Block 2. Lot 3 Engineer: Alaska Rim Engineering Applicant: Spinell Homes, Inc. Your request for a waiver of the required 50 feet horizontal separation from the absorption field to the 25% or steeper slope has been approved. The approved separation distance is 19.0 feet. This waiver approval applies to the existing absorption field only. Any future upgrade to the on- site wastewater disposal system will require all separation distances be met or another approval from this department. ❑ The affected adjacent property owner(s) have been given a 7 day notice regarding this waiver. ❑ Notarized letter(s) of non -objection have been received from the owner(s) of the affected adjacent property. ® Adjacent properties are not affected by this waiver. ................................................•.............................1 Waiver is Granted: X Waiver is not Granted: Date: 1 1,2 / Approved Name of Reviewer ...........................................•••............................... Date: January 21, 2015 Mr. James Crewdson Municipality of Anchorage P.O. Box 196650 4700 Elmore Road Anchorage, AK 99519-6650 Subject: Request for Slope Separation Distance Waiver ALASKA RIM ENGINEERING, INC. Legal Description: SPRING BROOK VISTA #1, BLK 2, LT 3 Reference: OSP 141449 ENGINEERS—PLANNERS—SURVEYORS 9131 E. Frontage Road Palmer, Alaska 99645 Telephone (907) 745-0222 Fax (907) 746-0222 Online at: w .alaskarim.com This is a request for a variance from the separation distance for a slope greater than 25% at the above referenced property. The separation distance of the deep trench septic field from the >25% slope is 19 feet with daylight at 31 feet. The waiver is sought for the first 15 feet of the deep trench, the remainder of the deep trench is outside the 50 foot required distance. The topography of the parcel and the limited space for the field have made the separation distance difficult to achieve. The new field replaces an existing absorption bed which is within the 50 foot separation distance of the >25% slope as well. The soils log from the test hole investigation shows the soils to be poorly graded, sand and gravel with a percolation rate of 1.0 minute per inch. The soils log accompanies the original submittal. The topography of the lot is relatively flat. The access from Prince of Peace Drive slopes down into the parcel at a grade of approximately 5%. The grade then flattens out over the parcel. The eastern edge of the lot then slopes away from the parcel at 30%. The lot size is 18,442 ft2 with the 4 bedroom dwelling oriented as shown in the attached site plan. The anticipated wastewater flow is not expected to be greater than that of a standard 4 bedroom home. ( i.e.-75 gallons/day/person or 150 gallons/day/bedroom = 600 gallons/day.) (AMC 15.65) The replacement septic system has a new Anchorage Steel 1250 gallon tank and the septic field is a deep trench design where the major portion of the field is adjacent and parallel to a slope which is between 10 and 15%. It is the leading edge of the deep trench which is within 31 feet of the >25% slope. The maintenance of the septic tank is recommended within the Alaska Rim Engineering documentation to be pumped on a cycle of every two years throughout the life of the system. Additional earthen fill has been added to the ground cover above the septic tank, septic field and along the edge of the slope. The additional cover has been groomed to lead into the existing slope. The hillside groundcover will become overgrown with brush and grasses to prevent erosion of the new established slope. The location, depth and orientation of the new septic field as shown in the attached drawings, reduce the probability of an impact to the health, welfare or environment. The soils are uniform Slope Separation Distance Waiver Page 2 Spring Brook Vista #l, Block 2, Lot 3 Request for Separation Distance Variance over the depth of the deep trench and the subdivision is served by a municipal water system. Surface water from rainfall is directed away from the foundation and septic field and the slope adjacent to the trench is not greater than 10-15%. Additional earthen fill has been added to the slope which will facilitate the regrowth of the brush and grasses to prevent any erosion of the slope. The municipal waterline is outside the 10 foot separation requirement and the slope alongside the length of the deep trench is located no closer than 14 feet from the edge of the trench at ground level. The drawings accompanying this request for a Separation Distance Waiver supersede previous corresponding drawings sealed and sent on 1/19/2015. Box 196650 Anchorage, AK 99519 RE: Spring Brook Vista, Addn 1, Block 2, Lot 3 Subject: Permit Request — Design Narrative (Revision) Dear Mr. Crewdson: ALASKA RITVI ENGINEERING, INC. ENGINEERS—PLANNERS—SURVEYORS 9131 E Frontage Rd Palmer, Alaska 99645 Telephone (907) 745-0222 Fax (907) 746-0222 Online at: www.alaskarim.com The owner of the above referenced property has requested a new septic system be designed to replace the existing septic system which in a state of failure. The new septic system will service the existing 4 bedroom residence. Soils A test hole was excavated on September 5, 2014 and logged by Lynn Jones E.I.T., Alaska Rim Engineering, Inc. The test hole was dug to a depth of 20 feet. The soils consisted of sand and gravels with traces of silt. No groundwater was observed after monitoring. Percolation Test For this investigation, two percolation test holes of two different depths were excavated, one hole was at a depth of four feet below ground surface level, and the second hole was at a depth of 5 feet below ground surface level. Results from the percolation tests indicate the soils to have an application rate of 125 ft2 per bedroom or 1.2 gallons per square foot. Test hole and percolation test locations are indicated in the site plan accompanying this permit request. Topography The topography of the subject parcel is basically flat with a steep slope off the west side. The new septic tank or new absorption field are setback from the edge of slope 50 feet meeting AMC 15.65. Drain Field Design The deep trench absorption field will be constructed parallel to the slope contour in conformance with municipality requirements. The current residence is a 4 bedroom dwelling with a design flow rate of 600 gallons per day. The prescribed application rate is 1.2 gallons/ft2. The required Alaska Rim Engineering, Inc. Page 2 Spring Brook Vista Addn. I, Block 2 Lot 3 Permit Request area is 500 W. We are proposing a 10 foot effective depth deep trench drainfield that will be 25 feet in length for a total of 500 fC. Replacement System The replacement septic field will be placed in a location along the northwest side of the residence and extend along the north edge of the property outside of the 10 foot separation distance from the property line and 10' separation distance from the foundation of the dwelling. Surrounding Properties There are no water wells within 200 feet of the proposed system. The subdivision is serviced by the municipal water system. Surface Waters There is no surface water within 100 feet of the proposed system. Drainage arrows on the site plan indicate the slope and direction of surface runoff. (see attached site plan) We do not anticipate any adverse effects on the neighboring septic systems, reserve areas or drainage patterns by the installation of the proposed wells and septic system. Should you have any questions or comments please do not hesitate to contact me by telephone or email chuck ,alaskarim.com or lynntcc alaskarim.com. We will respond as quickly as possible.
