded. 3. A monitoring tube in the front p~ion (SW corner) of the lot showed no ground water to its total depth of 5.7 feet below ground level. Two standpipes were observed on Lot 8 approximately 75 feet apart and approximately 15 feet in from the common lot line between lots 8 and 9. These standpipes are apparently near the east and west ends of an undocumented curtain drain installed on Lot 8. Water was observed in the eastern most of these standpipes at a depth of 6 feet below ground level. This purported 11 foot deep curtain drain is situated upslope of Lot 9 and on the downslope of Lot 8. There is no evidence of an outfall or discharge outlet of this curtain drain. A 1 1/2 inch black plastic line was observed running from the crawl space under the house on Lot 9 in a southerly direction discharging a full flow of water onto the ground on Lot 4. Existing septic systems were observed on vacant Lots 7 and 8 to the north of Lot 9. Both of these drainfields have water standing in the standpipes indicating that both are installed into the underlying ground water. Susan Oswalt, Acting On-site Services May 16, 1990 Page Two Program Manager With respect to Leroy Reid's letter to Mr. Allen (owner of Lot 9), the following comments apply: Page 1 Paragraph 1: The water from the crawl space must be sampled and tested before it can be assumed that it is not septage effluent. Page 1 Paragraph 2: If Mr. Reid had the existing septic tank/lift station sealed and converted into a holding tank, such was done without first obtaining a permit from DHHS. Page 2 Paragraph 2: Mr. Reid states that ground water is not coming from the north (lot 8) whereas his profile (drawing 1 of 2) definitely shows the water table rising to the north. The surface topography is also indicative of the ground water migrating from north to south. Page 2 Paragraph 2: The sump pump alluded to is discharging through a 1 1/2" plastic pipe which outfalls on Lot 4 to the south. Mr. Allen should be advised to discontinue this discharge immediately in that it can adversely effect downslope lots. 5 o Page 3 Paragraph 3: Mr. Reid suggests building a new absorption system in front of the lot of a total depth of 3.2 feet. The monitoring tube in that general location only shows no ground water to 5.7 feet and unless additional deeper monitoring is performed, the maximum depth of this new field could only be 1.7 feet. Page 4 Paragraph 2: Mr. Reid recommends the installation of a curtain drain along the southern and eastern sides of Lot 9 utilizing a sump/lift station to discharge the collected ground water into the existing curtain drain on Lot 8. As previously pointed out, water was observed in this curtain drain at a depth of 6 feet below ground level on May 15, 1990. During this same on-site investigation, it was noted that there was no evidence of an outfall or surface discharge for the curtain drain. Under these conditions, it is not believed that pumping the water from a curtain drain on Lot 9 into a "dead" drain system on Lot 8 would solve anything. Considering that the existing systems on vacant Lots 7 and 8 to the north are installed in ground water (as well as Lot 9) it would seem more appropriate to install a curtain drain along the north line of Lot 7 thence south along the east lines of Lots 7, 8 and 9, thence just inside the east line of Lot 4 daylighting into the drainage system at the southeast corner of Lot 4. This would benefit all five lots, and the cost of such a system could be proportionately shared. This plan is contingent upon a permit being obtained from Public Works for the discharge of the curtain drain system into the existing surface drainage system. When I visited the lot on December 14, 1989, I found that the sewer system was flooded, and ,.there was water in the .,crawl spaco of the house. This water in the crawlspace appeared to be groundwater and not sewage in that it didn't have a dark color. Neither you nor the home owner could smell anything, as my sense of smell is nil. To prevent a violation of the Anchorage Municipal to protect the public health we had Bob Dean seal existing tank/lift station so now it only acts Code and off the as a holding tank. We dug a test hole by the north edge of the system and found water at a very shallow depth. Also at that time, we dug a test hole in the front yard to see what the soils consisted of in that area. The soils in the front yard were very area. good gravel, so a new system could be built in that this would not solve the problem of water in the house. AcreaMe Systems came out and we checked the curtain located on the lot to the north. Ed Sanderson installed two monitor tubes. These test holes show that the water was not coming from the lot to the north. Some time later he dug three test holes on the south and east parts of the lot. After all the heavy snows and the heavy weather I did not get back onto the lot until March. At that time, Alan and I took u site level and checked the elevations of the ground at various locations across the lot. We also checked the water levels in the test holes as well as in 'the bed system. The ,sump pump you,.had installed in the east part of the house has kept the water level down in the building. Our data shows that was coming from the lots