2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska Wastewater
Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80).
3. The wastewater code requires inspections during the installation. The engineer must notify the Development Services
Department at least 2 hours prior to each inspection. Provide notification by calling (907) 343-7904 (24 hours).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather must either:
A. Open and Close on the same day.
B. Covered, sealed, and heated to prevent freezing.
Special Provisions: 1. The the trench is to be investigated and determined to meet code prior to
the tank install.
2. The cleanouts in the trench are to be repaired/replaced and a monitor tube to be installed.

As per ADEC waiver guidelines, with a point value of 10.0, contamination is unlikely from bacteria but
could be possible from chemicals or virus. With the system meeting the required separation of 100' the
point calculation would be 10.8, within the same point spread. Waiver is approved.

Tank Replacement & Waiver Request
The subject septic tank has failed causing back-ups in the plumbing. Although the surface has not
collapsed, the tank is not functioning correctly. We are also submitting a waiver request due to
the encroachment of the private water well. In addition to replacing the septic tank we will be
installing a monitor tube in the trench.
Please review as quickly as possible to alleviate plmnbing problems.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is an existing 3-bedroom, single family home. Some of
the neighboring lots are developed and the lots are large. The current septic tank has
failed- the trench is still useable. These lots are large and are served by private water
wells. No adverse impacts are expected from tank replacement. The lot easement is
located on the drawing and is not encroached upon. The existing trench is to remain in
place and a monitor tube be added. The cleanouts are to be located and extended or
replaced.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
· Two compartment, 1000 gallon septic tank. Watertight couplings on inlet & outlet.
· Decommission old tank to MOA Code.
· 5' minimum between the tank and bed. 10' to property lines.
· 3' of cover or insulation is required for trench; an equivalent of 1" insulation for
1' foot soil cover.
· Tank & solid pipe must be set on well compacted, stable soil.
· 4 inch diameter cleanouts with airtight caps are required 1' to 4' from foundation
wall, prior to any 90 degree bend in 4 inch line, in each tank compartment, and two
adjacent opposing cleanouts between the tank and the absorption field, not more than
10' from the tank positioned to provide cleanout access towards the tank and towards
the absorption field.
· All cleanouts must extend to at least ground level.
· In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
· Insulation must be placed over any pipe installed under driveways or parking areas.
· Approved pipe materials include cast iron, PVC ASTM D3034, ?VC ASTM F789,
ABS ASTM D2661,
· Sewer Service Line is minimum 2% slope.
· Septic Tank to be pumped every two years or when required.
· Insulation board to be extruded direct burial polystyrene (Dow Styrofoam HI/equal)

WAIVER REQUEST
I have discussed this project with Deb Wockenfuss. This property is part of a plat review to break
offa smaller lot. Before this can be done we need to fix one septic system and document the
other system. This waiver concerns the former. The septic tm~k has failed and we are requesting a
pemfit. We also need to install a monitor tube and cleanouts in the trench per Deb. During the
course of inspection it was discovered that the well was too close to the septic system. This
waiver request addresses this problem. Investigation was completed to determine if the septic
tank could be relocated outside of the 100' well radius- the plumbing within the house would
have to be changed to exit the house to the west; this was deemed too difficult to change. Also
the topography does not match. If the septic tank were relocated downslope it would not have
enough elevation to serve the existing trench.
The subject site has a soil log to 15' depth with no groundwater (attached). We are following the
State of Alaska (SOA) Memorandum on waivers, dated January 3, 1985. We have scored the
system based on this State Memo. The waiver request is from the well to septic tank and
absorption trench. The required separation is 100'. The waiver request from well to septic tank is
to 80'. The waiver request from well to absorption trench is to 85 '. The slope of the land is to the
west, the septic system does not impact the well by surface slope.. The general area slopes to the
southwest.
After consultation with your office, we will request a waiver according to the State of Alaska
(SOA) Memorandum on waivers, dated January 3, 1985. This Memorandmn utilizes a procedure
to award point values for geological conditions at the site and makes recommendations based on
these point values.
MEMO
Geological: A well log was recently discovered for the property. Test holes previously
completed on-site indicate the top 10' to be clean sandy gravel. The well log indicates silty sand
and gravel to 15', with static water level ~ 18'. Water level within the well and surface
topography were reviewed to determine gradient.
Water Table: The water table in the well was encountered ~ 226' depth. The artesian effect
causes the water to rise to a level of 18' static water level. However the water table is at 226'.
This gives a point total of about 8.0.
2. Soil Sorbtion: The soil tests indicate the soil is silty gravel, silty sand, with sand and silt
lenses. The average of silt and sand equals a point total of 3.0.
3. Permeability: There are a point values for differing soil. After reviewing the point totals for
the various soils it appears that 1.5 is indicative of this soil.
Water Table Gradient: The slope of the gradient most likely parallels the surl~ace slope ~ 5%.
However the property slopes toward the west rather thma directly south to the well. The well
is higher in elevation and the slope is at a right angle to the septic system in relation to the
well. This yields a value of 3.0.
5. Horizontal Separation: The horizontal separation is 85' to the absorption trench & septic
tank. This yields a value of 2.2.
The total point total = 8.0 + 3 + 1.5 + 3.0 + 2.2 - 17.7
This point total has a value that states "almost sure to be free from any form of contamination
from household sewage". This appears to be a case of the lesser separation being safe. We
request the waiver due to the above argument. If there is need for additional information or
