The building was originally constructed in 1964 as a single family residence, and was subsequently converted to a four-plex. Presently, the units are occupied by single adults. Ms. Yan has indicated that in the five years she has owned the building she has never rented a unit to a couple. She has not received any complaints about water pressure during that time period. In 1983, sewer service was extended up Daryl Avenue and Broaddus Street. Lots five, six and seven connected to city sewer. Lots five and -.„seven border Ms. Yan' s lot on the east and west. On -site waste disposal systems were disconnected and abandoned at that time. Well and septic locations were made visually on lots eight, nine, and ten which lie across the alley behind Ms. Yan' s property. Septic systems on the lots are located on the Ramona Street side of these lots and do not violate the 150 foot radius required for a Class "C" well on Ms. Yan' s lot. The pump in the well is one-half horsepower of unknown make and model. Pumping through 98 feet of 3/4 inch diameter hose; the pump produced 10 gpm. While this is more than adequate to meet the 24-hour demand of 150 gallons per unit, it is far short of the 8 gpm per unit, 20-minute demand requirement. These requirements are general and are formulated for newer, larger units which likely would house at least two people, and have a garbage disposal, dishwasher, and washer. If we make allowance for the fact that there is one resident per unit, and then adjust further for no washer or dishwasher, the 2.5 gpm that is presently available does not seem unreasonable. Following the completion of the well drilling and quantity and quality testing an amendment to the construction permit to construct the necessary treatment, pumping and storage system will be submitted to your office. At the present time there are three wells on the property and all exceed acceptable levels for arsenic, iron and manganese. The original well was developed in 1968 and is currently being used for toilets and sinks see attached). This system has a water softener in line but is not reducing the levels to acceptable limits. Last year Alpine Drilling drilled two wells in an attempt to find acceptable raw water. According to Dave Harper of Alpine Drilling these wells also both have water high in arsenic, iron and manganese. Both wells are to a depth of approximately 160 feet. All the tenants are currently hauling drinking water from the well on Lot 4, the adjacent property, We are proposing the development of a deep well on this proper- ty to approximately 450 feet. There are two wells in nearby lots at this depth which are producing water closer to accept- able limits without treatment. A drilling log and water test results from one of these deep wells (Lot 1, Block 1 Turnagain Subdivision) is enclosed as Attachment 2. • Mr. Steve Eng March 17, 1987 Page 2 r Mr. Sidney Taylor of the Anchorage Water and Wastewater Utility has provided the proposed L.I.D. water and sewer information planned for 1987 construction in the area which is shown on the attached drawing. The proposed sewer line is only 40 feet from the well currently in use on Lot 5. If a new well were developed, the separation could be increased to nearly 90 feet. This would still allow a 150-feet separation from the manhole in Broaddus Street. The attached drilling log indicates over 170 feet of clay between the ground surface and the deep aquifer, so the chance of potential contamination from the sewer collection system is minimal. We request a waiver from the minimum separation distance required under Title 18 of the State of Alaska Environmental regulations for distance from the well to septic system. The existing septic system on Lot 4 Block 3 is 102 feet instead of the recommended 150 feet. Soils in this area are classified as SP (Unified Classification) which have good filtering and treatment characteristics. Also with Public sewer extending into the area, the existing on —site sewer service will eventually be eliminated. The developer, Caribou Investments, requests approval to construct the well.
