RE: Township 15 North, Range 1 West, Section 5 Lot 118A – Septic System Permit Request
A permit is requested to install a septic system for the subject property. The designed system will serve a
proposed 3-bedroom, single-family home. The subject property is vacant with no existing structure but
has two existing on-site septic systems. The lot was previously occupied by two mobile homes which have
since been removed and accessory structures demolished.
Wells
The subject property does have an existing water well. Neighboring parcels are served by private water
wells. The homeowner intends to maintain the existing water well. There are no wells within 100’ of the
designed system septic system. A thorough inspection was made within 100’ and the proposed septic field
and no water wells were found to be located within the 100’ separation distance.
Soils
AK Built Construction & Design, LLC (AK Built) performed test holes, a percolation test, and groundwater
monitoring on July 28th and August 4th, 2024. Groundwater was encountered in TH-01 at seven (7) feet
below ground surface (BGS) and was observed at least seven (7) days later at six and seven-tenth (6.7)
feet BGS. TH-02 encountered groundwater at eight (8) feet BGS and observed at least seven (7) days later
at seven and two-tenths (7.2) feet BGS. The percolation rate in TH-01 was faster than one (1) minute per
inch. An application rate of 0.7 gallons/day/square feet shall be used for a conventional wastewater
system.
Wastewater disposal systems
The designed wastewater disposal system is a mounded bed system with 6” of sewer rock below the pipe
invert and a 24” sand filter. The designed system has the following characteristics.

Replacement disposal site
The subject property has had previous on-site septic systems, but the historical systems are not adequate
to serve as a replacement site. A new replacement site has been designed for this property that meets
the requirements and soils investigation at the time of this application. A reserve field of equal capacity is
shown in the plans. The replacement system is identical to the proposed septic system in the plans. A test
hole does not currently exist within 30 feet of the reserve field but based on the uniformity of test holes
TH-01, TH-02, and soil data from neighboring parcels, it is assumed the soil characteristics will not vary in
a significant manner. The replacement system is a mounded bed system with sand filter. Coordinate field
design with any future developments not known at this time.

Existing disposal site
The subject property has two existing on-site septic systems. Historical records indicate each system is
comprised of a 1,000-gallon steel septic tank and a 14-foot wide by 28-foot long bed system with six (6)
inches of sewer rock over and under the distribution laterals. Exploratory excavation was performed
under the footprint of the proposed septic field where the proposed field overlaps the existing field. The
existing system was confirmed to be five (5) feet of soil cover over at least one (1) foot of septic rock. The
proposed septic system will have a vertical separation from the existing field of two and three-tenths (2.3)
feet from the bottom of proposed filter sand to the top of existing sewer rock. This application includes a
waiver request for disposal field to disposal field separation distance. The request is for zero (0) feet of
separation as the proposed disposal field will be constructed above a portion of the existing disposal field.
The sand filter will provide treatment of the effluent from the proposed system. The existing septic tanks
will be decommissioned in accordance with Uniform Plumbing Code and the existing septic fields will be
abandoned in place.
Drainage
There is no surface water located within 100’ of the designed system.
Topography
The designed system is in the east half of the subject property. The surrounding property generally slopes
from southeast to northwest and the area immediately surrounding the drain field is flat. There are no
steep slopes in the vicinity of the designed system.

Thank you for reaching out to us with your questions. This powerline looks to be under the BLM A021429 Grant
being 20 ft in width. In 1983 there was a Work Order opened to relocate a portion of the line, installing pole BR18-
9A and BR18-9A-1, under easement Book 1001 Page 0063.1 have attached two other blanket easements, that have
not been recorded for the service line to the house, to this email for your records. Our standard width for overhead
is 30 feet and underground is 20 feet. If the you would like to relocate the line today, you can open a work order on
our website for a service modification/relocation at this link Service Modification (mea.coopj. If your contractor
for septic is designing the system to encroach the easement/powerlines they can request a Letter of Non -
Objection from MEA for the installation. We will process it through Right of Way and Operations department, doing
a site visit, and if agreeable then issuing a recordable letter of non -objection to run with the property. This can take
2-3 weeks to process based on availability of staff. Please let me know if there is anything else I can help you with.

