Septic System Design
Dear On-Site Services Engineer:
The existing septic tank on Lot 1, Sunny Valley Subdivision has outlived its useful life and must
be replaced prior to the issuance of a COSA. We are submitting this permit application for the
replacement of the septic tank. The attached site plan identifies the locationof the home as well as
the existing well and existing and proposed septic tank site.The new tank will be placed outside
the 100' protective radius of the well on the lot. No conflicts exist between this proposed system
and any other well or septic system, whether on this lot or adjacent lots.
Wells on this and adjacent lots are shown. The new septic tank will be a minimum of 100' from
all wells and surface water, and more than 5' away from property lines.
Please referto the attached plan sheet forthe septic design. If this design is followed,there will be
no adverse impacts to adjacent properties.

Septic System Design
Dear On-Site Services Engineer:
The existing septic tank on Lot 1, Sunny Valley Subdivision is located 58' from the existing well
on the lot. The tank and well were originally constructed in 1976 and have been in constant
operation since that time. A recent water sample taken from the well and water system revealed
no nitrate concentration in the water and no presence of coliform. The well is obviously not
contaminated from any source.
The septic tank is now more than 40 years old and must be replaced. Very little area is available
on the lot due to steep slopes and the location of the well. We are proposing to remove a section
of driveway and place the new septic tank 75' from the existing well. A waiver is therefore
required to allow the tank to be constructed less than 100' from the well. The existing absorption
trench also appears to be less than 100' from the well. The exact location of the absorption
trench will be determined during placement of the new septic tank and, if found less than 100'
from the well a waiver will also be requested.
The proposed septic tank is constructed of high density plastic and will be placed in accordance
with manufacturer's recommendations and Municipality of Anchorage requirements. Plastic
tanks have a documented history of remaining watertight for long periods of time. The tank will
be located down slope from the existing well and any effluent that might surface from the septic
tank would flow away from the well. The surface grade is 5% to 10% away from the well.
Surface effluent contamination of the well is virtually impossible.
Underlying soils on the lot are silty gravels (GM) based on test holes completed in the past. The
well on the lot is 150' deep and the static water level has been measured at 50' below the surface.
The well log indicates bedrock was encountered at 35'. The aquifer is encapsulated in bedrock
with little chance of contamination from surface sources. We are confident based on the long
term performance of the existing septic tank and the water quality from the well that
contamination from the septic tank is not likely.

The existing septic system absorption trench on Lot 1, Sunny Valley Subdivision was originally
constructed in 1976 and has been in constant use since that time. The eastern end of the trench
was constructed 6' from the property line. The lot to the east is undeveloped and currently
owned by the Heritage Land Bank of the Municipality of Anchorage. The terrain is steep and the
likelihood of development is remote.
The location of the absorption trench 6' from the eastern property line will not adversely impact
the property to the east. We request a waiver be issued allowing the absorption trench to remain
in its current location.

with the proposed system configured such that an imaginary 25% slope
originating at 2.5 feet above the absorption field daylights at the existing slope
23 feet horizontal from the absorption field.
2. The required 10 foot separation distance from the absorption field to the property
line is waived to allow for the proposed 5 foot separation distance.
3. The required 10 foot separation distance from the absorption field to an
abandoned absorption field is waived to allow for the proposed 5 foot separation.
This waiver approval applies to the three proposed absorption field separation distances
listed above only. Any future upgrade to the on-site wastewater disposal system will
require all separation distances be met or another approval from this department.

Attached is a cross section of the slope fronting the proposed location for the new
absorption trench. Very little area is available on the lot for an upgrade trench for this
project and it must be placed in close proximity to a steep 50% slope. We have
designed an Advantex Treatment System to be placed and are confident no water will
ever migrate to the slope. The existing failed system has been on site for nearly 30
years and no effluent has ever been noted on the slope. We therefore request the
trench be placed at the location shown.

Dear On Site Services Engineer:
Very little area is available on the subject lot for an upgrade to the existing septic
system. The home site was constructed in 1976 on a flat area on the lot with slopes in
excess of 25% on both sides of the site. The septic system has now failed after over
30 years of service and must be replaced. The well on the lot restricts the area
available for a new septic absorption trench to within 5' of the east property line. In
addition the new trench is only 5' from the existing absorption trench and 15' from the
edge of a slope greater than 25%. Waivers are therefore necessary for proximity to the
lot line, existing absorption trench and extreme slope.
We are proposing to place an Advantex Treatment System on the lot which has proven
to be very effective in the treatment of septic effluent. The new trench will be
constructed much shallower than the existing trench in soil material with more efficient
percolation rates. No water migration is anticipated toward the steep slope as none has
ever been noted from the existing trench during the past 30 years.
The existing absorption trench will be abandoned in place. No development is to the
east of this lot. Placement of the new trench at the location specified will not conflict
with surrounding wells or septic systems. We therefore recommend the waivers be
approved as requested.

Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The existing septic system on Lot 1, Sunny Valley Subdivision has failed and must be
reconstructed as soon as possible to avoid further backups and possible health
problems. We are therefore requesting a permit be issued for a septic system upgrade
to serve the existing three-bedroom home. The available area for the septic system is
extremely limited as the house was constructed on a narrow flat area located on a
steep hill with slopes in excess of 50%. A recent test hole indicated groundwater
elevations at 11' below the surface which further complicates the design of the new
septic system. We have therefore decided to place an Advantex Treatment System on
the lot to provide the most effective treatment of the septic effluent prior to discharge
into the surrounding soil strata. The most suitable location for the new absorption
trench is within the confines of the existing trench. The location of the absorption
system is shown on the attached Site Plan. Drainage patterns are also shown on the
plan and will not be modified as a result of the proposed construction.
The test hole placed on this lot revealed silty dense gravel. The percolation rate in the
materials encountered was between 30 and 60 minutes per inch. Previous percolation
tests completed on the lot revealed rates of 13 and 40 minutes per inch. Groundwater
was found at 13' below the surface during the excavation and stabilized at 11' below the
surface during monitoring. Our design provides for the bottom of the absorption trench
to be as shallow as possible. We are therefore proposing to place a three-bedroom
Advantex Treatment System. The absorption trench will be 23' long x 5' wide x 4'
effective depth. The distribution line in the trench will be placed at 2' below the existing
ground level. Total depth of the trench will be 6' below the surface. 4" of insulation will
be placed atop the distribution line from the lift station and over the new absorption
trench. The tank and trench area will be protected with fencing to insure no traffic can
park or drive on the new system.

The well on the lot limits the area available for the system upgrade. We are therefore
proposing to remove all contaminants from the existing trench and burying the material
at the location shown on the site plan. This area is more than 100' from the well and in
an area at the base of the existing steep slope. Clean material from the excavated area
will be placed at the edge of the steep slope to the south as shown.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

Certificate of On-Site Systems Approval # OSC 191191290
A Certificate of On-Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Lot 1 of Sunny
Valley Subdivision. This inspection revealed an arsenic concentration of
15.8 micrograms per liter (ug/L) for the property's well water sample. The
Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 ug/L for public drinking water systems.
While private wells are not subject to this regulation, EPA standards are
based on existing health information and can therefore be used to gauge the
relative quality of water from private wells. Information on arsenic is
available from the On-Site Water and Wastewater Program website
(www.muni.org/onsite) or at 343-7904.
This advisory must be attached to all copies of the subject Certificate of On-
Site Systems Approval.
