The Environmental Health Division of the Department of Health
and Environmental Protection Department has reviewed the following
cases and has these comments:
S-7858:
S-78o2.
Campbell Woods Subdivision - Vacation only - Revised
This Department has no objections to the vacation.
Lots 7 - 9 Block 1 Southpark Subdivision Addition #3
This Department requests an additional soil test
taken.in a suitable area for disposal on Lot 8. We
will also require 90 day water monitoring on all
three(3) lots(the last month of monitoring must occur
between June 1 and October 15).
The Department will require a copy of the State of
Alaska, Department of Environmental Conservation
Certificate to Operate a public water system prior
to final plat approval.

Lots 10/ 33 Block 1 Southpark Subdivision Addition #3
The Department will require 90 day water monitoring
on both lots(the last month of monitoring must

We have reviewed the plans and specifications for the subject project°
The project is hereby approved for construction for the items w-ith which
this Department is concerned° This letter constitutes the permit required
by AoS, 46.03o720(a) for approval of sewerage systems°
Enclosed with this letter is a "Certificate To Construct" for the drinking
water system° The "Approval to Operate" section of the certificate must
be completed by a representative of this Department prior to placing the
system in operation°
It should be remembered that final approval will necessitate the submission
of Engineer As Built Plans, This will consequently mandate that a private
professional engineer conduct basic inspection of this project so as to be
able to sign off on as built plans° Arrangement for this inspection work

Dear Mr. Berggren:
On August 22, 1984, Alaska Environmental Control Services Inc.,
performed five soils tests on Tracts C and'E, South Park Subdiviszon, to
see if soils suitable for on-site septic systems could be found. A small
backhoe was used. The soil logs for each test hole, and maps showing the
locations of all the holes in the Tracts, are enclosed.
LocATIoN
These Tracts are adjacent to South Park Subdivision, located within NW
1/4 Section 3, TI1N, R3W, SM. Tract E is on the west of Terrace Wood
Lane, and Tract C is on the east.
LANDFORMS AND VEGETATION
Tract O slopes gently uphill to the east, then abruptly upwards as the
east border of the Tract is approached. Tract E is fairly flat, with one
slope over 25% abruptly starting near the northeast corner of the tract.
Vegetation includes spruce, birch, and devils club.
SOILS CONDITIONS
Five test holes were done, at fairly evenly spaced intervals. Good soil
was found in each test hole -- all soils were rated at less than 190
square feet per bedroom. Four of the holes had visually rated sands and
gravels. Percolation tests were performed in tPo of the holes, with
excellent results.
The problem with the Tracts is the high water table. Water was
encountered in every test hole, generally around 7 feet, although it was
at 10 feet for TH-D which is a little higher in elevation. A table below
shows the change in the water table over a week, in three cases, it rose.

RECOM/~ENDED SYSTEMS
Because the slopes are gentle and the water table high, shallow beds or
5-wides could be installed'for septic systems built at the test hole
locations, ~in dra~!~ ~ l~ower t~he water~ tabl~ m___~ht be possible_~
but expensive, since a very long run of pipe would be necessary to
daylight because of the gentle slopes. It might be better just to build
the systems 4 feet above the water table. If homes are built uphill of
the systems, lift stations could be avoided in most cases. '%-~-/h~ case
of.t~s-t..h~'~-Di-a-~'~--~tatzon--~-~l~--b~--n~e~sary, because the test was
done at a high point on the lot, and there is not room to build a house
at a higher elevation. In the case of test holes B, C, and E, engineered
designs will be necessary. Fortunately, the soils ratings are all so low
that the septic systems will be relatively small, thus keeping costs
CONCLUSIONS
Five test holes were performed on Tracts C and E, South Park Subdivision.
Although a high water table was found in each hole, the soils are
excellent. Septic systemsf could be installed at each test hole location.
