This waiver approval applies to the existing absorption field to surface xvater separation
only. Any future upgrade to the on-site wastewater disposal system ;vill require all
separation distances be met or another approval from this department.

Gentlemen:
I am writing to request a waiver be granted between tbe new drain field and the existing creek running through this
properly. A permit to construct an upgraded septic system was issued on August 7, 1997 (SW970241). The new field
and septic tank was staked for construction, based on the location of the creek at that t/me. However the system was
not installed until July 27, 1998. During the installation we double checked the separation from the creek to the tank,
but failed to verify the separation distance on the west side of the house between the creek and the new drain field.
During the development of the record drawings, we discovered that the creek was located 91.7 feet fi:om the west drain
field.
I have reviewed the field conditions, and find that the field being so close to the creek will not have any detrimental
effects to the creek. The ground where the drain field is located slopes to the southwest, while the creek rm,s to the
northwest. There is a localized ridge nmnh~g from the comer of the garage to the southwest, preventing any overland
flow from entering the creek. The field has the required four foot separation fi:om ground water. Based on the above
information, I request that your department issue a waiver to 62 feet between the tank, drain field and the existing
intermittent creek.

Well and Septic Upgrade Permit
Gentlemen:
My firm was contacted to investigate the possibility of installing a septic system on this lot. Currently, the house on this
lot is served by a holding tank. A single test hole was excavated on June 21, 1997. The soils report and a percolation test
result is attached. Ground water was monitored for seven days. No bedrock was encountered in the test hole. The
bottom of the excavation was damp. Water stabilized at ~t~,en feet below the surface.
To install a gravity flow septic system on this lot, the existing well must be relocated to the north east comer of the lot.
The existing well will be abandoned according to ADEC regulations - the casing will be cut-offbelow the surface and
filled with concrete. There is an old abandoned septic system in the area of the new well. The septic system was
abandoned seven years ago, when the holding tank was installed.
The lot is approximately 1.14 acres in size. Lot 2 slopes to the west at a rate of approximately 5 to 6 percent. The
proposed installation will be located on the southern portion of the lot. The existing holding tank will be abandoned in
place. Double clean-outs were installed d0wn stream from the tank. The proposed location is greater than 100 feet away
from the proposed well serving this property and 25 feet from the water service lines. The surrounding wells are located
greater than 100 feet from the proposed installation. The proposed installation will not affect the future development of
the surrounding or existing lots. The proposed system will be installed 100 feet from the stream on the property and the
stream running in the ditch along Trails End Drive. See the attached design.

Dear John,
Per our conversation pertaining to the request for a holding tank
permit for the referenced property, I have located a place on the
property to locate the proposed holding tank more than 75 ft. from the
stream located to the north of the property; the surface drainage
located within the road ditch to the west of the property; and the
private~n the property.
However, th~ new location will require two new waivers. The first is
a waiver betweeen the holding tank and the property line to 2 ft. as
opposed to the required 5 ft.
The second waiver ~ for the distance between the private w~ and the
private sewer line existing the building at a d~tance of 15 ft. as
opped to the required 25 ft. T~s is because of the new sewer line
b~ing installed. Prior designs were to use the existing sewer line
which was installed in 1977 before the effective date of the required
25 ft. separation. We have specified a "ring-tight" PVC pipe be used
because of the encroachment.
Again, we requ~t you grant the applicable waivers and issue a holding
t~~perty.

Dear Dan,
Request you issue a holding tank p~mit and a waiver for the separation
d~tance between the proposed holding tank and a small stream located to
the North at a d~tance of 36 ft.
Although I realize you are more than familiar with this property
give a brief history:
On this property exists a house and a septic system which was pertained
and the installation approved in November of 1971. However, since that
time there has been a small body of flowing water d~covered to the
north of the property which has been designated as a surface water
source. This surface water source is located just 34 ft. from the
existing leachfield. There is o~Zy one place on the property in which a
leachfield could be located 100 ft. from the surface water source.
(This is located in the Southeast quarter of the property). However, a
soils test in this area shows the sodls unacceptable for a standard
on-site wastewater disposal system.
We had requested approval of an "innovative" recirc~ating sand filter
for this property, but due to approval delays we switched to The
Clearwater System.
Then, due to reconsideration of our client, we applied for a permit to
install a holding tank. However, this application was made when we were
under the impression your office did not consider the water ~thin the
road ditch to be surface water.
At this time, on behalf of our client we a~e requesting you issue a
permit to install a holding tank on the property 100 ft. from the
surface water in the road ditch and 75 ft. from the private well on the
property. However, this placeS the holding tank only approximately 36
ft. from a stream run~ing along the north of the property. A waiver to
this stream is requested since it is located more or less uph~ from
the proposed tank as opposed to the water within the road ditch.