2. DESIGNED SYSTEM WILL SERVE A PROPOSED 3-BEDROOM, SINGLE FAMILY HOME.
3. TWO TEST HOLES WERE EXCAVATED TO COLLECT SOIL, PERCOLATION, AND GROUND WATER DATA FOR
THE DESIGNED SYSTEM.
4. SEPTIC TANK CAPACITY IS A MINIMUM OF 1,000-GALLONS PLUS 250-GALLONS FOR EACH BEDROOM OVER
THREE.
4.1. 1,000 GAL+ 250 GAL x (3 BDRM - 3 BDRM) = 1,000 GAL.
4.2. SEPTIC TANK SHALL BE A 1,000-GALLON CAPACITY TANK. A STEP TANK SHALL HAVE AN ADDITIONAL
250-GALLON OF CAPACITY.
5. DISPOSAL FIELDS SHALL BE DESIGNED TO ACCEPT 150-GALLONS OF WASTEWATER PER BEDROOM PER
DAY.
5.1. DESIGN FLOW = 150 GPD/BDRM x 3 BDRM = 450 GPD.
6. THE MINIMUM EFFECTIVE ABSORPTION AREA OF A DISPOSAL FIELD SHALL BE CALCULATED USING THE
WASTEWATER APPLICATION RATE CORRESPONDING TO THE PERCOLATION RATE IN ANCHORAGE
MUNICIPAL CODE (AMC) 15.65 TABLE 2.
6.1. PERCOLATION RATE = <1 MIN/IN.
6.2. APPLICATION RATE = 0.7 GPD/SF (PER AMC 15.65 TABLE 2) FOR A BED SYSTEM OVER FILTER SAND.

MATERIALS SPECIFICATIONS:
1. WASTEWATER DISPOSAL SYSTEM COMPONENTS AND MATERIALS SHALL BE APPROVED BY THE MOA IN
ACCORDANCE WITH THE CURRENT EDITION OF MOA'S PUBLICATION "STANDARDS AND SPECIFICATIONS
FOR COMPONENT PARTS AND MATERIALS USED IN CONSTRUCTION OF ON-SITE WASTEWATER DISPOSAL
SYSTEMS".
2. COMPONENTS INCIDENTAL TO THE SEPTIC SYSTEM INCLUDING BUT NOT LIMITED TO PIPING, FITTINGS,
PUMPS AND VALVES THAT ARE LISTED OR LABELED BY A MOA APPROVED ACCREDITED THIRD PARTY
LISTING AGENCY FOR THE INTENDED USE DO NOT REQUIRE THE MOA SUBMITTAL/APPROVAL PROCESS.
3. SEPTIC TANKS SHALL BE CONSTRUCTED FROM DURABLE, CORROSION-RESISTANT MATERIALS, INCLUDING
CONCRETE, FIBERGLASS, OR PLASTIC. SEPTIC TANKS CONSTRUCTED FROM STEEL SHALL BE COATED ON
BOTH THE INTERIOR AND EXTERIOR WITH AN APPROVED POLYURETHANE LINING OR SUPERIOR MATERIAL.
4. ALL SEPTIC TANKS SHALL BE FITTED WITH WATERTIGHT COUPLINGS, APPROVED BY MOA, AT THE
PUMP-OUT ATTACHMENTS AND ON THE INLET AND OUTLET OF THE TANK.
5. A SEPTIC TANK SHALL HAVE A 20" MINIMUM DIAMETER MANWAY RISER SERVING THE FIRST
COMPARTMENT. THE RISER, INCLUDING THE COVER, SHALL BE INSULATED WITH 4" MINIMUM INSULATION
EXTENDING 48" BELOW GRADE OR TO THE TANK INSULATION. THE INSULATION SHALL BE OF AN APPROVED
TYPE SUITABLE FOR BELOW GRADE APPLICATIONS. EXPOSED INSULATION ABOVE GRADE SHALL BE
PROTECTED FROM UV DAMAGE. THE RISER LID SHALL BE SECURED TO PREVENT UNINTENDED ACCESS.
