Per conversations with the owner, they are proposing to construct a 4 -bedroom house. We are proposing to install a Quanics Aerocell treatment system (in a CAT II configuration) and a bed type drainfield. Because of the tight receiving soils, we are proposing to install a sand filter to minimize the potential of biomat formation at the receiving soils. Two testholes were excavated on the lot and the proposed drainfield is designed around the 30 -foot radius of both testholes. Comments regarding the design are summarized as follows: 1. SOILS: See attached 2019 testhole by Garness Engineering Group, Ltd. which shows, soil classification, percolation test and groundwater monitoring. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: There are slopes greater than 25% to the southwest of the proposed drainfield; however, the proposed system is 50'+ to those slopes. In addition, topography information was taken at the proposed bed location and the majority of the proposed drainfield area is less than 10% (see attached plot plan). However, there may be portions that exceed 10% depending on the how the bed is "laid out" during construction. It should be noted that the proposed bed has a maximum depth of 7.5 feet with only 0.5 feet of effective. In short, if there is a "grade change" over the bed, it will not negatively impact the drainfield total depth or vertical separation requirements. 5. APPLICATION RATE: Per MOA onsite code, CAT 11 treatment system with a percolation rate of 120 min/inch requires a 0.3 application rating. We are requesting that your department allow for a 0.5 application rating to be used. Justifications for granting this variance is as follows.- We ollows: We are proposing to utilize a one (1) foot minimum sand filter. This will be an additional level of treatment post-AWWfS. It is reasonable to believe that after the CAT li effluent passes through the treatment unit and then through one foot of sand, the BOD and TSS levels will be significantly less than the minimum MOA standards for CAT III (10 mg/L) and certainly non-biomat forming. It is a well known fact that the biomat depths observed in failed drainfields (even in conventional drainfields) does not extend more than 12 inches into sand filter material. In short, the proposed sand depth is thick enough to ensure protection of the underlying receiving soil. At the time the Quanics CAT 11 system approval was granted the ATS -6 trickling filter (3-4 bedroom models) only had 53 cubic feet of open -cell foam cube media and the BOD/TSS levels average less than 16/mg/L (20 samples). We are currently using the Anua/Quanics NS500 pod for 3-4 bedroom applications, which has 85 cubic feet of open -cell foam cube media. It is quite likely that if the new units were re -sampled, the BOD/TSS levels of the CAT II systems would meet the CAT III BOD/TSS effluent requirements. Testing data submitted to the MOA in 2005 indicated that effluent from the Quanics systems (in a CAT II configuration) had lower Fecal Coliform levels than the Advantex systems (which have been treated as CAT III systems). For this particular installation we will have 4+ feet of vertical separation to groundwater. Based upon the above bullet points, biomat formation is not a concern and virus/pathogen contamination of the aquifer is not a concern. 6. BED WIDTH: We are requesting that your department allow for a bed width of 20 feet to fit the site conditions. The non-biomat forming effluent will be discharged to a central header of the bed and then disbursed laterally through filter sand, allowing for enhanced dispersal of effluent to the receiving soil, minimizing hydraulic mounding below the drainrock. Extra care will be taken to ensure the machine does not "walk" along the bottom of the bed until the sand is placed. We will be utilizing a sand filter and an AWWTS system, which is a significant improvement to a standard bed. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. If you have any questions, please contact us at 337-6179. In consideration of the mutual covenants contained herein, the parties to this Agreement agree as follows: 1. Advanced Wastewater Treatment Systems. The Municipality grants permission to the Owner to utilize and operate an Advanced Wastewater Treatment System (AWWTS), described as �l�[�n i C S /'� �r%( located at (legal description) 2. Maintenan (Owner is required to read, understand and initial each section) Throughout the tern of this Agreement, the Owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $100 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative wilt inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. OfOwner agrees to maintain remote monitoring of the AWWTS as required by the AWWTS approval. 3. Term. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Agreement. 7. Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement.