The holding tank is to be equipped with water tight couplings to prevent seepage
into the ground. There wi~ also be a ~igh water alarm installed to allow
sufficient time for a septic pumper to be contacted to pump the tank prior to
allowing sewage overflow from the tank ~leanout.

For each of the referenced properties we request you issue a permit
for the installation of an on-site wastewatcr disposal system ~zing
the Clearwater Waste System for treatment of the effluent prior to
disposal into an absorption area.
We are under the impression that you have given verbal approval of
the Clearwater Waste System so attached for each property is a site
plan showing the configuration of the wastewater disposal system and
other pertinent property features.
The reason each of these properties has been s~eeted for the Clearwater
Waste System is as follows:
LOT 2; TIMBERLINE:
On this property exists a house and a septic system which was permitted
and the inst~lation approved in November of 1977. However, since
that time there has been a small body of flowing water d~covered
to the north of the property which has been designated as a surface
water source. This surface water source is located just 34 ft. from
the existing leachfield. There is or~y one place on the property in
which a leachfield co~d be located 100 ft. from the surface water
source. (This is located in the Southeast quarter of the property).
However, a soils test in th~ area shows the soils unacceptable for
a standard on-site wastewater disposal system.
We had requested approval of an "innovative" re~r~ating sand fitter
for this property, bat due to approval delays we have switched to
the Clearwater System.
We now propose the installation of a Clearwater System which will
dischurge into a new absorption area. This system is unique in that
it will require a separation d~tance waiver of 69 ft. between the
well and the existing septic tank. There wi~ ~Z~o need to be a waiver
of the distance from the new leachfield to thc surface waler source
of 66 ft. We feel this waiver shoed be granted because of the treatment
the wastewater wd~l receive prior to being discharged into the leachfield.

There will also need to be a waiver for the distance b~tween the leachfi~d
and a cutbank to 10 ft. We fe~ this waiver shoed be granted in part beeaase
of the effl~enttreat~ent, but also since the leachfi~d will be installed
at a sufficient depth as not to allow the effluent to surface through the
eutbank.
LOT 11; BLOCK 9; RABBIT CREEK HEIGHTS:
On this property exists a 3 bedroom home which is nearing the completion
of its construction. Soils inv~stiga~on on this property show the soils
to be unsuitable for a traditional septic system. The lot is highly vegetated
with sol~ consisting of a 2 ft. organic layer overlying a clayey, silty,
sandy gravel layer. Groundwater levels on the property were high with ~roundwater
periodically high enough to saturate the organic layer. The mounded absorption
bed type leachfi¢ld for this property is to be constructed above the ground
surface with a 4ft. intermittant sand filter layer which wi~ bring the absorption
bed 4 ft. above the seasonally high groundwater level. This system is unique
in that it will require a waiver of the required 2 ft. of natural, permeable
receiving soil above the groundwater level.
This property is also one which was proposed for the "innovative" reeirc~ating
sand filter system.
LOT 15; BLOCK 3; HENKINS:
On this property exists a 3 bedroom home with a septic system which was permitted
and whose installation ~s approved in Ju~y of 1982. However, since that
time, groundwater monitoring in the area has shown groundwater levels as
shallow as I ft. below the ground surface. Installation of the Ridgewaste
System was approved for this property but construction was o~Zy partially
completed before financial and other complications halted the project. The
mounded absorption find for this property will be constructed by first removing
Ift, of organic overburden and then installation of a 4 ft. intcrmittant
sand filter. This will bring the absorption bed 4 ft. above the seasonally
high groundwater level.
This property is u~ique in that the proposed leachfield will be constructed
over the existing leachfi~Id area. This property w~ also require a waiver
of the required 2 ft. of natural, permeable receiving soil above the groundwater
level.
This property is also one which was proposed for the"innovative" recireulating
sand filter system.

