Ladies and Gentlemen:
I am writing to request a permit to upgrade the septic system for thc above referenced property. The proposed system
will .serve a 4-bedruom single-family residence. The existing syslcm was installcxl in 1980 and is not functioning
adcquataly. The existing tank and drain field will bc abandon per MOA code requirements. Soil logs, design
calculations, a site plan, dcsign drawings and construction specifications are enclosed for your review.

System: We are proposing an Advantex Advanced Treatment System, and a subsurface absorption bcd. Thc
absorption field will be 30 feet long, l0 feet wide and contain 0.5 feet (300 sq.ft, effective) of sewer rock.
Soils: A lest hole was excavated on October 12, 2009. See the attached soil logs. Ground water was monitored for
through May Y~, 2010. Ground water was observed at 6 feet below the ground surface.
Surface Water: The area is wet. Surface water was observed approximately 50 feet lo thc north east ofthe proposed
drain field. Notes in the file also indicate water has been observed in ditches to the west and to the east of the proposed
site. See waiver application
Topography: Thc ground surface is gcncmlly level in thc area ofthe proposed septic system upgradc.

The Landings Block I Lot 7
Ladies and Gentlemen:
We are applying for a waiver of the separation distances required between the proposed septic system and a drainage
ditch on Lot 6 Block I The Landings. The proposed septic system upgrade reduces the contamination risk to surface
water that periodically flows along the northern property line between lots 6 & 7.
The new septic system will consist ofa 1500 gallon S.T.E.P. tank with an AX 20pod, a lift station, followed by 30 feet
ofabsorption bed. The proposed Advantcx treatment system discharges a highly clarified effluent. Effluent from the
AX 20 pod is routinely above advanced wastewatcr treatment standards. In addition, further protection will be provided
by the Advantex Vericom Monitoring System, which notifies Anchorage Tank & Welding of any high water conditions
or operational problems. This maintenance and monitoring program virtually insures that mptic system overflow will be
immediately recognized properly dealt with.
The water in the ditch on lot 6 appears to originate from a spring 70 feet from thc prnposed drain field. Flow is
observed each spring during break up and during periods ofheavy precipitation. It travels south towards the property
line where it enters a subsurface drain for approximately 70 fi:et before resurl~acing behind the property owners shed (see
site plan). The ground surface between the proposed septic system and the ditch is generally level. The driveway
provides an effective barrier preventing overland flow from the septic system to the ditch. Overflow from the septic
system would travel to the west, paralleling the south side of the driveway.
Waiver Request: 45 feet from ab~rption field to drainage ditch.
At this time we are applying for a septic system permit, and request that a formal waiver be granted. If~ou have any

The owner shall cootract with a contractor to perform the work outlined in these
spedfications and plans in accordance with the attached HOA permit. There is not
contractual arrangement between the contractor and the Engineer. The Engineer shall be
the owner's representative and will inspect the work to document the contractors
activities. Final acceptance of the contractors work rests with the owner and the HOA.
The scope of the project indudes the procurement and Installation of a 4-bedroom on-site
wastewater disposal system at the location depicted on the attached site plan drawings.
The scope of the work also includes the installation of a Advantex 1500 gallon tank, an
/0(-20 treatment pod, a lift station, and a drain field comprised of I bed, 10-feet wide x
300-feet long, 1.5 feet deep, with 1.0 foot Filter sand and 0.5 feet of septic rod( below the
distribution piping. The location of the drainfield is shown on the attached site plan
drawings. The total depth of the field will be .5 feet below the existing ground surface.
All components of the proposed septic system must be constructed a minimum of 50 feet
from any surface water and 100 feet from water wells in the area. A minimum of 4 feet of
earthen cover is required over the septic tank and a minimum of two feet of cover is
required over the drain f'~id. In addition to the required earthen cover, 2-inch thick, 40
psi, direct bury board foam shall be installed directly over all installed piping.
Construction shall be in acce~dance with the approved site plan and design drawings and
any special provisions noted on the Municipal well and/or septic permit. All materials,
components, workmanship and construction practices shall comply with the Municipality of
Anchorage's latest ordinances regarding wells and septic systems, as well as MOA,
Development Services Department, On-site Water and Wastewater Program (DSD)
policies.
The contractor is responsible for obtaining all underground utility locates, layout of the
proposed system, and verifying and maintaining all required separation distances to lot
lines, surface water, wells, steep slopes, etc.
The property owner shall be responsible for final grading any depressions formed from
settlement of backfill material. The property owner is also responsible for vegetation of all
areas disturbed by septic system installation activities.
Contractors installing wastewater disposal systems must be certified to do so by the HOA
DSD, On-site Water Wastewater Program. Property owners installing their own systems
must receive advanced approval from HOA DSD prior to system installation activities.
The contractor shall ensure that ALL materials being used are in compliance with the most

