Municipality of Anchorage Dept. of Health & Social Services Environmental Services Division 825 L Street, Suite 502 Anchorage, Alaska 99519-6650 October 28, 2000 RE: Lot 92, Section 30, T15N, RI W, SM; Wastewater Disposal System Plan Submittal Dear Mr. Cross: The owners ofthe referenced property, Jason Miller and Karol Miller, are planning to improve it by adding a xvater supply system and a wastewater disposal system to serve the single family residence that has existed on it for many years. They have contracted with me to .prepare plans for a new wastewater disposal system (WWDS).. Numerous testholes were dug on the property in the vicinity of the house, to help locate an area xv/th suitable soil and ground water conditions for a conventional WWDS. Except for the area immediately to the east and northeast of the house, however, conditions were unsuitable due to shallow bedrock conditions. To help define the extent of the area that seemed to have suitable conditions and determine its soil characteristics, four (4) testholes were excavated and three (3) percolation tests conducted. The testhole logs and percolation test data for these are enclosed. It should be noted that this area xvas the last investigated, due to its proximity to one of two (2) existing wells on the property, since if it did prove to be suitable, it would require abandonment of the well. Both of the xvells appear to have been drilled in 1973, and a letter from the MOA, dated October 21, 1976 (copy enclosed), acknowledges an approved well on this property. Neither well shows evidence of ever being utilized and the structure has largely been unoccupied since that time. Mr. Miller has advised me that the property has been owned by his family since that time and that there has never been water or sewer service for the house. A permit for a WWDS had been previously issued by the MOA in 1976, but I was advised that a system was never installed. Each ofthe four testholes dug in this area revealed satisfactory soil conditions that were subsequently confirmed by the results of the percolation tests. A watertable was .encountered in t~vo (2) of the testholes at the time of excavation, but at a depth that would' not impact the design of the WWDS. Perforated pipe was installed as monitor tubes (MTs) for measurement ofwatertable depths. Examination of the MTs eight days later on October 4, 2000, showed a watertable in each, with depths ranging from 4.9' to 6.7' below the ground surface. This necessitated a change in plans to keep the soil absorption system near the ground surface in order to achieve the minimum four (4) foot separation to the watertable. A design for the WWDS is enclosed. The design specifies a "seepage bed" type soil absorption system, 15 feet wide with a length of 40 feet, providing 600 sfofabsorption area. The seepage bed would be installed at or just below the ground surface, requiring the excavation of the organic and silt layers and replacement with imported sand, meeting MOA specifications. The proposed replacement bed would be parallel, separated by the required 10 feet and would be slightly larger, hav/ng a length of 55 feet. This is in consideration of the tighter or siltier soils found near the southern end of the proposed replacement seepage bed. The bed, as well as the septic tank will be insulated. The septic tank will be located near the southeast comer of the home, providing a 5' separation from the tank to the structure. Flow from the tank will be directed at a one percent slope to the manifold in the seepage bed, where all piping is to be installed level, for equal distribution of the effluent throughout the bed.. The ground slopes in the area of the WWDS are fairly flat, presenting no problems to the installation of the system. The adjacent properties were inspected for possible impacts or conflicts with the proposed system. None were found. With the exception of the previously mentioned well, which will be properly abandoned prior to the installation of the new WWDS, the proposed system is located outside the minimum protective radius of any existing drinking water well. Also, as proposed, its location will not prevent installation of private wells on adjacent properties. Your timely review of these plans would be appreciated.