6. PIPE AND FITTINGS SHALL BE IN ACCORDANCE WITH NOTE 1 AND "PIPE AND FITTINGS MATERIAL" TABLE.
7. PIPES USED IN GRAVITY DISPOSAL SYSTEMS SHALL BE 4" IN DIAMETER.
8. CLEAN OUTS SHALL BE LONG SWEEP.
9. SEWER ROCK/DRAIN ROCK SHALL BE COARSE, WASHED AGGREGATED THAT MEASURES 12" TO 2" IN
DIAMETER WITH NO MORE THAN 1% PASSING THE No. 200 SIEVE.
10. BEDDING MATERIAL FOR SEPTIC TANKS SHALL BE PER MANUFACTURER'S REQUIREMENTS.
11. FILTER FABRIC USED AS A SILT BARRIER IN THE CONSTRUCTION OF ABSORPTION FIELDS SHALL BE A
PERMEABLE GEOTEXTILE APPROVED FOR THE APPLICATION.
12. INSULATION USED IN THE CONSTRUCTION OF SEPTIC SYSTEMS FOR THE PURPOSES OF FREEZE
PROTECTION OF DISPOSAL FIELDS AND SEPTIC SYSTEM COMPONENTS SHALL BE MINIMUM TYPE IV
EXTRUDED OR EXPANDED POLYSTYRENE, 25 PSI COMPRESSIVE STRENGTH.

CONSTRUCTION SPECIFICATIONS:
1. SEPARATION DISTANCES AS IDENTIFIED IN THE "SEPARATION DISTANCES" TABLE SHALL BE MAINTAINED.
NOTIFY THE ENGINEER OF DISCOVERIES MADE DURING CONSTRUCTION THAT IMPACT SEPARATION
DISTANCE REQUIREMENTS.
2. FLAG AND SURVEY ALL PROPERTY LINES, WELL RADII, AND EXISTING FIELD SEPARATIONS PRIOR TO START
OF CONSTRUCTION.
3. LAYOUT ALL FIELD COMPONENTS AND LOCATIONS PRIOR TO START OF CONSTRUCTION. NOTIFY THE
ENGINEER IF CONFLICTS EXIST.
4. GROUNDWATER MONITOR TUBES SHALL REMAIN IN PLACE UNTIL CONSTRUCTION BEGINS. ABANDON
GROUNDWATER MONITOR TUBES BY CUTTING ONE FOOT BELOW GRADE AND ABANDON IN PLACE. IF THE
GROUNDWATER MONITOR TUBE IS WITHIN FIVE FEET OF THE DISPOSAL FIELD, REMOVE THE
GROUNDWATER MONITOR TUBE IN IT'S ENTIRETY.
5. TANKS WITH TWO TO FOUR FEET OF COVER SHALL BE INSULATED WITH A MINIMUM OF 2" OF APPROVED
INSULATION PLACED IMMEDIATELY ABOVE THE TOP OF THE TANK. TANKS SHALL NOT HAVE LESS THAN
TWO FEET OF COVER.
6. A SEPTIC TANK SUBJECT TO BUOYANCY FORCES SHALL BE ANCHORED OR BALLASTED AS REQUIRED TO
PREVENT FLOTATION REGARDLESS OF THE LIQUID LEVEL IN THE TANK.
7. A SEPTIC TANK SHALL HAVE A 4" MINIMUM STAND PIPE PROVIDING ACCESS TO OTHER COMPARTMENTS
NOT SERVED BY THE MANWAY RISER.
