Box 196650 Anchorage, AK 99519-6650 Subject: Sewer Upgrade — Valley View Terrace Block 2, Lot 4 Gentlemen: The owner has requested we proceed forward to obtain a septic permit on the subject lot. The existing seepage pit has collapsed and will be abandoned. On June 10, 2002 we dug one testhole for the proposed system. The results of this test are attached. The general slope of this lot is from north to south at a grade of approximately 15-25%. The lot is served by an individual well, located on the western portion of the lot. We propose to install two pressurized 5' wide shallow trenches. Water was not encountered during the excavation or during monitoring. There are no public or private wells within 200' of our proposed system location except as noted. There is no surface water within 100' of the proposed system and there are no known curtain drains within 50'. Health & Human Services On behalf of my client, Alaska Housing Finance Corp., we are submitting a request for determination of waiver of horizontal separation distance for the above referenced three bedroom residence. The request is for a waiver of well to septic tank distance of 65' and well to absorption field of 89'. There is a site plan and topographic map attached. The system was installed in 1974 by Hamman Construction under permit LUP# L6533. There is an undated letter from ADEC stating that they had no objection to the septic system as indicated on the inspection report dated September 3, 1974 and is signed by Kyle J. Cherry, P.E.. This would appear to be an ADEC waiver. In 1975 a permit was issued to deepen the existing well, listing 50' as the required separation distance to the septic tank. The system was installed and inspected with the Municipal inspection report showing the well to tank distance as 57'. Our measurements show well to tank as 65' and well to field as 89'. This is the first property transfer, and therefore, the first time a formal waiver application is presented. We believe that the physical evidence supports a waiver request that will allow us to maintain the present separation distance. Soil characteristics in the area are well documented and are fairly consistent. The immediate subsurface soil is a gray silty sandy gravel down to the typical test hole depths of 13-16'. Soil logs are attached for lots directly above (Lot 3, Block 2) and directly below (Lot 16, Block 1) the subject lot. The soil in this area was typically visually rated at an average of 150 SF/BR, and described as gravel with silt or clay. Two lots were rated at 225 SF/BR. No ground water levels were shown on these lots which are attached for your review. Well logs in the area show a fractured bedrock type aquifer. The well log from surface to 300' can not be located, however, soil layers from surface to bedrock level for adjacent well logs indicate clay and gravel layers and hardpan layers which would act as a barrier. There are consistent indications of a solid bedrock layer overlaying the fractured bedrock plane in available area well logs. P.O. Box 773294 • Eagle River. Topographic mapping between up -gradient (Lot 3, Block 2) and down -gradient (Lot 15, Block 1) wells show a gradient of 37-40% in a direction downhill from our water source. Bedrock surface gradient would ensure that any possible contaminate from the septic components located at less than 100' would travel down gradient and away from the well. There are other mitigating physical characteristics that should be taken into consideration in the evaluation: 1. The house is located between well and septic tank providing a physical barrier to near surface flow. 2. The area has a low population density with 33,000 square foot lots. 3. Water samples show no evidence of coliform (two samples), and very low background Nitrate levels (0.12 mg/L).