Septic Tank Installation:
:1. A new septic tank, of the size specified in the design drawings, shall be procured from a
qualified manufacture/supplier if the existing septic tank is found to be defective.
2. The burial rating of the tank shall be adequate fee the actual burial depth encountered.
3. The tank shall be level and sufficiently bedded to prevent settling of shifting of the tank.
4. All standpipes on the tank shall extend a minimum of 12inches above the final grade.
5. Tanks installed with less than 4 feet of cover shall be insulated.
6. The sewer service line from the house to the tank shall have a minimum slope of 2%
unless prior approval is obtained from the engineer.
7. The inlet and outlet lines from the tank shall be bedded in drain rock or the soil shall be
sufficiently compacted to prevent future settlement of the soil.
8. Septic tank inlets, outlets and cleanouts shall be f'~ed with water tight couplings.
9. A cleanout shall be installed ! to 4 feet from the foundation.
:10. Post tank cleanouts shall be installed per HOA requirements. Does not apply to
pressurized lines.
:1:1. In areas with high ground water, the septic tank shall be sufficiently anchored to resist
buoyancy forces when there is not adequate soil cover to resist uplift force. The
contractor shall refer to the engineer for direction regarding this matter.
:12. The tank backfill shall be graded sufficiently to ensure positive drainage away from the
tank.
23. All holding tank and lift stations shall have an audible and visible alarm inside the
residence being served.
:14. All lift stations shall be wired in compliance with all HOA guidelines and the Uniform
Electrical Code. A munidpal electrical permit and inspections must be obtained where
required by the MOA.
25. The contractor shall verify that the septictanldlift station is a minimum of !00 feet from
any residential water well, !50' from any class 'C' well and 200 feet from any community
water wells. Additional separation distances must also be maintained.
26. The contractor shall remove or abandon the existing tank in compliance with the Unform
Plumbing Code.
Drain field Construction:

The drain field shall be excavated to the dimensions outlined in the design drawings. If
any discrepancies are noted, contact the engineer immediately for clarification.
The drain field shall be installed parallel to slope contours.
The bottom of the drain field shall be within 2" of level. If the sidewalls or bottom of the
excavation become smeared, they must be raked or scarified prior to the placement of
filter sand or drain rock.
The drain field must be a minimum of 5 feet from the test hole excavation.

Distribution pipe is to be installed level with perforations facing downward, atop a level
bed of drain field rock. Septic rock shall then be placed atop the distribution piping to
provide a minimum of 2" of cover, level across the entire width and length of the trench,
above the piping.
A sil~ barrier must be installed at between the final drain rock and the native soil bad<filL
The silt barrier shall cover the entire drain rock surface.
Monitor tubes must be 4" in diameter, installed in the locations depicted on the design
drawings, and extend a minimum of 12" above final grade. The portion of the monitoring
tube below the septic rock must be perforated and the portion above the drain rock shall
be solid.
Backfill over the final gravel layer must not be less than 2 feeL. Insulation must be
installed when the backfill depth is less that 3 feet.
Drain field back fill shall be mounded to prevent depressions from forming due to
subsequent settlement of backfill material.
The contractor shall verify that the drain field is a minimum of 100 feet from any
residential water well, 150' from any class 'C' well and 200 feet from any community water
wells. Additional separation distances must also be maintained.
A minimum of two inspections are required by the Huniclpality of Anchorage. These
inspections must be conducted under the supervision of a Professional Engineer licensed
to practice in the State of Alaska.
The first inspection must be conducted after the excavation of the drain field and before
the placement of any graver. The septic tank may be set in place, but may not be
badd'dled.
The second inspection must be conducted after the placement of the silt barrier, graver,
distribution lines, stand pipes, cleancxJts, and insulation, but before the placement of any
baddill.
The contractor shall provide a legible copy of all field notes relating to system layout and
construction to the engineer for the use in preparing the record drawings.
The contractor shall coordinate all inspections with the Engineer. A minimum of 24 hours
notice is required prior to the start of construction. If necessary, a preconstruction
meeting will be held on-site.

C. Damage. Any man-made or natural change in a system that ~ould inhibit

At your request, Mr. Oz Hatch, Alaska Testlab senior engineer-.
lng geologist, logged a test pit excavated by a backhoe at the
location shown on Figure 1. The soil observed was clean, gray,
relatively well graded, gravelly sand below 2 feet of silt and
organics. G~gMo~.~ter seeBage was observed at 10 fee~. Fig-
ure 2 shows the tes~ ~i~-'J'~-"'and"~ g~ai'nLsize c~P~"~f~a repre-
sentative sample is shown on Figure. 5.
Because of the soil type, it was not necessary to preform a
percolation test. The permeability of this soil is quite high
(on the order of 10TM centimeters/second). We recommend that
.the septic system drain field be designed to provide an absorp-
tion area of 135 square feet per bedroom. The bottom of the
seepage trench should be 4 feet minimum above the water table.

Dear Mr. Moore:
Your request for a waiver of the 100 foot separation distance
required ~etween a small surface water drainage on the adjacent
Lot 6 and the septic system absorption field on the subject lot
has been granted. This surface drainage is located
approximately 80 feet from the absorption field at its closest
point.
This waiver is based on your assessment that that there is
little possibility for direct contamination of this surface
water from the septic system and that no hazard to public
health will result from the granting of this waiver.

as-built plot plan.
At the time of construction of the system in 1980 the water
table was measured at 100 feet below the ground surface, and
surface water originating in a spring on lot 6 to the north was
noted as flowing towards, and close to, the system. Since that
time the property owner has constructed a "French drain" along
his northern property line, 65 feet away from the leach line,
which intercepts this flow and carries it away to the east. At
the time of my inspection, the flow remained on the surface to
within 80 feet of the leach line, then went underground and
remained so. A small area of surface flow was also noted in a
drainage ditch 70 feet west of the septic tank.
The soil log shows the subsurface soils to be poorly graded
gravelly sand, and the well log shows the potable water aquifer
to be at 48 feet below ground surface. The soil absorption
system :is constructed roughly along the crest of a southerly
treading small ridge with lower land both east and west. Should
the system fail, wastewater would tend to flow away from, rather
than towards the french drain system. It is my opinion that
appropriate action has been taken with regard to the surface flow
coming from lot 6, and tile small size and transient nature of the
surface water in the ditch west of the septic tank precludes any
real hazard to public health. Accordingly, I recommend that you
grant the requested waiver.

On December 9, I conducted adequacy tests of the well and
septic system serving the subject property, and found both to be
adequate for a three bedroom residence. The completed Health
Authority Approval forms are enclosed.
