The drainfield is in a state of failure and needs to be upgraded. We are proposing to install a new 1500 gallon STEP tank and new deep trench type drainfield. The existing tank is approximately 10'+ below grade. The contractor is to expose the existing sewer line at the foundation cleanout and run a new 4" PVC-D3034 sewer line from the FCO to the proposed tank at a higher elevation so that maximum tank burial depths set forth by the manufacturer will not be exceeded. Two testholes were excavated on the property and the drainfield is designed within its 30 foot radius. Comments regarding the design are summarized as follows: 1. SOILS: See the attached 2002 soil log which show the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: As can be seen on the attached topography drawing, the average topography around the proposed drainfield is less than 25%. N I AL PROTECTION 4Qar~ i(£CEIVED SUBJECT: ENGINEERING ON ONSITE WASTEWATER SYSTEM FOR LOT 5, BLOCK 2, SPING HILLS SUBDIVISION Dear John: We are in receipt of your letter dated November 2, 1990 regarding the lift station and the septic tank for the referenced property. This letter is intended to clarify the construction and engineering related to the subject matter and clarify our position. The lift station installed at this location was a 500 gallon Anchorage Tank lift station with a culvert extension up to ground surface just as originally submitted. This lift station meets standard Municipal criteria. The lift station itself is buried such that a 9 ft. culvert extension was used to bring the access up to the surface. The alarm and other controls installed are also of the approved variety and are in the garage area. In reference to the septic tank, the tank is in fact performing the function of supporting the soil load on it as it is not now nor was it then crushed. This is most likely due to the fact that the allowable loads which you have cited are based on a factor or safety of 2 plus. This means in actuality that the tank could withstand a loading of up to 13 easily without failure. However, we did nothing at this site to create the situation and merely verified that the tank was in good condition. We are unaware that, at the time of this installation (1983), septic tanks were reqttired to be buried with only 6.4 ft. of cover. Nor are we aware that any such mention of this occured prior to our HAA approval in 1989. In that sense, we are unsure what you wish us to do. There is no way that we were responsible for installing the tank this deep as it was already like that when we did our upgrade and we did nothing to alter the cover depth. Our approval of this HAA took place in August 1989 and at that time, the sewer system met all standards which we were aware Mr. John smith November 7, 1990 Page Two of. There is no correspondesnce in our files that 'the septic tank had to be verified to be no more than 6.4 ft. deep and so we approved it based on the fact that the tank was still in good condition on the time of inspection. Now that we know there is a requirement to be less than 6.4 deep, we can implement such approval conditions on future HAA's, but there is nothing we can do about the situation at this point. We trust the information contained herein explains what took place on this property and resolves any remaining questions you may have regarding the construction. PO Box 230608 Anchorage, Alaska 99523-0608 Subject: Lot 5 Block 2 Spring Hill Estates Subdivision, PID #015-051-66 Lift Station Installation Dear Mr. Corwin: Since May 20, 1986, the wastewa~er ordinance has require that lift stations be approved by the department. AMC 15.65.095B, which was in effect at the time, reads as follows: "when a lift station is required, the system must be designed by an engineer and have the approval of the department. A design bearing the original signature and stamp of an engineer must be submitted to the department for approval before a permit will be issued. The design must meet the standards of this chapter." On August 1, 1989, you submitted an "as-built" drawing for an upgrade of the on-site wastewater disposal system on Lot 5 Block 2 Spring Hill Estates Subdivision. During a recent site inspection by this office, it was observed that the lift station does not appear to be one of the approved designs. To ensure the accuracy of the as-built records, please provide this office with /be engineering data, design drawings, and specifications which were used for the fabrication and installation of ~he lift station. The maximum allowed burial depth of a 1,250 gallon 12 gauge steel tank is 6.4 feet. It is assumed that this condition existed at the time you made the final upgrade inspection and submitted the as-built drawing on August 1, 1989.
