I am writing to request a permit to construct an upgraded septic system be issued for
this property. The proposed systems will serve an existing three-bedroom house. The lot
is developed at this time. The lot is 59,850 square feet (1.374 acres) in size. There is an
existing septic system serving this lot.
1. Soils. See the attached soils log. Ground water was monitored through the
seasonal high period of 2004. There was monitored at a depth of 16 feet on October 22nd.
Bedrock was not encountered in the test hole. It is my opinion that the overall soils
appearance of the soils, an application rate of 0.6 gallons/day/square feet should be
used.

3. Surface Water: There is a subdrain outlet approximately 58 to 75 feet from the
end of the proposed septic system. A diversion dike will be constructed to direct
any potential overflow a minimum of 100 feet from the surface water. There is a
creek approximately 85 feet uphill from the existing septic tank. There is no
chance of overflowing sewage to enter this surface water due to the existing grade
of the lot. The creek is approximately four to eight feet above the ground above the
septic tank. I request a waiver to this surface water be granted.
4. Topography: The average topography in the area of the proposed septic system is
flat. The lot has an average topography of 1 to 2 percent. The lot has an overall
topography of five to ten percent.
The proposed installation will not affect the future development of the surrounding or
existing lots.

The Municipality of Anchorage Department of Health' and Human Services (DHHS) Issues Certificates of Health
Authority Approval (HAA) based only upon the representations given in paragraph 5 by an independent professional
civil engineer registered in the State of Alaska. Certificates of Health Authority Approval are required for the transfer
of title (except between spouses) on properties served by a single family on-site wastewater disposal and/or water
supply system. DHHS also issues HAAs upon request to home owners. Certificates of Health Authority Approval are
valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued with
new water sample results less than 30 days old. Certificates are valid for one year for properties served by Class A
or B wells or a public water system. The Municipality of Anchorage is not responsible for errors or omissions in the
professional engineer's work.

Dear Mrs. Hamberger:
On August 24, 1977, at your request, we conducted a test of the septic
system on the above described property.
During the test, the liquid level in the septic tank was monitored while
200 gallons of water were added to the system through the septic tank
standpipe. The following table represents the level of liquid in the
tank.

The meter used during the test was a Rockwell 5j8" standard water meter
which had previously been calibrated by R & M Consultants, Inc.
If it is assumed that the existing three bedroom residence will house
six people, the average load on the disposal system can be expected to
be 450 gallons per day or .31 gallons per minute.
The system in question accepted 200 gallons, or nearly one-half of the
average daily load, in 55 minutes. During that time, there was no
significant rise in liquid level in the tank. This indicates an acceptance
rate of 3.6 gallons per minute at the time of the test.
Since the house on the property was occupied, it can be assumed that the
leach field was at its normal degree of saturation. We conclude that
the system is disposing of effluent at an adequate rate for a three-
bedroom residence.
