The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Since nitrates are known to slowly increase, we recommend you monitor the water quality. Please see the attached “Nitrate Fact Sheet” for important information regarding nitrate. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as “blue baby” disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a medi a with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several “wet chemical” methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive “screening test”, and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. The well yield is adequate; however the septic system is operating in a nearly full condition, such that it is questionable whether it qualifies for issuance of a Municipal Certificate of On -Site Approval (COSA). The following is a report of my test procedure and findings. I was unable to locate a driller's log for the well, but according to other documents on file with the Municipality, it has a total depth of 168 feet and was probably drilled around the time the house was constructed in 1970. On September 15, 2008 the static water level stood at 119 feet below the top of the casing. Steady pumping of 586 gallons of water from the well at the maximum pump output of 6.5 gpm caused the water level inside the casing to be drawn down to 120 feet, but no further. Based on the test data l concluded that the total yield of the well is in excess of 6.5 gpm. Water samples collected on September 15, 2008 are still at the lab being tested for coliform bacteria, nitrates and arsenic. Before the water system could be approved the well casing will need to be extended to 18 inches above ground level with a sanitary seal and conduit around the wiring. I suggest you call Curt llefly at 345-0593 or Brian Willie at 346-9355 to arrange for this repair to be done. The wastewater disposal system was installed in September of 1970 and consists of a 1000 -gallon concrete septic tank that discharges effluent into a concrete ring seepage pit with an effective depth of 9 feet. Prior to the start of the test the fluid depth in the septic tank was 60 inches and in the seepage pit was 95 inches, which indicated that it was approximately one foot below its maximum full depth. To assess the adequacy of the septic system on September 15 1 added 225 gallons of water into it through the septic tank while monitoring fluid levels in the tank and seepage pit before, (luring and after the flow of water was stopped. The addition of this amount of water caused the fluid level in the septic tank to rise up in the standpipe and only slowly flow into the pit, due to a partial obstruction in the line downstream of the septic tank. This trickling behavior made it impossible to accurately measure the absorption taking place in the seepage pit. Before the system could be approved it would be necessary to jet out the line between the tank and the seepage pit to remove the obstructions in that line. It would also be necessary to determine if the single cleanout located immediately upstream of the septic tank could be approved in lieu of the normally required foundation cleanout located just outside the building foundation. I believe it should be possible to use the cleanout upstream of the septic tank to clean out the line between the house and the tank, if required. On September 22 I re -tested the system by adding water directly into the seepage pit. On that date the initial fluid depth in the pit was 98.5 inches, and the addition of 101 gallons of water caused the fluid level to rise to 108", which should correspond to a completely full depth. Over the next 60 minutes the fluid level receded 4 3/8 inches; this corresponds to a daily absorption that is a little greater than 450 gallons per day. I then added small additional doses of water and measured the absorption over short increments of time, and again got results indicating the absorption rate is a little greater than 450 gallons per day, but only when the fluid level in the pit is within approximately 4 inches of completely full. Given this limited surge capacity it was not feasible to observe the absorption of much more than 200 gallons into the system over the course of a daytime test. The bottom line is that the system does seem to still be able to absorb water at an adequate rate for a 3 -bedroom residence, but the limited surge capacity makes it impractical for an engineer to add close to the full 450 gallons per day during an adequacy test. From a functional viewpoint, however, I believe the system will absorb this amount of water, and there is no indication that the system has ever daylighted onto the surface of the ground at any time in the past. Municipal guidelines on septic system adequacy are not clear for systems with such small surge capacities. If the On -Site Services office is willing to issue a COSA certificate for this system it should do so with a clear notice to potential purchasers that the system is near the end of its useful life and the system will probably need to be upgraded before long. In conducting an adequacy test I attempt to provide a thorough, conscientious engineering analysis of the system. The reported results describe the performance of the system under the conditions encountered at the time of the test and the separation distances are measured to readily identifiable features. All septic systems eventually fail and satisfactory test results do not guarantee future performance of the system under different conditions, nor do they guarantee that there are no hidden defects or encroachments. I am providing a copy of this report to the Municipal On -Site Services office and requesting that they inform me as to whether or not the system as configured would qualify for issuance of a COSA certificate if the noted repairs were done. This inspection revealed a nitrate concentration of 5.19 milligrams per liter (mg/L) was reported for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On - Site Systems Approval.
