Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The existing absorption system on the subject lot has failed and must be upgraded to
prevent a health hazard. We are therefore requesting a permit be issued for the
upgrade of the septic system to accommodate the four-bedroom home on the lot. The
attached Site Plan and backup documentation identify the location and configuration of
the existing and proposed septic system. The existing 1.250 Gallon septic tank will be
pumped, crushed and backfilled on site. A new four-bedroom Advantex Treatment
System will be placed at the location shown. The existing absorption trench system will
be abandoned in place. The new absorption trench will be placed as shown. Also
identified on the plans are the locations of the existing water service on this lot and
adjacent septic systems. No conflicts exist between the proposed septic system and
the water service on this or adjacent lots. The subdivision is served by a community
water system. Drainage arrows are shown indicating the current drainage patterns.
The drainage patterns will be maintained after construction.
The test holes recently placed on the lot indicated sand and gravel with some silt
(GW/SW). The percolation rate was determined to be 1 to 5 minutes per inch. We
have designed the system to an application rate of 6 gallons per day per square foot.
We are proposing to place a 20' long trench by 5' wide with a 1' effective depth. The
total depth of the system will be 4'. Groundwater was noted in Test Hole No. 1 at 14'
and is now at 8.0'. Groundwater in Test Hole No. 2 has dissipated and the hole
remains dry.
The ground surface on the lot slopes to the northwest in the area of the absorption
trench. The trench will be placed parallel to the contours of the ground as much as

possible and in conformance with design criteria. A minimum of 100' will be maintained
between all components of the septic system and any surface water in the area.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 5, BLOCK 6, THUNDERBIRD HEIGHTS NO. 3A
GENERAL:
The scope of this project includes the procurement and placement of a
new Four Bedroom Category III Nitrate Reducing Septic System as
manufactured by Anchorage Tank and Orenco Systems to serve the
existing home on the lot. The system will be placed at the location
shown on the Site Plan. The new septic system also includes the
construction of a new 20' long X 5' wide absorption trench with 1' of
drainfield rock under the distribution pipe at the location also shown on
the Site Plan. The distribution line in the bed will be placed 3' below
the existing ground surface. The new system must be placed a
minimum of 10' from the water service on the lot and those on
adjacent lots and 100' from any surface water located near or on the
lot. The existing septic tank must be pumped, crushed and backfilled
on site. The existing absorption trench must be abandoned in place.
Provide a minimum of 4' of cover over the septic tank and 3' over the
absorption trench.
2. Construction shall be in accordance with the approved site plan,
design drawings, Municipal Permit with any special provisions or
conditions, and all applicable State and Municipal Wastewater
Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the
location of all lot lines. The southern lot line and the 100' well radius
must be staked prior to construction to insure the system is
constructed on the property.
4. Unless specifically agreed otherwise, the contractor shall be
responsible for final grading areas subsequently depressed from soil
settling. Property owner shall be responsible for revegetation of
affected areas unless specifically agreed otherwise.
Contractors installing wastewater disposal systems must be certified
by the Municipal Development Services Department, Building Safety
Division, On -Site Water and Wastewater Program for system
installations. Owners installing their own systems must receive prior
approval from the On -Site Water and Wastewater Program before
beginning system installation.

SEPTIC TANK INSTALLATION
The Category III Treatment System must be installed in conformance
with specifications and regulations furnished by the manufacturer.
Upon completion the manufacturer must inspect the system and certify
the system it is ready for use. No variances from the manufacturer's
specifications will be allowed without permission from the
manufacturer and Municipal representatives.
2. A septic tank is to be constructed by a certified septic tank
manufacturer. Construction shall include two 4" cleanouts for pumping
access.
3. The septic tank shall be sufficiently bedded to prevent settling or
shifting of the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches
above final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct
burial insulation.
6. A foundation cleanout shall be installed one to four feet from the
building foundation. Two cleanouts are required between the tank and
the drainfield.
7. Final grading over the tank shall be such that a positive slope exists
away from the septic tank.
DRAINFIELD CONSTRUCTION:
The drainfield shall be constructed to the dimensions shown on the
design. The bottom of the bed shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a
level bed of drainfield rock. Rock should then be placed over the pipe
to provide a minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield
rock and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations
shown on the design. The portion below the distribution line must be
perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum
100' away from any private water wells in the area, 150' from a Class
"C" Well or 200' from any community well.