On this property e~sts a 3 bedroom home. There e~sts no well or septic
system. Construction of the home was performed with the owner unaware that
a land use permit was required in their area. A soit test on the property
showed the soi~ on the east end of the property to be suitable for a conventional
septic system, however, there is an existing drainage ditch with surface
water in it which prevents a septic from b~ing installed in that area due
to separation distance requirements. The soils on the rest of the property
have been found to be unacceptable for a conventional on-site ~stewater
disposal system. The soils on the property consist of an organic layer approximately
2 ft. t~ck. Below this organic layer is a layer of clayey, s~ty, sandy
gravel. Groundwater appears to travel under the organics on and wit~n the
underlying layer. Construction of the absorpiton area is to be performed
by removing the 2 ft. organic layer and installing a 4 ft. i~termittantsand
filter which would bring the absorption bed 4 ft. above the groundwater level.
T~s property will also req~re a waiver of the 2 ft. of natural, ~ermeable,
receiving soil above the groundwater level.
Lots 4 & 5; BLOCK 6; RABBIT CREEK HEIGHTS:
On this property exists a small 2 bedroom house. A land use permit was issued
for the property in 1980 ~th the understanding that there will be no water
and sewer facilities. However, a well has been drilled and the owner now
wishes to install a wastewater disposal system. Soils investigation on the
property has found soils similar to th~ of Lot 3 ; Block 6; Mann #2. The
mounded absorption bed is to be located on the ~gh portion of Lot 5. As
with Mann Subdivision #2, the 2 ft. organic layer is to be removed and a
4 ft. intermittant sand layer installed. This property will also require
a waiver of the 2 ft. of natural, permeable, receiving soil above the groundwater
level.
We feel the Clearwater Waste System should be treated as an "innovative"
system and each of the systems on these properties should be monitored closely
for a designated period of time with monthly inspections of the mechanical
operations. We also feel that d~charge samples should be taken and tested
for various quality parameters a~ prescribed by your depar~eat. We feel
the sampling should begin after a "starting up" period and should end by
mid-summer of 1990. At that t~me the system will no longer be labeled "innovative"
and it willbe either approved or disapproved for general installation. Ending
the sampling period in mid-summer of 1990, will allowtime for new installations
during the 1990 construction season.

We are of the impression the Municipality of Anchorage has mo~des set aside
for innovative septic systems. We understand that some of this money was
used for the construction of two innovative peat systems instaP/edwithin
the MunicipoPd, ty. Therefor, we ask that the Muni~ip~P~ty bear the cost of
labor and lab fees for monitoring and effluent testing of the systems once
construction has been completed.
During construction of the proposed systems, Nick Zorich Jr. of Clearwater
Waste Systems, Inc. wi~ be present for instal£er training and construction

The five owners of the referenced properties have been made aware that the
proposed systems are innovative in nature and they w~ not be fully approved
until such time that your department feels the mechanical functioning and
discharge characteristics of the systems is sufficient to warrant final approval.
As a final note, if the Ol~arwater System is not found satisfactory enough
for final approval, the contents of the steel tank which is to hold the Clearwater
System is to be removed and a high water alarm installed at the owners expense.
At that time the septic tank and Clearwater tank combined w~P~ act as a holding
tank with a capacity in excess of 2000 gallons. With approval of the instal~aJ~on
of these Clearwater Systems we a~o ask that you approve holding tankz for
these properties in the event the Clearwater System is not found satisfactory.

Recirculating Sand Filter
Dear Mr. Shafer:
The Department of Health and Human Services (DHHS) has reviewed
your design of s recirculating sand filter (RSF) to be used as
part of an on-site wastewater disposal system. Since this type
of system is considered to be innovative, our review has focused
not only on the site specific application of the RSF but also on
the general applicability of using RSF systems within the
Municipality. As you have previously mentioned, the RSF has
been used successfully in the lower 48 but effective use of this
technology in Alaska has not been documented.
It is our understanding that your design is based on similar
systems which have operated in Oregon. We would~app~eciate~
being able to review any supporting documentation on the
performance of these systems.
DHHS is supportive of your proposal to install a RSF system.
However, based on our review of your design, we have the
following comments and concerns which should be addressed prior
to issuance of a permit by DHHS.
The existing drainfield is located 34 Ft. from a stream
which crosses the property. A waiver from the required 100
Ft. separation has never be granted by DHHS or ADEC. AS
currently designed, the proposed system upgrade, using a RSF
in conjunction with the existing drainfield, will require
separation waivers from the stream and the water well which
serves the existing house. It is our understanding that you
are currently evaluating the possibility of constructing a
new drainfield in a location which would be in conformance
with the separation distance requirements.

