Box 19-6650 Anchorage, AK 99519 Dem' Sh's: The purpose of this letter is to provide the required design nm-rative in support of our application for a permit to upgrade the wastewater disposal facilities on Lots 29 & 30, Block B, Sunset Hills S/D, located at 14211 Sunview Drive. Soils logs, peru test results, a site plan, design di'awings and specifications are enclosed for your review. Tile proposed system will be constructed between test holes #1 & gl2. As can be seen from the soil logs, the native material between 3' and 6.5' is a slightly silty gravel and sand, both having a measm'ed perc rate of less than 1 minute per inch. This requh'es the installation of 2' of filter sand to prevent the septic tank effluent from percolating too fast into the underlying saturated material. Using the soil application rate of 0.7 gpd/sq, ft. specified in the wastewater ordinance for filter sand, a 3 bedroom residence would requh'e a total absorption m'ea of 643 squm'e feet. Although the house is presently rated for only 2 bedrooms, the proposed design has a 1250 gallon STEP tm~k and a total absorption area of 645 squm'e feet. In addition to this being a conservative design, it will also allow fol' fumm conversion of the residence to 3 bedrooms, if the well is relocated to free up additional area for a replacement system. The topography of the lot is generally level. Tlie highest water table encountered during groundwater monitoring in the height of breakup was 6.5' below ground level. The proposed design has the bottom of the sewer gravel at 2.0' below ground level. The proposed project will have no impact on present or futm'~ water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface trod subsurface, or on ch'ainage. It is recognized that the soil absorption system on Lot 5 encroaches slightly on the well serving this residence, and that either a waiver will be required or the well will have to be relocated prior to issuance of a HAA certificate for this residence. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. Al/construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requh'ements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessm3, utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to U'ees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, tis well as placement of topsoil and reseeding all areas disturbed by tile construction. 2.0 STEP Tank: 2.1 The existing septic tank and seepage pit are to be abandoned by cutting out or otherwise removing theh' tops, thoroughly pumping out all septage, and then backfilling with clean soil. 2.2 The new septic tank shall be a 1250 gallon Muaicipally approved STEP tank with two compartments. The tank shail be set level on undisturbed soil no closer than 100 feet from the well or 5 feet from the property line. The fn'st compartment shall be equipped with a watertight manhole cover and a 4" cleanout. The second compartment shall also have a 4" cleanout plus an insulated manhole riser allowing access to the lift station for servicing. If the ttmk is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulatiou. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot. A cleanout shall be installed within 5 feet of the building foundation. 2.4 The lift station shall be installed in the secoud compartment of the STEP tank and shall be an "Orenco" system as supplied by Anchorage Tank, or another Municipally approved package system. 2.5 'rhe contractor shall be responsible to obtain the uecessary Mnnicipal elecu'ic permit and inspection, aud to provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 2.6 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and . their proper operations shall be verified by the contractor. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating the proposed bed area to a depth of 4 feet below the original ground surface. The bottom of the excavatiou shall be level. 3.2 A total of 2' of coarse clean pit run filter sand shall be placed in the bottom of the excavation to create a new level surface 2 feet below the original ground level. Sand for selwing as filter material shall comply with Municipal specifications. 3.3 A total of 0.75 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level in the gravel such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. Sewer gravel shall be 0.5" ~ 2.5" screened gravel, with less than 3% passing the ~,00 sieve. 3.4 Monitor tubes shall be of 4" diameter and installed in the locations shown on the design ch'awings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the enth'e top surface of the sewer gravel. 2" thick rigid, burial type insulation is to be placed over the filter fabric prior to backfill with a minimum of 2 feet of soil cover. 3.6 The top surface of the cover material shall be raised approximately 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shail be no steeper than 3:1. 3.7 The property owner shall be responsible for ensuring that all lawn m'eas disturbed by the construction are covered with 4 inches of topsoil and seeded with an approved grass seed to promote rapid revegetation. 4.0 Inspections: 4.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the conu'actor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and confreres with the soil test information, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the STEP tank, but prior to placement of the f'flter fabric and insulation, and (5) after final backfill and grading is complete. The STEP tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. The following table represents the depth of the liquid in the tank. The tank was determined to be 5.0 feet deep (bottom of tank to bottom of vent) with an initial depth of 4.35 feet in the tank. Since the addition of 100 gallons only raised the liquid level[ only 0.05 feet, the tank was assumed to be full or at the outlet level. The meter ]]ad previously been calibrated and approved| for installation by the utility company. The septic tank had not been puraped prior to the percolation test. Since the house concerned was occupied, it can be assumed that the leach field in question was at its normal degree of saturation. To further insure normal saturation and to fill ally possible storage in the system, 100 gallons of water was added to the tank before beginning the 4-hour percolation test. Municipality of Anchorage April 16, 1976 - Page 2 - If it is assumed that this two-bedroon house with full basement will house five people, the average daily load on the disposal system can be expected to be 375 gallons per day. The maximum hourly load on the System then would be about 0.8 gallons per minute (gpm). Since the existing disposal system accepted more than 1.0 gpm with no change in level in the tank, I would conclude that the system is presently performing in a satisfactory manner for a private residence. During the progress of the test, the well and septic tank vent were located in relation to the residence. The distance from the well to the tank vent is approximately 51 feet, as shown on the attached sketch. The leach field would appear to be to the north and/or west as the terrain slopes gently in this direction. If you have any questions concerning this test, please do not hesitate to call.
