The drawings, sheets 1 through 4, shall be a part of this
specificati os.
All materials and workmanship shall meet tbe requir, ements of
the Municipality of Anchorage, Department of Ileal. th & Human
Services (DttlIS), the conditions of the permit, and all applicahle
rules aud regul, ations currently in effect.
All elevations and depChs are advisory, and are to be verified
or modified in the fie. Id by the engineer or inspecting agency.
It is the responsihilit~ of the owner or insta].ler to adhere to
approved designs for installation, maintain the specified separation
distances, and have the appropriate inspections.
If the installation is not inspected hy an AECS engineer, AECS will
not be pespons.ible for the installed s~stem. An engineer at AECS
should be consulted prior to coastruction to detemniue the number of
inspections that wi. Il be required and to explain what 'these
inspections will involve.
2.0 SEPTIC TANK
2.1 If there is an existiag septic tank, it may be used if it meets the
capacity requirement for the residence and the approval of the MOA.
2.2
The septic, tank shall be a UPC.-Approved two-compartment tank,
constructed of 12-gauge steel wJtb bitumastic coating and set
level on undisturhed soil. If the tank .ts buried at a depth of 4
feet or less, it must he insulated with an overlying layer of 2 inch
burial type polystyrene rigid board insulation.
2.3
The septic tank and trench shall be a minimum of 100 feet from any
private well or body of water, 150 feet from Class C wells, and 200
feet from Class A or B wells, unless otherwise specified. Less than
the required separation distance must have prior approval or waiver
by ADEC or MOA.
2.4 The septic ta:ak shall be a minimmn of 5 fee't from the house
foundation, and a minimum of 5 feet from the absorption area.
2.5
Piping shall be fitted with a mechanical watertight calder coupling
on the outlet and inlet of the septic tank. Piping shall be 4-inch
solid PVC ASTM [)3034 or cast iron, sloped a minimum of 1/4 inch per
lineal foot. If the piping .is buried at a depth of 4 feet or less,
it must he insulated with an overlying layer of 2 inch hut.[al 'type
polystyrene rigid board insulation.
2.6
Cleanouts shall be installed as designated and capped with air-tigh[;
rain caps (Jim caps or eqaivalent), and extended a minimm of 1 foot
shove ground level.

2.7
If a lift station is required iL shall be at combination lift station
septic task per Anchorage Tank and welding, Inc. design.
Specifications are attached,
3.0
ABSORPTION AREA
The graw~l for the trench shall be 0.5 to 2.5 inch, screened rock
~ith less than ,3% passing #200 sieve residual. All substitutes must
have prior DItIIS approval.
3.2 The bottom and sides of the excavation shall be raked with the
backhoe blade Lo insut'e that it has not been compacted during
excavation. The bottom elevation shall be levei.
3.3 .Xlonitor standpipe(s) shall be placed as shown in the drawings, and
sha] ]. be 4 inch rJ. gid PVC ASTM D3024, or cast iron. Tile section
stm~n with holes ina¥ be 0.5 inch holes drilled on 6-inch centers on
opposing sides of the pipe, or a regular section of pe. rforated sewer
pipe clamped to a solid section with either a no hub coupling or'
a solvent joist. A rubher rain cap (Jim cap or equivalent) shall he
ins'tailed over the 'top of the pipe.
3.4 The distribution pipe shall t)e perforated ,t inch rigid PVC with a
minimum crush strength of 1500 lbs and shall meet the approval of
DHItS for use as drainfie].d pipe. All distribution pipes shall be
laid level.
3,5 Trenches may he parallele, d, hut lllllSt have a minimum separation
distance between the treaches of 10 feet or' 2 times the gravel deptll
(whichever is greater'). 75 feet is the maximum allowed linear ]cng'th
of an~ trench.
3,6 If the final gr, ade over tile trench is ]ess thaa 4 feet above gravel,
insulation is required, usiug burial type polystyrene rigid board
insulation. There shall be i iach of insulation for every foot of
soil less than the reqaired 4 feet of cover, but there must be at
least 24 inches of ',-;oil cover even though insulation is used. The
so]id pipe extending from the septic tank to the drainfie]d shall
also have 4 feet of cover or an equivalent layer of insulation to
prevent freezing of the line,
3.7 If insulatioa ii; not necessary, the gravel shall be covered with a
layer of nonwoven Geotextile fabric (such as Mirafai, Fibretex 200
grade, Poly t,'ilter X or equJva]er~t).

INSPECTIONS
4.1 A minimum of two inspections are reqaired ~of the installation of the
trench. The first inspection will be of tile open excavation to
assare that the %~s~:em is installed in the proper soil strata,
tort'eot dcpt.h and meet ininJmam specified design parame'ters.

The Municipality of Anchorage Department of Health and Human Services (DHHS) issues Health Authority
Approval Certificates based only upon the representations given in paragraph 5 above by an independent
professional engineer registered in the State of Alaska. The DH HS does this as a courtesy to purchasers of homes
and their lending institutions in order to satisfy certain federal and state requirements. Employees of DH HS do not
conduct inspections or analyze-data before a certificate is issued. The Municipality of Anchorage is not
responsible for errors or omissions in the p?ofessional engineer's work.