8. PROVIDE AIR TIGHT CAPS ON ALL CLEAN OUTS AND MONITORING TUBES.
9. PROVIDE A BUILDING CLEAN OUT INSTALLED ONE TO FOUR FEET FROM THE BUILDING FOUNDATION.
10. A DOUBLE CLEAN OUT SHALL BE PROVIDED WITHIN TEN FEET OF THE SEPTIC TANK OUTLET. THE
OPPOSING CLEAN OUTS SHALL BE ORIENTED SUCH THAT THE CLEAN OUT CLOSEST TO THE TANK SHALL
BE TO CLEAN THE LINE AWAY FROM THE SEPTIC TANK, AND THE CLEAN OUT FURTHEST FROM THE TANK
SHALL BE ORIENTED TO ALLOW CLEANING TOWARD THE SEPTIC TANK. THE CLEANOUTS SHALL BE
LOCATED ON UNDISTURBED SOIL. A PRESSURE SYSTEM DOES NOT REQUIRE A DOUBLE CLEAN OUT.
11. SINGLE SEGMENTS OF SUBSURFACE DISPOSAL FIELDS SHALL NOT EXCEED 100 FEET IN LENGTH.
12. THE LONG AXIS OF A DISPOSAL FIELD SHALL FOLLOW THE CONTOURS OF THE ORIGINAL GROUND.
13. THE HORIZONTAL SEPARATION DISTANCE BETWEEN THE CLOSEST EDGES OF WORKING OR
DECOMMISSIONED SUBSURFACE DISPOSAL FIELDS, OR SEGMENTS OF SUBSURFACE DISPOSAL FIELDS,
SHALL BE AT LEAST TWICE THE DEPTH OF THE DRAIN ROCK BELOW THE LEVEL OF THE DRAINPIPE, BUT
NOT LESS THAN SIX FEET.
14. THE BOTTOM OF THE TRENCH SHALL BE LEVEL WITHIN 4". THE BOTTOM OF A WIDE TRENCH OR BED
DISPOSAL FIELD SHALL BE LEVEL WITHIN 2" BEFORE PLACEMENT OF DRAIN ROCK.
15. AFTER EXCAVATION HAS EXPOSED THE DESIGNATED INFILTRATIVE SURFACE, ANY NATIVE SOIL THAT IS
SMEARED SHALL BE SCARIFIED TO IMPROVE ITS POROSITY BEFORE PLACEMENT OF DRAIN ROCK.
16. PERFORATED DISTRIBUTION PIPE USED IN A SUBSURFACE DISPOSAL FIELD SHALL BE LAID LEVEL AND
BEDDED WITH DRAIN ROCK EXTENDING A MINIMUM OF 2" ABOVE THE TOP OF THE DISTRIBUTION PIPE, AND
LEVEL ACROSS THE ENTIRE WIDTH OF THE DRAIN FIELD.
17. NON-PRESSURIZED SUBSURFACE DISPOSAL FIELD PIPING SHALL HAVE A 4" DIAMETER CLEAN OUT
CONNECTED TO BOTH ENDS OF EACH PERFORATED SEGMENT. CLEANOUTS WITHIN 20 FEET AND IN LINE
WITH THE DOUBLE CLEAN OUT DOWNSTREAM OF THE SEPTIC TANK MAY BE OMITTED.
18. AT LEAST ONE 4" DIAMETER MONITORING TUBE SHALL BE INSTALLED IN EACH SEPARATE DISPOSAL FIELD
SEGMENT TO ALLOW MEASUREMENT OF THE FLUID LEVEL IN THE DISPOSAL FIELD. MONITOR TUBES SHALL
NOT BE CONNECTED TO THE DISTRIBUTION PIPE NETWORK. THE PORTION OF A MONITOR TUBE
EXTENDING DOWN FROM THE LEVEL OF THE HORIZONTAL DISTRIBUTION PIPES TO THE BOTTOM OF THE
DRAIN ROCK SHALL BE PERFORATED. THE PORTION OF THE MONITOR TUBE ABOVE THE HORIZONTAL
DISTRIBUTION PIPES SHALL BE NON-PERFORATED. MONITOR TUBES SHALL BE LOCATED AT ALL ANGLE
POINTS OF DISPOSAL FIELDS TO MARK THE LOCATION OF THE ABSORPTIONS SYSTEM. PRESSURIZED
TRENCH DISPOSAL FIELDS THAT DO NOT HAVE CLEAN OUT PIPES SHALL HAVE A MONITOR TUBE WITHIN
ONE FOOT OF EACH END OF INDIVIDUAL TRENCH SEGMENTS. PRESSURIZED BED DISPOSAL FIELDS THAT
DO NOT HAVE CLEAN OUT PIPES SHALL HAVE A MONITORING TUBE WITHIN ONE FOOT OF EACH CORNER
OF THE BED.
