This investi- gation was performed in accordance with your request of January 21, 1977 and those procedures outlined in a letter Sated July 15, 1975, by ~. Rolf Strickland of the Municipality of Anchorage Departn~ent of Environ- mental Quality. A single test hole was drilled at a location specified by Mr. Vega, within the subject site area, for the purpose of defining general subsur-. face soil conditions for the proposed sanitary system. Drilling was accomplished with an auger type drilling rig and the test hole was extended to a total depth of 20 feet below ground surface. The location and final log of the test hole have been included in Drawing A-01. Groundwater was not encountered in the test hole while drilling. A percolation test was performed at the depths indicated and reflects average infiltration from that depth to the bottom of the hole. Field data from the percolation test is shown in Table 1. The measured infil- tration rate was approximately three ~&nutes/inch. We appreciate being ~iven this opportunity to be of service to you. OF I.I~ALTH & F-NVIRONMENI'AL ?,qOTECHON JUL d; 1980 Re: Thompson Residence, Lot 14, Block 4; Sunset Hills West Subdivision Report of Site Inspection and proposal For Additional Services Gentlemen: As per your authorization, Mr. Ronald Black, of R&M Consultants, Inc. performed a site inspection of a septic system located on the subject lot. The purpose of this inspection was to become acquainted with the project and was not a detailed inspection of the facilities. Our findings and obser- vations were presented verbally to Mr. Walsh of your firm on June 26, 1980. R&M Consultants, Inc. is not independent from the project, having per- formed the original percolation test. A review of the boring log from that test indicates that groundwater was not encountered aL the site during the time of drilling. It is our understanding that the two septic tanks on the property are flooding and require frequent pumping to maintain operational use. We did discuss this with Mrs. 'Thompson who offered 'to present receipts for pumping out the system. We also reviewed a letter' from Mr. Tobin Spurkland P.E. who performed an adequacy test for septic systems located on-site. This letter indicates marginal operational characteristics of the system at the time the adequacy test was performed. It is our understanding that adequacy tests were performed separately on each of the two on-site systems. At this time, we cannot predict what influence the close proximity of the two systems have on one another but there is a possibility that 'the drainage fields overlap causing overloading of the soils in this area. A third septic system on an adjoining lot is also located nearby and could be impacting operational characteristics of the system serving the Thompson residence. This third system is quite new and may be a replacement for another system. Per Mr. Walsh's suggestion we are proposing to perform additional studies as discribed herein. We suggest that the payment 'for services performed be on a Time and Materials basis, in accordance with the attached fee schedule. It is our understanding that groundwater studies have been requested by the Municipality to determine the elevation and fluctuation of groundwater levels. It is also our understanding that your firm represents the Munici- pality of Anchorage in this action and that the technical staff of the Munici- pality will be availabe if needed. Our involvement is this project would be to drill and develop two observation wells with a depth not to exceed 20 feet and to obtain water samples suitable for laboratory testing. We also propose to supply staff to observe and record the change in water levels. We propose that Scott Wetzl Services, Inc. obtain permission to install ob- servation wells on the Thompson's property, and assume liability for all property damage that could not be prevented from a reasonably conducted drilling operation. City staff would review and comment on technical data obtained from water samples as well as give guidance on the technical pro- gress o'f the investigation. If you have any further questions, please call this office at 264-4720. Because the sewer system on this property was less than four(4) years old, this department would not have asked for an adequacy test; but at the request of the buyer, one was performed. After talking with Mr. Sprukland, the engineer who performed the adequacy test, he assured me that the system was functioning properly with the exception of possible problems in March and April during spring break up. According to the engineer's report, the sewer system can absorb well over the 750 gallons per day that is required. After talking with the buyer, they seemed satis~fied and so did I, that the system may only need to be pumped after heavy use during break up. I hope the above has been of some help to you. Attenti Ed RECEIVED Subjec~14, Block 4 'unset Hills Subdiv:Lsio Dear Mr. Welsh, '---'-' In response to your request, we perfo~ed hydraulic testing of the black water system on the referenced property on December 8,9, & 10, 1980 with check readings on December 11 and 20, 1980. Ou~ data indicates that the system accepted 550 gallons per day on the final day of testing after accepting two previous surge loads of 750 gallons per day. The static level in the crib appears to be 7'10" below the clean out which the data indicates is 5" be- low the drain field invert (based on December 8 and 20 observations). This. absorption rate is slightly higher t~an the absorption rate reported by Mr. Spurkland for the black water (sanitary) system on May 7, 1980, however our test may have.utilized more of the drain field port:ion of the system. Our field data is attached to this letter. Mr. Pratt's letter of 10/25/76 re~arding the distribution of grey and black water to the system indicates that the black water system does not include laundry or dishwasher waters. Ass~ing two persons per bedroom generating a total of 75 gallons of waste water per person per day for five bedrooms, a total design capacity of 750 gallons per day (gpd) would be required. Subtracting 5 gallons per person per day for the dishwasher and 15 gallon~ per person per day for laundry, in accordance with the ,Manual of Septic Tank Practice" page 44, a capacity of 550 gallons per day could be ass~ed to be required on the black water system. Our results indicate that the black water system is probably .marginally capable of accepting the maximum design hydraulic loading which could be expected of it. The hydraulic capacity of this system Will be subject to continuing reduction as organic materials clog the voids in the soil matrix, however this is common with sePtic systems. As previously noted, the drain field appears to be constructed of corrugated plastic tubing drain tile and no sump was observed at the end of the field. The system appears to be presently handling the demands of · the Thompsons. Based on the 1500 gallon capacity of the tank and six days between pumpings in August, and assuming the crib was partially functional, say 500 gallons, last August's use may have been 300 gpd to 350 gpd. We know of no failures subsequent to the remedial work we performed in August, 1980. It is possible, however that spring run off, perched on the seasonal frost, may flood the system this spring. It is my opinion that the data indicates that the black water absorption system is marginally adequate to accept the maximum design loading, however the system may be adversely affected by spring melt and will be sensitive to the natural clogging of this absorption system as a function of time.
