However, a portion of the field is located on the adjacent Lot 3A-2 and the property owner has now requested that we obtain a permit to upgrade the septic field to resolve this encroachment. We propose to decommission the field portion on Lot 3A-2, install a silt plug at property line and augment / connect with the remaining septic field by installing one deep trench as shown on the attached design to serve the 4-bedroom residence. We respectfully request a field to lot line waiver of 0 with this upgrade. The corner lot location of the existing field and proposed field augmentation will not impact the development of the adjacent lot and the waiver is justifiable. The design is based on the recent test hole conducted on September 15, 2020. No groundwater was observed at test hole excavation, but was found at 18.5 & 19.1 during monitoring. Groundwater levels will be verified prior to construction. The slopes are moderate at 5-10% at the proposed upgrade location. The lot and area are served by private and public water. A site plan and specifications are enclosed for your review. The existing septic tank was installed in 1972 and has rusted to the verge of collapse. As illustrated on the site plan, the new tank will be installed at a location greater than 100 feet from the existing private well on lot 3A-1 and will tie into the existing soil absorption trench which was installed in 1981. It should be noted that a portion of this existing trench is on Lot 3A-2 which is owned by the same owner, and the far end of the trench is approximately 89 feet from a private well on Lot 6, Block 4. The present condition of the existing trench is unknown, but the owners are aware that prior to sale of their residence an adequacy test of the absorption system will be necessary. If the system passes an adequacy test at that time, it will also be necessary to either obtain a waiver or to relocate the absorption system, and also resolve any issues pertaining to the location of a portion of the trench on Lot 3A-2. The purpose of the requested permit is solely to allow replacement of a failing septic tank. The topography of the lot in the area of proposed construction slopes down towards the northeast at approximately 15%. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space -surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 Unless agreed otherwise, the contractor shall be responsible for any tree clearing and grubbing necessary to complete the project. 1.5 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.6 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 1250 -gallon, 2 compartment septic tank shall be Municipally approved and rated for a burial depth in excess of 10 -feet. The tank shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A double cleanout shall be installed within 5 feet downstream of the septic tank and a second double cleanout shall be installed upstream of the tank at a point near to where it is connected in to the existing waste line from the house. 3.0 Inspections: 3.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set and connected into the waste line, but prior to backfill, and (3) after rough backfill and grading is complete. 3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Just a note to send along an invoice from Stack Steel indicating that the tank put into the ground at the above noted home was indeed a 1250 gallon tank (as the homeowner recalled) vs. the 1000 gallon tank noted on your records. As you'll note from the invoice the tank # is the same as on Inspection Report (#166679). I called Tobben S. and he said that that should be enough evidence to change the records .... as there are lots of variables in trying to measure tank capacity from a pump truck float mater. Anyway, wanted you to have this for your records .... and we would~ike to get approval for a 3 Bedroom home as that is all that the absorbtion-~ could handle apparently without some additional modification.
