SUBJECT: Lot 3A, Block 1, Upper Eagle River Estates Subdivision Septic System As -Built Permit No. SW980004 The permit for the upgrade of the septic system on Lot 3A, Block 1, Upper Eagle River Estates was issued in January of this year. At that time no groundwater was evident in the area where the upgrade was to take place. In early May of this year we again visited the site to begin preparations for construction of the new system. We found groundwater in the monitor tube for Testhole No. 1 at 9' below the ground surface. The elevation of the groundwater would not provide the required 4' separation from the bottom of the new system as it was then designed. We therefore redesigned the system to place the absorption trench no more than 5' below the ground surface and utilize a lift station to adequately distribute the effluent. A second testhole was placed and water found at 9.5' below the surface. The groundwater elevation was monitored through May 15 and found to be stable at that level. The percolation rate of the soil was found to be 20 minutes per inch. The system, however, was designed for the slower rate of between 30 and 60 minutes per inch for an increased factor of safety. The attached as -built shows the completed location and configuration of the new septic system. Also included is the calculation detailing the size and spacing of the distribution line orifices. We are therefore applying for a permit to upgrade the septic system on the lot. Work will include the verification of the existing septic tank for continued use. A new tank will be placed if the existing tank is unsuitable. The new tank will be placed outside the 100' protective radius of the onsite well. If the existing tank is reused a diverter valve will be installed to reconnect the existing absorption system for future use if necessary. The testhole placed in the area of the proposed absorption trench revealed a silty sand with gravel with a percolation rate of 20 minutes per inch. This rate is nearly the same as that achieved by S&S Engineering in the upgrade of the system in 1983. No groundwater was encountered nor was any measured during the monitoring period. We are therefore proposing placement of a 63' long by 3' wide by 6' effective depth absorption trench for disposal of septic effluent. The distribution piping will be placed at 3.5' below the original ground surface. The ground surface of the lot is mostly flat with only a minor drop from north to south. The surface slopes at a 0 to 2% grade from north to south. No conflicts were noted between the new septic system and wells in the area. Lot 3A, Block 1, Upper Eagle River Est. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on reserved space, either surface or subsurface, on any lots located in the area. 4. The scope of this project includes the verification of the integrity of the existing septic tank. A new tank must be procured and placed if the existing tank is found unsuitable. It also involves the placement of a foundation cleanout and the construction of a new 63' long by 3' wide by 6' effective depth absorption trench. The project also includes the pumping, crushing, backfilling and abandoning in place of the existing septic tank and absorption crib i f the existing tank if found unusable. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION 1. A new 1,000 gallon septic tank must be procured from an approved source and installed at the location shown on the plans if the existing tank is found unsuitable. Lot 3A, Block 1, Upper Eagle River Est. December 28, 1997 Page Two 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Lot 3A, Block 1, Upper Eagle River Est. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. 8. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a Municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal). Lot 3A, Block 1, Upper Eagle River Est. December 28, 1997 Page Four 5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the #200 sieve. INSPECTIONS: A minimum of two inspections are required by Municipal Ordinance. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. Contractor shall provide a copy of all field survey layout and construction notes for use in preparing the certified as -built of the completed system. SHAFER CIVIL ENGINEER 694-2979 A sewer system adequacy test was performed on the system located on the referenced property as you requested. The septic tank was pumped and verified to have a capacity of 1250 gallons. The seepage pit and absorption trench was tested by a continuous flow of water over a period of 48 hours. During the first 24 hour period approximately 500 gallons was added to the system with water backing up into the septic tank. During the next 24 hour period approximately 300 gallons of water was added to the system without any adverse effect. It can be concluded from this test that the septic tank is adequate for the three bedroom residence; however, the absorption area appears to have deteriorated and can only be considered to be adequate .for two bedrooms. An upgrade of the system will be necessary for the third bedroom. At the time of the test the well was inspected and well wires were placed into conduit. The sanitary seal on top of the well casing is considered adequate and the grade around the casing is adequately sloped away from the well. A water sample was collected from the kitchen sink and delivered to Chem Lab of Alaska for analysis of total coliform bacteria. Results of this test and a copy of the report is attached.