6. Direct bury insulation must be placed over the distribution system if
less than 3' of backfill depth is available. Finish grade over the trench
must be mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for
a 5' wide trench. Contractor shall verify this condition prior to
placement of the rock. All pockets of unacceptable materials must be
removed and replaced.
MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic
tank manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated
and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and
ASTM D2662 or A.B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene
(Dow Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing
the #200 sieve.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These
inspections must be conducted under the supervision of a professional
engineer registered in the State of Alaska. The first inspection must be
conducted after the excavation of trenches, beds or pits and before the
installation of any gravel. A septic tank may be set in place, but may not
be backfilled.
The second inspection must be conducted after the placement of the
geotextile fabric, gravel, distribution piping, standpipes, cieanouts and
insulation. No backfill should be in place at the time of inspection.

parties to this Memorandum of Understanding agree as follows:
1. ADVANCED R'ASTEAVATER TREATMENT SYSTEMS. Municipality
grants permission to Owner to utilize and operate an Advanced Wastewater

2. Definitions.
A. Alteration. Any change to the design or function of an AWWTS that

the time of property sale and title transfer in accordance with A -MC 15.65."
These approvals certify that the systems are adequate for the homes that
they support and meet the codes that were in place at the time of system . .
construction.
C. Damage. Any man-made or natural change in a system that would inhibit
the system from performing as designed.
D. Maintenance and Repair. The scheduled and as needed replacement of
existing parts, components and pieces of an AWWTS that were included in
the original design which would allow the AWWTS to continue to
perform as designed.
E. Permit (Construction) An On-Site Wastewater Disposal System
Construction Permit as defined by AMC 15.65.
F. Permit (Operating) An Advanced Wastewater Treatment System
Operating Permit. An annual permit, issued by the Municipality, that
allows the Owner to operate an AWWTS, upon meeting all the
requirements of this agreement, the conditions of Operating Permit, the .
requirements of the On-Site Wastewater System Construction Permit and
all relevant provisions of AMC 15.65
.3. Fee. Owner shall pay to Municipality an annual fee of Afon1 E

6. Maintenance and Repairs. „
A. Throughout the term of this Memorandum of Understanding, the Owner shall
maintain AWWTS in good repair. In addition, it shall be the responsibility of the
Owner during the term of this Memorandum of Understanding, and any extensions or
renewals thereof; at the owner's sole expense, to pay for any and all: (1) repair(s), (2)
maintenance, (3) adjust:nent(s), (4) replacement costs, and (5) inspection costs.
Further, Owner agrees to comply will,all applicable ordinance, laws, regulations,
rules and orders for the AWWTS.
B. Owner agrees to provide the Municipality a written schedule of routine
maintenance and repairs which have been performed on the system pursuant to the
terms and conditions contained in the Owner's AWWTS Operating Permit. This
schedule shall be submitted to the Municipality annually upon the renewal of the
permit. The schedule of maintenance and repair contained in the Owner's AW WTS
Operating Permit is:

F. Owner agrees that any sale or transfer of title of the property will not occur
without a new Certificate of On -Site Systems Approval.
G. Owner agrees that the relevant provisions of the standard specification guidebook
for AWWTS is the governing professional guidelines for the construction,
maintenance and repair of the Owner's'AWWTS.
7. Nonwaiver. The failure of either party at any time to enforce a provision of this
Memorandum of Understanding shall in no way constitute a waiver of the provisions,
nor in any way effect the validity of the Memorandum of Understanding or any part
hereof, or the right of such party thereafter to enforce each and every provision
hereof.
8. Amendment:
A. This Memorandum of Understanding shall only be amended, modified or changed
by a writing, executed by authorized representatives of the parties, with the same
formality of this Memorandum of Understanding was executed and such writing shall
be attached to this Memorandum of Understanding as an amendment.
B. For. the purposes of any amendment modification or change to the terms and ,
conditions of this contract, the only authorized representatives of the parties are:..

obligations of the parties under this Memorandum of Understanding.
10. Severability. Any provisions of this Memorandum of Understanding decreed
invalid by a court of competent jurisdiction shall not invalidate the remaining provisions
of the Memorandum of Understanding.