Per your request I performed another adequacy test on the
trench installed in 1983. Comments are as follows:
GENERAL: The subject trench has only been used for seven
days (11/25/95 to 12/2/95) since 5/89. On ].2/2/95 it had 7
inches of water in it. During the adequacy test performed
on 12/2/95 an additional 600 gallons was added to it,
raising the liqDid level to 20 inches. Prior to starting
the adequacy test on 12/2/95, the alternator valve was
turned so that flow was diverted to the newer trench
installed in 1989, and has remained in that position since.
In short, the subject trench has been unused since 12/2/95.
The requested adequacy test was performed on 12/19/95. The
results are summarized as follows:

The rise in the liquid level from t=247 until t= 440 minutes
was 24.9 inches. The total volume of water introduced
during that time interval was 1202 gallons. This
corresponds to 48.3 gallons per inch. Twelve hours after
the flow was stopped, the liquid level had dropped 7.25
inches, which is equivalent to an absorption of 350 gallons.
Based upon this data, it can be concluded that if the static
level in the trench was maintained around 36 inches, the
average absorption rate would be approximately 29.2 gallons
per hour, or 700 gallons per day.
Furthermore, since the trench was not filled to the invert
of the pipe, the test was conservative. Additional static
head would undoubtedly resulted in greater absorption. In
short, it is my opinion that the subject trench is capable
of absorbing at least 600 gallons per day at this time.
NOTE: The adequacy of a septic system is influenced by
numerous factors, including, but not limited to, seasonal
surface water infiltration, groundwater variations, septic
system maintenance (frequency of septic tank pumping, usage
of biological additives), condition of drain pipe and pipe
joints (which can be damaged by seismic activity and
deteriorate with age), type of substances deposited in
septic system (cigarette butts, sanitary napkins, misc
objects), and the amount of water being introduced on a
continual basis. Consequently, the results of this adequacy
test are only valid for the .specific day of the test.

Attached is the HAA package for the subject property.
Comments are as follows:
GENERAL: The septic system consists of two trenches, one
installed in 9/83, and the other in 5/89~ There is an
alternator valve so that flow can be diverted to either one.
Per the current owner, who moved in after the new trench was
constructed, the flow has been to the newer trench for the
past 6.5 years. In short, he did not alternate the flow.
SEPTIC SYSTEM ADEQUACY TESTS: The trench installed in 1989
(in use for the last 6.5 years) was tested first, and found
to be inadequate for a 4 bedroom house, in that it only
absorbed approximately 320 gallons per day. Results of the
test are attached. Flow was then diverted to the older
trench (installed in 1983) for 7 days so as to presoak it
prior to testing. During that time a monitoring tube was
installed because the trench only had a clean-out. The
system was tested on 12/2/95 and found to absorb
approximately 275 gallons per day.
INTERprETATION OF ADEQUACY TEST RESULTS: Neither of the
trenches are capable of absorbing 600 gallons per day
individually. However, combined they are capable of
absorbing a minimum of approximately 590 gallons per day.
It is important; to note that test results are conservative
in that they assumed a falling head condition. If a
constant head was maintained the trenches would have
absorbed considerably more. In addition, during testing

neither trench was filled to the invert of the pipe. This
additional static head would undoubtedly resulted in greater
absorption. In short, it is my opinion that the two
trenches in c~bination are capable of absorbing at least
600 gallons per day.
NOTE: The adequacy of a septic system is influenced by

ALTERNATOR VALVE OR FLOW SPLICER?: With the existing
alternator valve it is not possible to divert flow to both
trenches simultaneously. In short, we have two trenches
sized at approximately 50%, which can only be operated
individually. The installation of a flow splitter would
allow for equal flow to each trench. A gate valve,
downstream from the splitter, on each trench, would allow
for isolation of either.
There is a ]pending sale on this house. Per the seller, the
buyers {friends of the sellers) are a family of two that
both work out of town 2 weeks per month. If this is the
case, actual wastewater flows will be minimal, probably
averaging ].ess than 100 gallons per day. Given this'
condition, using the existing alternator valve, and
switching it every 6 months should work fine.
If it is the ~)inion of DHHS that a splitter and valves must
be installed, please state so as a special condition on the
HAA certificate. This work would be done in the spring of
1996.
STRUC~T[R/~L SEPTIC TA/qK: Per the as-built records, the
septic tank (1250 gallon) was installed in September of
1983, making it approximately 12 years old. The tank was
not physically exposed and inspected for structural
integrity. There was no depression over the tank. The
engineer makes no warranty regarding the future life of this
tank.
FOUNDATION CLEAN-OUT: The foundation clean-out cap is flush
with the ground level. The new buyer should extend this
pipe above grade next spring. I will ask the agent to
notify the buyer of this requirement. It should be a simple
fix, taking about 15 minutes, and costing no more than
$20.00 for materials.
