The property already has two dwellings (single-family) on it, as well as other structures. The existing dwellings are 2 mobile homes and one of these mobile homes is to be removed per the owner as part of his requirement for his land use permit. The mobile home that is to remain in use has its own private well and septic system. We are proposing that a new single-compartment 1060 gallon Infiltrator plastic tank followed by a 540 gallon Infiltrator plastic pump tank and bed type drainfield (with 2 foot moa sand filter) be installed. Two test holes have been excavated in the area for the proposed upgrade and the drainfields have been designed around the 30 foot radii of these test holes. Comments regarding the design are summarized as follows: 1. SOILS AND WAIVER REQUEST TO ALLOW DRAINFIELD OVER TEST HOLES: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. As can be seen on the design, the drainfield is proposed to be placed over the test holes. The test holes were excavated in October of 2017 and have been left undisturbed with no indication of settling. The test holes were backfilled with the native gravelly soils. Based on the fact that this design requires a 2 foot MOA approved sand filter, it is our opinion that there is minimal risk with granting this waiver. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: No surface waters were observed within 100 feet of the proposed septic system. 4. TOPOGRAPHY AND WAIVER TO ALLOW FOR 2:1 SLOPES ON MOUND: Attached is the MOA contour map of the area. As can be seen on this contour map, there does not appear to be any slope concerns with the proposed upgrade. We have also provided general slope information on the attached design drawing. The proposed mounded bed is to be installed on a generally flat area. We are requesting a Right-of-Way (ROW) general permit from the MOA Right-of-Way Department to allow the installation of the new septic system to encroach upon 3701 East Tudor Road,Suite 101 `Anchorage,Alaska 99507-1259 Phone: (907)337-6179*Fax: (907)338-3246*Website: www.garnessengineering.com Page 2 of 2 the 50 foot ROW reserve easement. In order to minimize the impact area of the septic system, we are requesting that 2:1 slopes be allowed for this installation. As can be seen on the detail drawing, a note has been placed on the drawing which states that the entire mound will have 6" of topsoil and will be hydro-seeded. This will insure the mound is capped with soils that won't erode and should prevent effluent from surfacing out the sidewalls of the mound. Based upon these justifications, there should be minimal risk with granting this waiver. 5. RIGHT-OF-WAY GENERAL (ENCROACHMENT) PERMIT: We have discussed this project with Lynn McGee with the MOA Right-of-Way Department prior to the submittal and he said his department would be open to allowing 20 feet of the 50 foot ROW reserve to be used to install the new septic system. We have had the owner/contractor complete a General Permit application from the ROW Department and we are simultaneously submitting the septic design to both your departments. According to Mr. McGee, a general permit would be granted for this project and once the septic system is installed, his department would than issue an encroachment permit to allow the septic system to be there permanently. 6. WELL LOG: Attached is the well log for the property. Per the owner, the well serving the new house on this property was drilled in 1997. The well serving this house was originally drilled by the previous owner of Lot 5 (now Lot 1, J & J S/D) and Lot 6. During the platting process for J & J S/D, the previous owner found the 1997 well to be actually located on Lot 6 and then had a new well drilled to serve the house on Lot 5 (now Lot 1, J & J S/D).