Available literature on RSF systems suggests that with
loading rates of 5 GPD/Sq. Ft. or greater, regular
maintenance and cleaning of the filter surface is usually
required. Your RSF design does not allow free access to the
filter media. When free access to the media is not allowed,
available literature suggests that loading rates should be
significantly less than 5 GPD/Sq. Ft. What measures are
being taken to provide for maintenance of the filter media?
What type of timers will be used to control the pumps? What
range will they have and will they be located in a place
where they can easily be access-ed and adjusted?
Based on pump run time and discharge specifications there
does not appear to be any flexibility to increase the
recirculation ratio above 5:1. What options are available
to increase the recirculation ratio in the event that a
higher ratio is required to achieve necessary effluent
quality?
The design loading rate of 5 GPD/Sq. Ft. is based on the
surface area of the sand filter. Since the filter is housed
in a half round tank section, the true surface area of the
filter decreases with filter depth.thereby causing an
increase in the actual loading rate.
Your submittal recommends a 6 month testing peridd for the
filter effluent. We think that testing should be conducted
for a period of at least one year. Depending on the results
of initial effluent testing, the frequency of the tests may
be reduced to once every 90 days.
Although the RSF is considered to be an innovative system,
with unconfirmed performance characteristics in Alaska,
criteria by which to evaluate the system should be
established..Your design should specify the expected filter
ripening time and the expected quality of the filter
effluent.

RequeSt you issue a permit to install a recirc~lating sand filter
system on the referenced property for treatment of the wastewater
generated by an existing four (4) bedroom house.
The existing septic system is located too close to a small stream
which runs along the north property line approximately 34 feet from
the leachfield.
The proposed system is manufactured by Anchorage Tank and Welding
with mechanical and eleclrical controls developed by 0renco Systems,Inc.
The system consists of a 1500 gabon set~ng tank with an attached
1000 gallon recirculation tank. There also exists a sand filter
and ultra-violet light u~t for treatment of the wastewater before
it will be discharged into the existing leachfield.
The operation of the system is as fotlows:
Wastewater travet~ng from the residence will enter the 1500
gallon settling tank. This tank gives approximately a 2-3
day retention time where the solids w~ settle out and the
liquids will travel through a wire mesh type effluent filter
developed by 0renco Systems, Inc. From the setting tank the
liquids will spill-over into a recirculation tank. Within
the recirculation tank exists two effluent pumps. One pump
(Re~rc~ation pump) will be set on at, ming system. The Recirculation
pump will run for 2.8 minutes out of every half hoar. During
this 2.8 minutes approximately 61.6 gallons of effluent will
discharge over the sand filter wh~e approx~ately 14 ga~ons
will be de~vered to the front of the setting tank. This
recircalation to the settling tank is for denitrification purposes.
Once the effluent has travelled through the sand filter it
w~ travel through a collection pipe back into the reeirc~ation
tank.
The second pump within the recirc~ation tank (discharge pump)
will operate on a float system. The discharge quantity will
be 200 gallons between pump on and p~,p off. The effluent

from the discharge pump will travel back to the eraw~ space of the house
and through an ~ra-violet light sterilizer which will be activated
prior to the start of the discharge pump to allow for a "~rming-up"
period. On the o~et end of the ultra-violet light steri~zer will
be a faucet for water sampling. Once the treated effluent travels through
the sterilizer it will flow into the existing lcachfield and a§sorbed
into the ground.
Attached for your review are the following documents:
I. A recirc~ating sand filter design with design criteria.
2. A settling/recirculation tank design.
3. A wiring diagram.
4. A process diagram.
5. A site plan.
We recommend a six month period of wastewater quality testing once every
month prior to issuing final approval on the system. If the treated wastewater
does not meet the required parameters for surface water discharge~ the end
of the settling tank is to be capped and the settling?recircalation tank
wi~ operate as a holding tank.

Upon review of the latest submittal of application for permit to
construct the first recirculating sand filter, I feel a permit
can be issued at this time to construct the system.
I recommend a condition be placed on the permit that will hold
the engineer liable, if in the event the system proves
successful, to provide an operations and maintenance manual
before final approval is given to the system for conventional
use. /
The engineer recommends in his letter that once a month for six
months a sample be taken and full approval given to the system.
upon successful completion of this test period. I do not feel
this is a sufficient time period for testing this system. I
recommend one year minimum to determine if a biomat has
developed and to witness the maintainability of the ultraviolet
program bulbs. I do not, however, feel that a rigid sample
testing program of the effluent is necessary for the entire
year. My recommendation is attached.

In accordance with your request of August 1, 1977, one test hole was logged
on Lo~2 of Timberline Subdivision Addition No. 2. The test hole was
excavated with a backhoe to a total depth of 14 feet below ground surfact.
The excavation was initiated and completed on August 2, 1977.
As illustrated by the accompanying log, the soil profile was generally one
foot of organic material grading to sandy silt with some organics overlying
five feet of gravely sand--sandy gravel mix underlain to depth by sandy
gravel -- gravely sand with trace silt.
Ground water was not encountered in this test hole.