to the east of your lot. It indicates that the water level was higher than the existing bed and higher than the foundation of the home. Your options, if you do not choose the curtain drain, would be to 1.) install a holding tank, which I think would detract from the value of the home by 20%-S0%. This would be the amount of money a person would have to set aside in order to have $80 every two %o three weeks to pump the holding tank. 2.)Build a new sewer system at the front of the lot. This would solve the problem of the water table too close to the bottom of tile bed. The soils from 2 feet to 7.2 feet is a gravelly sand, a very nice clean soil. The water table has been encountered at 7.2 feet. The option would probably be to install a bed system at 3 2 feet below the ground surface. The way the house is built, it could be possibly replumbed so that you could get gravity flow to tile system. This would still leave the problem of water in the crawl space of the house. You could solve this problem by installing sump pumps in approximately three locations: the northeast corner, southeast corner, and probably one near where tile ladder goes down into the crawl space. You would still have to dispose of this water once it is pumped out of be the basement. Discharging out into Your front yard would a problem. Also if you were to pump it out to the street you would have glaciation during the winter time. I don't think either of the two other options I have discussed are I think that the best option is to use a really feasible. curtain drain. If you will look at the drawings. Sheets 1 of 2, and 2 of 2, the brown dashed line at the top of the profile section (bottom of page, left side) is the ground~ surface. The water table is the solid blue' line, and the level of tile proposed curtain drain is a green line. The water table is now at the level of the foundation. This is probably because of the effect of the pump that you had installed. If you will notice on Sheet 2 of 2, the level of the curtain drain that is on the adjacent lot to the north of you, appears to be at 11 feet below ground surface. This data was given to me by Ed Sanderson. The second sheet also shows the bottom of the bed. You will also see that the groundwater is higher than the bed level. We have laid out a curtain drain that would start at the corner of the house where you see the X in the green circle, The curtain drain would stay ]0 feet from the edg~ of your lot line and go to the back lot line and then run parallel to the utility easement and then finally, it would turn to the northeast at a distance bed. Municipal regalations be installed within 30 feet of 35 feet from the edge of your don't allow a curtain drain to of a bed without a waiver. I don't think a waiver is indicated in this case. The curtain drain on the lot next door is higher than the curtain drain needed on your lot. Therefore, in order to maintain the 4 foot separation between the groundwater table and the bottom of your bed, we must use a lift station to pump the water into the drain from the lot next door. It is too deep to discharge to the street ditch. If it could discharge, there would be ice problems. Use the existing drain, if possible. Because the curtain drain is on the lot next door you will have to contact John Berggren and get him to issue you a 10 foot utility easement from your lot to the curtain drain so that you can install and maintain the curtain drain. The curtain drain would be made of 4' x 8' sheets of ~4iradrain set within 6 inches of ground surface so that the water would drain down from the ground and any water coming from the east would be intercepted and drained through the corruga'£ed type material through a 4 inch perforated pipe located at the bottom. See attached sketch. The perforated pipe should be $B-2 pipe by Advanced Drainag'e Systems. This would allow water to run down through the Miradrain and into the pipe and then into the lift station. After the tank receives several hundred gallons, the lift pump would kick on and pump the water into the curtain drain next door. The curtain drain next door is set so that it would also work to protect your lot. There would be a slight window of approximately 20 feet where water could However, with the slope of the land and drain was installed, I think this would possibility. The curtain drain is deep enough so that it will drop the water table below the foundation of your home. This would ensure that there is no water in the foundation. The estimated cost of this would be somewhere between $8500 and $9500. This is an estimate, and don't hold me to it. You could cut the cost of the curtain drain a few dollars by not extending it to the utility easement, however, I think that this would not be cost effective. In my professional opinion, I believe that the curtain drain and lift station is the best option that you have. I want to again caution you that you will have to get an easement to hook into the drain on the lot next door. I believe that this is the best option and I believe that since John Ber~gren was the developer of the property he would not hesitate to give you an easement since it would not cause a loss of any trees on his property, nor would it reduce the sale value of his property.
