Subject: Upgrade Sewer Permit& Lot-Line Waiver
Upper Eagle River Estates Bl, L5A
It has been determined that the absorption field of the subject property is
saturated. Subsequently, the owner has requested we proceed forward to obtain
a septic permit to upgrade the septic system.
The general slope of this lot is flat over the septic area. On June 26, 2018 a
testhole was performed to investigate soils and groundwater. The results of this
test are attached for your review. The proposed upgrade will serve the existing 4-
bedroom single-family residence. We propose to install two pressurized 50'
trenches. Due to lot layout and an unknown septic standpipe in the SW corner,
well radii, etc... we request a waiver to lot line of 2' from the proposed trench.
Groundwater was not encountered at excavation or at monitoring.
The property and adjacent lots are served by private water. There is no surface
water within 100' of the proposed system and there are no known curtain drains
within 50'. We do not expect there to be any adverse effect on adjacent lots by the

Dear Bob,
The purpose of this letter is to clarify the position this
department has regarding the issuance of the Health Authority
Approval ( HAA ) for the subject lot.
It has long been the department's position that if no records
are available, either from the current owner or our files,
that an adequacy test be run and the size of the septic tank
and absorption area be verified. This could result in having
the septic tank exposedto assess its condition. When such
information is provided by the engineer the department is
ensured of having reliable information with which a HAA can
then be processed. This was not requi-red in this case,
however, for the following reasons:
1. In January of 1978 the septic systems components were
identified and noted for our files by Mr. Les Buchholz, of the
Dept. of Environmental Quality, now DHHS.

for a four bedroom residence.
Although a portion of this information was obtained from the
owner, Mr. Bayless, there appeared at that time to be no
reasonto doubt his word. As Mr. Bayless was the installer he
would, therefore, be the most knowledgeable person to contact
on the systems installation.
Since the last HAA, however, many deficiencies have come to
light, the foremost of which is that the dwelling is in fact a
duplex. As this department has no authority to review
multifamily dwellings we will have to withdraw our previous
approval. Among the other discrepancies are the facts that no
permit was ever obtained for either the original septic system
or the upgrade, performed at a later date by Mr. Bayless.
Neither did Mr. Bayless arrange for any component of the
system to be inspected. If there had been an inspection a
manhole cover would have been installed on the septic tank or
the installation disapproved. It is regrettable, though,
that these facts were not known until the system failed and
required yet another upgrade.
As stated earlier this department must rely on the information
which is presented. As such there is an inherent dependence
upon the investigation of the engineer. It is his
responsibility to ensure that all the information is verified.
I trust this will clarify the process by which this department
issued the approved HAA, for the subject property, on 2/29/87
and again on 3/16/88 and why we will now withdraw same. -If --
you should need any further information please don't hesitate
to contact this office.

Upper Eagle River Estates
Dear Mr. Bayless,
On January J3, 1978 at your 4equest, we conducted a test of the septic $yftem
on the above described property.
During the test the �lquid level in the septic tank was monitored as water
was added to the sysPem. The measurements are summarized in the following
table:

The meter used during the test was a Rockwell 5/8" standard water metev which
had previously been calibrated by R&M Consultants.
If the 3 -bedroom residence on the property is to house six people, the overage
load on the system can be expected to be 450 gallons per day or 0.31 gal,lofis'.
per minute. During the test, the system accepted 100 gallons in 115 minytes.
This indicates an average effluent acceptance rate of approximately 0.87 nn

Since the house on the lot is occupied, we assume that the leach field was at
its normal degree of saturation. We can therefore conclude that the system
is disposing of effluent at an adequate average rate for a 3 -bedroom residence.