Dear Mr. Spurkland:
This letter will explain the denial of the Health Authority
Approval (HAA) for the subject lot. After a carefull review of
the existing file, it was noted that a waiver had not been issued
to the stream located to the north of the absorption field.
The existing system is located 34 feet from this stream and the
mandatory set back distance is 100 feet.
During the Hart Crowser Hillside investigation, September 1986
to February 1987, and during subsequent inspections by On-site
staff, this stream does not appear to be seasonal as indicated in
earlier reports. The Hart Crowser investigation also revealed
that bedrock was at 13.5 feet below the existing ground level,
and that ground water was at -8.0 feet to -8.5 feet. As the
system was installed to a depth of -8.0 feet, it becomes apparent
that the installation was and still is in violation of state and
municipal codes regarding separation to ground and surface waters.
For these reasons the HAA was denied. Should you have any further

TEST PROCEDURE: System was inspected and measured. Tank was
found with three feet of cover and 47 inches of liquid. Clean
out to trench was 4.5 feet deep and dry. Two sumps were 7 and 8
feet deep, water depths were 4+ ft.
500 gallons of clean water were added to the trench. Water
level came up 9 inches in one sump no rise in other and tank.
In 45 minutes the water level dropped 3.5 inches in sump
indicating that the water was being absorbed by the ground.
TEST RESULT: This system meets the cod~ requirements of
the Health and Social Services Department of the Municipality of
Anchorage.
NOTE The operational life of all septic systems depends on the
local soil c6nditions, groundwater levels that may fluctuate
during the year, and the water usage of the family being served
by the system. These conditions are outside the control of the
evaluator of this septic system. We can therefore not give any
estimate of how long this system will function satisfactory for
current or future occupants.

drawdown was monitored with an acoustic probe. At the beginning
of the test water level was found at 53 feet below top of casing.
At a pumping rate of 5 gallons per minute the water level dropped
to 175 feet after 105 minutes of pumping. A total of 500 gallons
were pumped. The well recovery rate was monitored for 45
minutes. The well recover to 98 feet during this period, a 63%
recovery.

and total nitrates on May 2, 1988

The Municipal requirement for well flow is 150 gallons of water
per bedroom per day. This well exceed this requirement. The
assessment of the condition of the well applies only to the
conditions as of the day tested. The flow rate may change due to
subsurface conditions that may not be observed from the surface,
and changes in the land use and other factors that may impact the
aquifer feeding the well.

to waters in th Little Campbell Creek drainage area.
It should be understood, however, that any septic system malfunction which

effluent upon the surface of the ground or into a surface water system must
be immediately mitigated.
The MOA futher agrees that should test information or data gathered during
the ongoing investigative study indicate the necessity of upgrading the
existing:~on-site wastewater disposal system, the following conditions will
prevail:
1. Said upgrade will be deferred until after spring thaw and breakup, or;
2. Should financing or refinancing action requiring a Health Authority
Approval Certificate occur between now and spring thaw and breakup, a
conditional HAAwill be issued which would defer any upgrade until
after spring thaw and breakup, or;
3. Any subsurface wastewater absorption system proven to be installed in the
shallow groundwater will not be required to be upgraded until after
spring thaw and breakup, or;
4. Any subsurface wastewater disposal system proven to lack the required
four foot separation from the seasonally high groundwater table will be
individually and selectively evaluated to determine the necessity, if
any, of upgrading ~,he s~stem.

WITNESSETH :
The Permitter herby grants unto the Hunicipality or its designee
the right, permission and authority to enter the property described
below for the purposes of conducting inspections of the on-site
wastewater disposal (septic) system and installing two ground water
monitoring wells.
The wells will be installed prior to December 31, 1986.
All interest or obligation contained within this permit shall
terminate and cease by December 31, ~987 unless otherwise sooner
terminated by the Municiaplaity. It is further understood and agreed
by the parties'hereto that upon completion of the inspections, the
premises will be restored as near as possible to the original
condition by and at the expense of the Municipality or its designee.
The MJnicipality agrees to hold harmless the Permitter from any

BEAR Mr. Erickson,
I am sending this letter as a follow up to my 11/8/84 letter and
conversations with your office and the Oiv. of Health (M.O.A.). Hopefully this
will clear up some confusion on the ref. lot.
The ditoh on the North side of the septic system is not a 'french drain'
I stated in My first letter, but is a open drainage ditch that collects
seasonal runoff and Most likJy only run 4-6 month of the year. The ditch
intersects water above the house and carries it to the ditch alone side
the Road on the South side of the property.
The casing on the well is only 29 ft. but it has been driven into the
bedrock four feet. The bedrock is this area must slope off to the
south (downhill). 8n elevation 25' below the top of casing would be dayligted
about 288' downhill and across the road from the well.