19. AN APPROVED PERMEABLE GEOTEXTILE SILT BARRIER SHALL BE INSTALLED COVERING THE ENTIRE TOP
SURFACE OF THE DRAIN ROCK PRIOR TO BACKFILL.
20. THE DISPOSAL FIELD COVER SHALL BE A MINIMUM OF TWO FEET DEEP, OVER THE TOP OF THE DRAIN
ROCK. IF THE DISPOSAL FIELD COVER IS LESS THAN THREE FEET, THE DISPOSAL FIELD SHALL BE
INSULATED WITH 2" OF APPROVED RIGID BOARD INSULATION. MINIMUM SOIL COVER OVER THE INSULATION
SHALL BE ONE FOOT.
21. THE FINISH GRADE OVER A SUBSURFACE DISPOSAL FIELD SHALL BE MOUNDED A MINIMUM OF 6" ABOVE
ADJACENT GROUND TO PREVENT THE FORMATION OF A DEPRESSION AFTER THE BACKFILL HAS SETTLED.
22. UPON COMPLETION OF CONSTRUCTION ALL CLEAN OUTS AND MONITOR TUBES SHALL BE ABOVE FINAL

DESIGN REQUIREMENTS.
3.2. VERIFY SITE CONDITIONS CONFORM TO THE DESIGN PLANS AND PERMIT.
3.3. VERIFY THE PROJECT LAYOUT CONFORMS TO THE DESIGN PLANS AND PERMIT.
4. THE ENGINEER SHALL PERFORM A BOTTOM OF HOLES INSPECTION FOR THE SEPTIC
TANK AND DISPOSAL FIELD.
5. THE DISPOSAL FIELD REQUIRES THE FOLLOWING INSPECTIONS,
5.1. AFTER EXCAVATION OF ALL NATIVE MATERIAL HAS BEEN COMPLETED, BUT PRIOR
TO PLACEMENT OF FILTER SAND AND/OR DRAIN ROCK. THE PURPOSE OF THIS
INSPECTION IS TO ALLOW VERIFICATION THAT THE NATIVE MATERIAL CONFORMS
TO THE SOILS LOG AND THE EXCAVATION IS TO THE CORRECT DEPTH.
5.2. AFTER THE PLACEMENT OF FILTER SAND, IF UTILIZED.
5.3. AFTER THE PLACEMENT OF DRAIN ROCK, AND INSTALLATIONS OF DISTRIBUTION
LINES, CLEAN OUTS, AND MONITOR TUBES, BUT PRIOR TO PLACEMENT OF
INSULATION, SILT BARRIER, OR BACKFILL.
5.4. AFTER THE SYSTEM HAS BEEN BACKFILLED TO VERIFY FINAL GRADING AND THE
LOCATION OF ALL STAND PIPES.
6. THE SEPTIC TANK REQUIRES THE FOLLOWING INSPECTIONS,
6.1. AFTER THE TANK IS SET IN PLACE WITH DISTRIBUTION PIPES AND CLEAN OUTS
INSTALLED, BUT PRIOR TO BACKFILL.
6.2. AFTER THE TANK HAS BEEN BACKFILLED TO VERIFY FINAL GRADING, ELECTRICAL
EQUIPMENT INSTALLATION, AND THE LOCATION OF ALL STAND PIPES.

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution!.
Minimum distance between a wel~l and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
oflpublic well. Minimum distance from a private well to a private sewer line
is~25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. ~ Specifications and construction diagrams are
available to insure proper ins'tallation.
