Box 19-6650 Anchorage, AK 99519 Dear Mr. Poet: Per the request of Sigurd Murphy, on April 28, 2010 I conducted adequacy tests of the water supply and wastewater disposal systems serving his residence on Lot IA, Block A, Timberlux S/D, located at 4200 Rabbit Creek Road. The adequacy test results indicate that both systems appear to be performing adequately at this time. Unfortunately, there is very little information in your files pertaining to the design and/or construction of the systems, so issuance of the necessary Certificate of On -Site Approval will require your review and approval of the investigations and tests described in this letter. You will undoubtedly recall our several discussions of this situation last month; it was my understanding that you would be willing to issue a COSA for this undocumented system, provided that your department is satisfied with the following information that I have assembled per your request. The well drilling and original septic installation work was presumably done around 1968 in conjunction with the house construction. A sketch provided by the property owner in 1972 reports the well depth to be 245 feet. On April 28, 2010 the static water level inside the well stood at 151 feet below the top of the casing. To assess the yield of the well I pumped 720 gallons of water from the well while monitoring the water level inside the casing before, during and after the pumping was stopped. The maximum drawdown of the water level during the test was to 220 feet, at which level I measured the sustainable yield to be 4.2 gpm. This yield is adequate for approval of a single-family residence. Water samples collected on April 28h showed no coliform bacteria and less than 0.1 mgA of nitrate -N. The arsenic test results are still pending and 1 will provide a copy of them to your department after I receive them. The ground around the wellk ead was regraded per my request in order to achieve the required 12 inch casing stick-up. While there is no as -built inspection report on file with the Municipality documenting the wastewater disposal system as originally constructed in 1968, there is a sketch and partial report that was compiled in response to a complaint that was filed in 1972. The report is noted as being simply filed instead of being formally approved. These documents state that the septic tank has a capacity of 3000 gallons and is manufactured of an unknown material. The only access port into the tank is a 36" diameter concrete manhole riser located over the inlet baffle. Based on my field inspection, the tank itself appears to be fabricated of steel and is cylindrical in shape. Because the fluid level in the tank was only a few inches below the invert of the inlet pipe I have no reason to believe that the tank is leaking. The working fluid depth in the tank is 41 inches, which indicates that the diameter is less, or the outlet is lower, than currently manufactured steel septic tanks. When the tank was pumped last week the pumper reported having pumped 1200 gallons of fluid from the tank and seepage pit, however there was a heavy sludge buildup which the pumper was unable to remove at that time. Accordingly, we arranged to have the tank and its contents jetted with high pressure spray on 5/7/10 which did break up the scum and allow it to be thoroughly pumped. The tank appears to have a single compartment, which was allowed in 1968. After the tank was thoroughly cleaned I had the pumper bring additional water and measure the amount required to refill the tank. Based on this test the pumper reports that the working capacity of the tank appears to be 1250 gallons. The documents on file indicate that there are two 4 -foot diameter concrete ring seepage pits with a depth of 6 feet. At the present time there is no sign of the crib labeled as existing on the sketch, and Sig Murphy, the present property owner, asserts that that original crib is no longer part of the system. Mr. Murphy told me that the soil absorption system was upgraded in the 1980s, at the time he was building a tennis court. Ile told me that the waste line running from the septic tank to the newer concrete ring seepage pit runs under the tennis court and that during construction perforated pipe was bedded in a deep trench that had been backfilled with many truckloads of gravel. Mr. Murphy has no specific measurements or other documentation of this upgrade, although his recollection is that it was inspected by the Municipality at the time, despite the fact that there are no records in the Municipal files. There is no monitor tube in this trench, however because the seepage pit is located downstream of the trench, fluid levels measured in the seepage pit standpipe reflect the performance of the trench as well. Prior to initiating the adequacy test I measured the fluid level in the cast iron standpipe for the seepage pit. The bottom of the pit is 15.9 feet below ground level, and the pit had a fluid depth of 9.5 feet. In order to verify the required 4 -foot separation from groundwater I arranged to have a water monitoring test hole dug on April 27h to a depth of 21 feet below ground level at a location 26 feet south of the seepage pit standpipe. On both April 28 and on May 4h (during the normal time of year for breakup conditions) there was no groundwater in the monitor tube. 1 also arranged for the excavator to dig down to expose the discharge line from the septic tank near the tennis court approximately 20 feet downstream from the septic tank manhole. The hope was to be able to install an independent monitor tube in the upgrade trench at that location, but no sewer gravel was encountered, so only a double cleanout was installed in the line. To assess the performance of the soil absorption system, on April 28, 2010 I added 720 gallons of water into it through the newly installed double cleanout while monitoring fluid levels in the seepage pit, the double cleanout and the septic tank before, during and after the flow of water was stopped. The addition of 720 gallons of water caused the fluid level in the seepage pit monitor tube to rise a maximum of 20.4 inches, with no measurable buildup in the double cleanout or the septic tank. After the flow of water was stopped the fluid level in the seepage pit receded to 13.6 inches above its starting level within 200 minutes. Based on this measured absorption rate I concluded that the system is still able to absorb water at an adequate rate for a 4 -bedroom residence. In conducting an adequacy test I attempt to provide a thorough, conscientious engineering analysis of the system. The test results describe the performance under the conditions encountered on the day of the test and do not guarantee future performance under different conditions.
