The proposed subdivision is a 32.5 acre tract located within SE 1/4
Section 15, T14N, R1W, S.M. It is located to the north of Hanm~ond
Avenue off Eagle River Road.
The land consists of very steep slopes for the most part, in excess of
25%. There are a few ar~ where the slopes are locally gentler. An
existing dirt road with 14% slope provides temporary access.
Because the' slopes are steep, careful road-building and terracing are
planned. Homes to be built will be constructed by Earth Shelter Housing
Limited, a oc~pany that specializes in building h(xaes partially into
hillslopes, which they have done successfully on similarly steep slopes
along Highland Road.
Vegetation consists of alder, birch, and aspen. There are occasional
stands of cottonwood to the south.
Soil testing was perfonm.~d using a small backhoe. Four tests were done
at fairly evenly spaced intervals to provide a representative idea of
soil conditions in the area. The soils in all the test holes appeared
the same--beneath an organic layer varying frcm 1 to 3 feet thick is
brown silty sandy gravel with abundant rounded cobbles. The soil is
loosely held and fairly sandy.
In test hole #1, bedrock was encountered at 7 feet. It fractured ~a~ly
end the backhoe was able to dig into it for a couple feet. Bedrock was
not encountered in any other test holes, and does not appear in outcrop
elsewhere. The percolation rates ranged fr~m 185 to 313 sq. ft./bdrm.
Soil all along the road cut above the dirt road appears to be the same
as that found in the test holes, suggesting lateral continuity.

Because the slopes are steep, trenches would be.~ For test
hole %1, where bo~rock was found, a shallow 5-wide built 6 feet above
the rock could be built. Or, another test hole coui~[~ ~ug~sew~e~6
on the lot to find a spot where no bedrock exists. It is likely that
such a place exists, since b~ock was not found in the other holes and
the lots are large.

Soils in all 4 test holes were found adequate to support on-site septic
systems. Careful planning and building will be necessary because of the
steep slopes.

On July 26, 1984, AECS, Inc., performed 4 soils tests on Tract 9, Donald
C. Schroeder Subdivision #2. Although all the tests holes had good soil
in them, in one of the holes, TH #1, bedrock was encountered at 7 feet.
This caused some concern, and it was suggested that test holes be dug on
either side of TH #1 to see if the bedrock continued.
On August 31, 1984, two test holes were dug near TH #1. One was located
about 60 feet to the southwest of TH #1, to a depth of 9 feet, with no
bedrock encountered. The excavator was unable to dig deeper due to the
position of the backhoe on the slopes. The silty gravelly soil passed a
percolation test at 164 sq. ft./bd.
The second was dug about 125 feet to the east of TH #1. In this
testhole, the GM soil was rated at 176 sq~ ft./bd. No bedrock was
encountered to a depth of 12 feet.
A third test hole was done, 275 feet to the east of TH #6, in the hopes
of finding even more good soil. However, the soil here was an extremely
tight silty GM, and failed a percolation test immediately. Significantly,
though, no bedrock was found to a depth of 12 feet. There still is a
good test elsewhere on this proposed lot.
In conclusion, it appears that the bedrock
continuous, and therefore not a serious problem.

This letter is in response to your certified letter #: P 234
387 107, to me dated 2 November, 1987 stating my subdivision
agreement entered into on 16 December 1985 which gave 2
years for subdivision improvements to be made is in default.
Since 2 years have not yet completely passed, I'm puzzled as
to how I can already be declared in default.
However, you are correct in stating the improvements are
incomplete. Since this is a small subdivision (5 lots) and
I am not a major developer with any financial backing, the
development "plan" was to pay for the agreed upon
subdivision improvements upon the sale of the first lot.
The current Alaskan economy being what it is, we haven't
even tried to actively market these lots, so none have been
sold. But since I do believe in Alaska and that the economy
will turn around especially in the Eagle River area, I
request a maximum time extension for completion of the
required subdivision improvements. It has always been my
intention to fulfill my obligations and I am not out to take
advantage of anybody.
