As you know, this change is warranted because of the groundwater levels that have been observed since the original plans were approved. No water had ever been observed in the monitoring well prior to the preparation of the Sept. 16, 1997 plans. Last November, however, 28 inches of water was observed, which equates to a water surface elevation of 80.2 (per the assumed project elevation datum), or 6.7 feet below the ground surface. We have continued to monitor the groundwater. The maximum level this spring was at elevation 79.7 (see revised Sheet 5 of 16). For the re -design, we propose to maintain the originally -proposed elevations for the glass filter, the gravity pipe to the drainfield, and the drainfield pipe. To achieve the needed groundwater separation, we propose a longer, shallower drainfield. The depth of gravel would be only 1', as opposed to 4.5', and the length would be 60' instead of 30' (see revised Sheet 6 of 16). The bottom elevation of the drainfield would be 83.4, providing a little over 3' of separation from the highest observed groundwater level. I am pleased with the results and so is Kevin Kleweno. They are very close to the gradation results mathematically projected for #4 sieve screening that we all agreed to in our last meeting. They are also very consistent with the gradations for the processed glass used in the Washington demonstration projects (i.e. Stuth #1 and Stuth #2). See Site Plan, Sheet 1. Background The system would serve a 4 -bedroom house under construction which is located off the Old Seward Highway approximately 1,25 miles south of Rabbit Creek Road. The system would be constructed iii lieu of the mound system previously approved by your office under permit number SW930200. The soils on this property are silty gravels, with relatively low absorbtive capacity — 30 to 48 minutes/inch, or 0.45 gpd/ft2. See soils logs and percolation test results for testholes #1 and #2 dated 2.9-91 and testhole #3 dated 7-30-92 (Sheets 2-4). High groundwater has been documented at THI, and in fact the lot was at one time deemed "possibly totally undevelopable" by Susan Oswalt of your department due to ponded surface water she observed on the property in 1992. See letter dated 4-27-92 in your files for more information. Additional monitoring data was collected since that time by S & S Engineering (as reported in 6-11-93 letter) and by me between 4-22-94 and 7-27-94 and indicates that the groundwater is not as serious a problem as Ms. Oswalt's letter relates. See groundwater and testhole summary, Sheet 5. Although there were groundwater levels at THl that would warrant an elevated disposal bed in that area of the lot, groundwater never reached the bottom of TH3 during the monitoring periods. Please note that TH2 was destroyed in 1993 and so no additional data is available for that area. Thus, from a purely "groundwater standpoint", the site would support a conventional absorption system, and a mound is not necessary. From a soils standpoint, however, the site would require a sizable drainfield for 600 gal/day of wastewater. Assuming a 5 -Foot -wide deep trench with 4.6 feet of gravel below the distribution pipe, 133 L.F. of trench would be needed. With the incorporation of the intermittent filter, only 30 L.F. of trench will be required. See drainfield requirements, Sheet 6. Please note that although the drainfield could have been configured differently to achieve the same absorption area, a short, deep trench was selected because it would provide the simplest means for conversion to a conventional system, should that become necessary. The proposed crushed glass filter would be constructed in the much the same manner as the intermittent sand filters described in the Municipality's "Intermittent Sand Filter . Design, Installation, and Maintenance Manual," prepared by Eagle River Engineering Services. The main difference is the loading rate: a maximum of 4.0 gpd/ft2, as opposed to 2.0 gpd/ft2. There may also be a differences in the gradation of the filter media: we will be using glass crushed by Elmendorf s Endella that has been screened to remove everything larger than a #4 mesh. A gradation curve for the material will be provided once one is available -- mid-October or so, as the screening plant is currently out of town. The final product will be approved by your department prior to placing it in the filter. Construction Specifications Work shall be done in accordance with the following: • Municipal Code, Chapters 15.55 and 15.65 • State of Alaska Wastewater Disposal Regulations (18AAC72) • Section V of the ISF Manual, "Construction Guidelines" Inspections and As_Builts Inspections shall be performed and as -built information provided according to Section III of the ISF Manual. Monitoring Once the system becomes operational, filter effluent will be tested on a monthly basis for one year. The parameters to be measured are BOD, TSS, fecal coliform, NH3-N, and NO3-N. The samples will be collected by either DEC personnel, University of Alaska students, me, or as otherwise directed by your department. In addition to the above