Dear Ms. Oswalt:
You have requested that DOWL review the potential impacts of the man-made pond located
on Lot 1, The Summit Subdivision on the on-site wastewater disposal system and reserve
system area. You specifically requested that DOWL review the location of the existing
disposal system and replacement area to determine if these areas encroach into the 100 foot
surface water setback of the pond.
The on-site septic location information, obtained from the Department of Health and
Human Services (DHHS) On-site Septic files (Permit #SW910254), was transferred onto
the plat for Lot 1 and Tract A, The Summit Subdivision. As shown on the plat both the on-
site wastewater system and the replacement area are outside the 100 foot surface water
setback. The replacement system area is located at approximately 10 feet at the closest point
away from the 100 foot surface water setback.
It is our understanding that the pond located on Lot 1 was established prior to the
installation of the existing on-site wastewater system. Water monitoring was conducted
beneath the area of the disposal system prior to DHHS approval and acceptance of the
wastewater system design. Water table elevations established during the design of the
wastewater disposal system below the disposal and replacement wastewater systems were
recorded at 9.5 and 9 feet below the ground surface, respectively. These water level
measurements were recorded on August 15, 1991 by others. Reviewing the design
documents from the DHHS files indicates that the existing system was constructed above
the water table at a greater distance than the minimum four foot separation distance. The
reported water level monitoring data was not reviewed as a part of this review.

The Environmental Services Division, On-site Services Section,
of the Department of Health and Human Services has reviewed
the following cases and has these comments: .~
S-9130:
Lots 2, 3, 4 The Summit Subdivision ~ ~
Multiple soil tests and water monitoring results ~ ~
were provided for this property during the prev~ious w55~
subdivision case S-9098. These results clearly~
show that this land is marginally suited to
development with on-site wastewater disposal
Based on water monitoring results, all systems for
these lots will be shallow beds or mounds/innovative
systems. It appears that the applicant will not
be able to show sufficient land to designate.~
reserved areas unded AMC 15.65.180B.1. Therefore-,~
we request that the applicant provide three system~
designs for each lot. These designs will be!~shown~
on the final plat, and bedrooms for each lot ~will
be limited by plat note. We require that well [~
locations also be platted on final plat. Applicant ~
must show a 100 foot protective setback to th~mean
high water level of the stream.
