Dear Mr. Goodall:
After receiving Permit #SW060244 from your office yesterday giving approval to
construct on-site septic system upgrades at the referenced parcel, I inspected the
existing 1,250 gallon fiberglass septic tank. The tank was found to be in excellent
condition with little signs of wear. The outlet was in good condition. The tank is
suitable for continued use.
After exposing the septic tank, the property owner reconsidered his position on
pursing a separation distance waiver for the old drainfield. The owner would like
to install a diversion valve at this time to allow future use of the old drainfield.
Doing so now would avoid having to excavate the tank and outlet piping again in
the future to install the valve. The diversion valve would be installed at the
location depicted on the original permit application dated July 27, 2006 and would
be reflected on the as -built documents submitted to your office. I request that
your office issue a separation distance waiver to permit the old drainfield to
operate within the 100 -foot surface water separation distance requirement.
As you noted in your review of the original permit application for the drainfield
upgrade, the old drainfield is approximately 87 feet from an existing creek. I
recommend you grant a waiver to allow this reduced separation on the following
grounds:
The old drainfield predated the surface water, which appears to be a
diverted fork of an unnamed creek. The drainfield is and has operated
continuously for decades at this reduced separation distance with no
known adverse impacts.

• The surface topography between the creek and old drainfield slopes gently
away from the creek, with little to no potential of future cross -
contamination.
• The property owner would like to have continued future use of the old
drainfield to prolong the useful life of the old and upgraded drainfields.
• The property owner would like to have the diversion valve installed now
while the drainpipe between the septic tank and old drainfield is exposed.
This will eliminate additional excavation costs and further disruption to the
property that would be associated with installation of a diversion valve at a
later date.
• I anticipate no negative impacts from the granting of this separation
distance waiver request.

Dear Mr. Goodall:
In response to your review comments of July 31, 2006 and subsequent
conversations with you and Dan Roth of your office on August 1, 2, and 3,1 am
submitting a revised design that supersedes the original design submitted on July
27, 2006. The revised design attached to this letter addresses the following
concerns raised by your office, with my response in italics:
• Ground water. Your office expressed concerns that the level of the ground
water upon which the original design was based may not represent the
seasonally hi5h ground water level. ITmeasured the ground water depth at 12
feet below grade on July 22, 2006. The original design proposed a septic system
depth (single deep trench) of eight feet below grade to maintain a minimum four -
foot separation between bottom of septic s stem and ground water. Time is of the
essence as this septic upgrade replaces ailing drainfield. In the absence of year-
round ground water monitoring to esta lish historical ground water data and in
accordance with your office's policy on the issue, the revised design increases the
ground water level to account for two feet of additional fluctuation in the ground
water elevation. This places the proposed septic system depth (shallow trench) at
six feet below grade.
• Surface water separation distance waiver. The existing drainfield lies
within the 100 -foot minimum separation distance to surface water. The
original design proposed to install a diversion valve to allow future use of
the existing drainfield. Your office stated that a diversion valve cannot be
utilitized unless a separation distance waiver is obtained and the associated
fee paid. The revised design specifies that the existing drainfield is to be
abandoned in place. The existing drainfield will be physically disconnected from
the drainpipe.
• Septic tank integr4. Your office expressed concerns that the existing 30 -
year old septic tank may be in poor condition. 1 will inspect the tank during
construction to verify its condition. If necessary, the tank will be replaced during
construction with a new tank supplied by one 'the manufacturers listed on your
"Approved List of Tank Manufacturers — 2003.

Potential need for additional "-18;- test. Your office expressed
concerns that the redesigned system might require an additional soil
percolation test. The revised design is contained entirely within a 30 -foot radius
of Test Hole No. 1, therefore no additional percolation test is needed.
The revised designpproposes to construct a continuous double "5 -wide" shallow
trench type drainfield with flow splitter tee, i.e. all horizontal piping downstream
of the flow splitter tee is perforated. The trench layout is in a "J" shape to
minimize impacts to existing high-value mature vegetation. The flow splitter tee
intersects the system at the midpoint of the continuous trench to help ensure that
the effluent is equally distributed to all points in the drainfield.
The site has multiple constraints: property line, driveway, house, surface water
setback, and landscaping. Therefore, I request that your office grant a disposal
field -to -property line waiver. The attached design calls for five-foot separation
from edge of the disposal field to the property line. I request that the waiver be
granted for as little as two feet of separation to property line to allow additional
flexibility during construction should the need arise to work around the
aforementioned constraints. The revised design infringes on no other separation
distance requirements.
The revised design utilizes the existing 1,250 -gallon septic tank. Tank integrity
will be verified during construction and replaced if necessary. The existing
drainfield will be abandoned in place. Other design elements remain unchanged
from the original submittal dated July 27, 2006. I do not anticipate any negative
impacts to adjacent lots resulting from implementation of the revised design.