chemical/biological tests, we intend to monitor the outflow of fines from the filter. The existing drainfield was Terralifted on 4/30/2015. On 6/3/2015 (30+ days after the system was Terralifted), the liquid level in the monitoring tube was 0 inches, however, based upon our elevation shots, the monitoring tube only appears to extend 3.5" into the effective depth. After introducing 500 gallons of water, the liquid level in the monitoring tube rose to 7 inches (about 0.5" below the top of the lateral). After 245 min of not introducing water into the system, the liquid level in the monitoring tube dropped to 5.5 inches (two (2) inches below the top of the distribution line). Over a period of 20 min, 100 gallons of water was then introduced into the system raising the liquid level back to 7 inches in the monitoring tube. This indicates that over a period of 265 minutes, the system absorbed 100 gallons of water; which corresponds to an absorption rate of 543 gallons per day. During the recovery period the surcharged lined glass filter was constantly dribbling effluent into the existing drainfield, at an estimated rate of several cups per minute. With this fact taken into consideration, the drainfield absoportion rate apprears to be 600+ gallons per day; however, it must be filled to 100% capacity in order to achieve this absorption rate. It should also be noted that during the test no water was flowing back into sample port, which lies between the glass filter and the drainfield. The system consisted of a 1,500 gallon STEP tank, an intermittent dosing filter with crushed glass media and a 60' long by 5' wide by .5' effective depth absorption trench. The STEP Tank and filter system were purchased from Orenco Systems, Inc. and Anchorage Tank and are considered an Advanced Wastewater Treatment System by the Municipality of Anchorage and regulated by the Municipal Development Services Department, Building Safety Division, On -Site Water and Wastewater Program. The system was constructed by the owner, Mr. Dan Fussner, an experienced equipment operator and mechanical contractor. An inspection report and certified as built was never submitted to the City to close out the permit. We have completed an after the fact report and certified the as built based on the best information available and recent field inspections. Photographs taken at the time of construction were also reviewed to provide additional information as to the quality of construction. These photos are attached for your review. Construction of the system was closely scrutinized by the City, State of Alaska Department of Environmental Conservation (ADEC), Anchorage Tank and representatives of Elmendorf Air Force Base. Formal inspection reports, however, were not recorded. The design engineer, Shelley Williams, P.E. was apparently unaware a certified report was required by the City. The effluent from the system was tested immediately following startup by David Wigglesworth with good results as verbally transmitted to the owners. A written record of the results is not available. Cleanout pipe in the absorption trench and the monitor tube were changed from FIDPE to PVC on April 21. The drain field rock was inspected at that time and found to be clean and free of bio mat buildup. The crushed glass filter is operating as originally designed and appears to be in good condition. Lot 1, Block 5, The Landings Subdivision April 22, 2008 Page Two The lift station has been maintained on a regular basis by the owner, Dan Fussner. A control float was replaced as recently as this spring with others replaced earlier. The tank has been pumped on a regular basis and was last serviced by A Plus Home Services on April 9, 2008. An adequacy test was performed on the absorption trench with passing results. No water was observed in the monitor tube prior to the test. A total of 620 gallons of water was injected into the system and allowed to settle out. The water elevation rose to 6" in the monitor tube and immediately began to dissipate. No water was observed the following day and the trench is capable of absorbing at least 600 gallons of water in a 24 hour period. The septic system is in good condition at this time. It is imperative, however, to continue to maintain the system for optimum results. The air pump should also be checked regularly and maintained as required. The manufacturer of the system Orenco Systems, Inc. and Anchorage Tank should be consulted to inspect the system on a regular basis. We have attempted to verify the dimensions and location of the septic system based on all information available. We have also tested and inspected the system to determine it is operating as designed. We make no guarantees however, as to the future operating capacity of the system based on our inspection. It has been in service for nearly 10 years. The useful life of this type of system has yet to be determined. Many variables affect the useful life of a system and it is the owner's responsibility to operate and maintain the system in conformance with the manufacturer's (Orenco Systems, Inc. and Anchorage Tank) recommendations.
